May we have a debate about the bidding war that is currently going on between the Government and the Conservative Front Benchers over who can set the highest standards for secondary school results and tackle the issue of secondary attainment? It would give me an opportunity to point out that...

I welcome the statement, particularly the part that is likely to lead to more science and engineering graduates in the long term. Does my right hon. Friend agree that sometimes the problem is not the lack of available places and courses for science and engineering so much as the lack...

To ask the Secretary of State for the Home Department what requirements there are on the Criminal Records Bureau (CRB) for completion of a CRB check within a specified period of time; and what the average time taken to complete such a check was in the latest period for which...

That may well be the case. The promises that the Minister gives, either today or in Committee, must have statutory back-up; that is the touchstone. Whether that statutory back-up is the Bill, other regulations, or another Bill that he promises to bring forward, there must be that statutory back-up, and...

Surprisingly, the four pillars do not include law and order and the criminal justice system. Will my hon. Friend get hold of a copy of the Maryland curriculum, which is the programme used in the state of Maryland to train its courts and police officers, and send it to the...

I understand the right hon. Gentleman's point. What is needed is a commitment of the whole Government to deliver the measures. I also agree with Opposition Members that we will need some provision in legislation to make that happen. That provision might take the form of statutory guidance, or it...

I entirely understand that that is what the hon. Lady envisages. At this point, let me congratulate her on introducing the Bill. She has done excellent work, and the very introduction of the Bill has focused the Government's mind on ensuring that concrete progress is made. I congratulate her, her...

I know that the hon. Lady has never claimed that the Bill is in its final form. My understanding is that she regards the Committee stage as an opportunity to debate the Bill, and I think there is even an implication that she does not expect it to come out...

If the hon. Lady lets me complete my comment, I shall then give her an opportunity to respond. If the Bill is not to complete all its parliamentary stages, we need to explore what the Government have to do to ensure that what desperately needs to be done for autistic...

Many of the comments made by the hon. Member for Mid-Dorset and North Poole (Annette Brooke) were about adults and I entirely agree with the sentiments she expressed, but if the Bill goes into Committee, one of the questions that the Committee ought to ask is why the Bill contains...

If I have said it once, I have said it 15 times in this debate: the only circumstance in which the Bill should not go into Committee is if the Minister today gives us absolutely unequivocal, cast-iron guarantees on all the issues raised by the Bill. What I am hearing...

Of course they need something now, but so do people who are responsible for children with all other disabilities—learning disabilities, including complex learning disabilities, and physical disabilities. Those children, too, need people to assess their needs properly and build a proper local strategy for supporting their needs. All I am...

I agree with the hon. Lady. She seems to be assuming that I am opposed to the Bill going into Committee. I am saying that there is a circumstance in which I would not wish the Bill to go into Committee, and that is the situation in which the Minister...

The hon. Lady says that my record is second to none, but my record is second to hers, and I acknowledge her contribution to the debate. She is absolutely right: if we are to ensure that cases do not go to court, or go to court and are resolved properly,...

I thought I had made it clear that, if the Bill goes into Committee, there are matters that need to be discussed. The only possible reason not to send the Bill to Committee would be if the Minister unequivocally addressed today all the points that are being made, but I...

There was a great deal of anger in my constituency when the local media portrayed eight of our local secondary schools as falling short of the national school challenge target. In a selective area, where 25 per cent. of the kids are creamed off and sent to grammar schools, it is extremely difficult to meet that target, no matter how good a school is. Will my right hon. Friend give the head teachers involved an assurance that when the time for judgment comes, they will judged on added value and the quality of teaching in those schools?

Will the hon. Gentleman acknowledge that the Government have given a sum of money to all local authorities to allow them to put a charge on an individual's home so it does not have to be sold in their lifetime if they do not wish it? The reason why so...

The right hon. Gentleman is making an excellent speech, and I am enjoying it very much. I agree with an awful lot of what he is saying. May I encourage him to look at a 10 Downing street strategy document that was produced about two years ago, which covered personalised...

The Chancellor has already indicated that he will not use that work as the basis for policy making, and one reason why may be that he shares my concern about the number of people for whom we will have to provide care in the future. In a moment, I shall...

I take my hon. Friend's comments at face value—I am sure that his constituents say that. However, my constituents do not say it to me; perhaps we have very different constituents. I also stress to him that I have not proposed models that put equity at risk. In both models—extra-care,...
