That this House is aware that investigations carried out inside British laboratories over the past five years by, amongst others, the National Anti-Vivisection Society, have revealed that many animal experiments are conducted on products which have been on the market for many years and which have previously been tested on animals, are carried out on animals where the difference in reaction between humans and other species is already known and where a non-animal method of experimentation already exists; understands in addition that thousands of animals are constantly bred for research, only to be killed because they are surplus to requirements because of wrong age or weight; is concerned about the overtly secretive way in which the Animals (Scientific Procedures) Act 1986 is currently administered; believes that little progress can be made to stop such barbaric practices unless there is full public accountability and open access to information on such matters; and calls upon Her Majesty's Government to make publicly available the technical details of all applications for project licences so as to allow animal welfare organisations to monitor events and to suggest non-animal methods before any such experiments take place.

That this House deplores the Home Secretary's decision not to disclose information about staffing, financial and other matters closely associated with the Security Service; considers this inconsistent as it was a Home Office press release which announced the new head of MI5 without Parliament being officially notified; notes that subsequent press reports referred to MI5 employing an estimated 2000 full-time officers with a budget between ??300 million and ??500 million; questions where this money is in the Parliamentary estimates voted by honourable Members and is suspicious that it must be in a number of slush funds in other Votes; considers it wrong that the Security Service bureaucracy should expand without any parliamentary approval when world circumstances, particularly the demise of the Soviet Union, makes the case for its operations much less; and calls for a Select Committee, along the lines of the Public Accounts Committee, to have an oversight role over all the security services, to which they would be accountable.

That this House is deeply disturbed by the secrecy which surrounded the leak in one of the secondary sodium circuits at Dounreay on 24th April; deplores this silence which does not seem to have anything to do with the good of the people of Scotland and much to do with the interests of the party in Government in the local elections last 3rd May; firmly asserts the supremacy of the people's right to be informed about any event which can affect their health and safety; and demands that the Government and authorities in the nuclear industry take immediate steps to avoid the repetition of this conspiracy of silence and remember that their primary responsibility is with the people and Parliament.
