That this House recognises with concern that amateur football clubs affiliated to the Football Association are, at present, not obliged to belong to an insurance scheme, which can leave a player who suffers a serious injury without financial security; notes that this was the case for young North Norfolk amateur footballer Richard Butler, who had to have a leg amputated following a serious injury during a match in 1997; recognises that the FA has been involved in discussions with insurance companies with a view to a scheme being set up, but registers its disappointment that these discussions have not yet reached a successful conclusion; and calls on the Government to bring pressure to bear on both the FA and insurance companies to reach an agreement, in order that the many thousands of people who participate in our national sport every week benefit from appropriate insurance cover.
