That this House is extremely concerned by the growing domestic human rights violations in Iran and the high number of executions; highlights the role of Islamic Revolutionary Guards' (IRGC) increase in its domestic crackdown, including the arrest of activists, dissidents and dual nationals on trumped-up charges; is very disturbed by Iran’s malign influence in the region through the IRGC, its Quds Force and its proxies that have participated in the slaughter of Syrian people, which the Government and many of its allies have described as war crimes; notes that IRGC plays a destabilising role in Iraq by providing training, funds and arms to paramilitary groups in that country; warns that Iran's continued ballistic missile tests are a threat to the region; believes that the regime and IRGC must know that their violations of human rights at home and warmongering abroad will not be tolerated; reiterates National Council of Resistance of Iran president-elect Mrs Maryam Rajavi's call on the international community for the complete removal of the IRGC and its proxies from Syria, Iraq and the region as a vital step to stabilise the Middle East; and urges the Government to condemn the IRGC for its serious violations of human rights and support for terrorism.

That this House believes that the 29 October 2015 rocket attack on Camp Liberty, home to over 2,200 defenceless members of Iran's democratic opposition, the PMOI, who are Protected Persons under International Law and political refugees, which resulted in 24 camp residents being killed and many more injured, constitutes a crime against humanity and is a flagrant violation of the Memorandum of Understanding signed between the government of Iraq and the UN, on 25 December 2011; highlights the reports on the role of Tehran regime and its proxies in GoI for this unprovoked massacre and warns of future attacks; urges the Government, the EU, US and UN to take immediate steps to ensure all restrictions on the camp are ended, UN medical teams are stationed within the camp to provide emergency medical treatment, basic necessities including fuel, food, equipment and materials needed to rebuild shelters are provided, T-walls are returned and residents' protective vests and helmets returned to them; reiterates the demands of the International Community and the President-elect of the Iranian Resistance, Mrs Maryam Rajavi, for a full international investigation be carried out into the attack with the perpetrators of the attack being brought to justice; and calls on the UN and the UNHCR to formally recognise Camp Liberty as a refugee camp and to have the protection of Camp Liberty handed over from the Iraqi government to independent UN-led officials, ensuring that the lives of the remaining residents are protected.

That this House believes that the clerical regime ruling Iran is engaging in deceptive tactics to find a way out of nuclear impasse, so as to preserve their ability to obtain nuclear weapons; notes that the International Atomic Energy Agency (IAEA) stated recently that Iran has failed to address concerns about suspected nuclear weapons research; further believes, while supporting Mrs Maryam Rajavi's movement for the revelations of the regime's secret nuclear weapons programme since for the past two decades that any nuclear agreement that does not include implementation of UN Security Council resolutions and a halt to enrichment of uranium in addition to the IAEA inspectors having unhindered access to all suspected sites will leave the path open for the regime to continue its ambition to create a nuclear arsenal; and urges the Government to take these factors into account in its dealings with Iran.

That this House believes that Iran's theocratic regime is the source of the spread of terrorism and barbaric extremism in Iraq and region; concurs with the President-elect of the Iranian Resistance Maryam Rajavi's advice that the UK should urge the ending of the Iranian theocratic regime meddling in the affairs of Iraq, Syria and other countries in the region, the formation of a democratic, inclusive, secular government in Iraq and the organisation of free and fair elections under the auspices of international organisations; further believes that the rejection of Iran's intervention by the new Iraqi government is vital for the promotion of democracy in that country and that a good indication of this is the way it treats Ashraf residents now at Camp Liberty near Baghdad; and urges the government of Iraq to lift the current inhumane siege on the camp, recognising this camp as a UN refugee camp and guarantee the safety, security and the rights of its residents.

That this House expresses concern at the oppression of 3,400 members of the People's Mojahedin Organisation of Iran (PMOI) including 1,000 women residing in Camp Ashraf in Iraq as protected persons under the 4th Geneva Convention; notes the inhumane siege of Ashraf residents, in particular serious medical restrictions and their psychological torture with 140 loudspeakers; further notes that this oppression takes place partly using the excuse that the PMOI's name is included on the US terrorist list; further notes that the UK Court of Appeal, after reviewing the closed material, ruled that the PMOI was not involved in terrorism leading to the group's de-proscription in the UK unanimously by both Houses of Parliament in 2008 and in the EU in 2009, and that in July 2010 the US Court of Appeals in Washington ruled in favour of the PMOI and urged the US Secretary of State to re-evaluate the decision to maintain the PMOI on the list; further notes that on 25 November 2010 the European Parliament adopted a declaration calling for protection of Ashraf and the PMOI's de-proscription in the US; urges the US administration to follow the UK in de-listing the PMOI and provide the necessary protection for the residents of Camp Ashraf; calls on the UN to station a monitoring team at Ashraf; and further calls on the UK Government to take necessary measures to convince the UN and US to adopt these measures.
