On 8 May the UK government announced a landmark economic deal with the United States.
We have agreed new reciprocal market access on beef – with UK farmers given a guaranteed quota for 13,000 metric tonnes of beef exports at a very low tariff rate.
For ethanol, the UK is introducing a quota of 1.4bn litres for the US. We already import a significant amount of ethanol from the US, and this will lead to savings for UK consumers.
This government will continue to act in Britain’s national interest – for workers, for business and for families.

We remain committed to discussions with the US on a wider economic deal that works for both the UK and the US, but nothing is off the table and the government will do what is necessary to defend the UK’s national interest. Should our negotiations not be successful, we have a range of tools at our disposal. As such, on 3 April the government launched a Request for Input from businesses to help inform our response to US tariffs. Once the Request for Input closes, the Government will reflect on the feedback and consider how best to respond.

We are disappointed by these tariffs and aware of the significant impact they may have on UK industry and consumers. The UK is keeping all options open in response and will not hesitate to act in national interest. We are seeking the views of UK businesses as part of a wider request for input on potential tariff response options. Officials continue to work closely with the Trade Remedies Authority to assess the possible trade diversion impact from these US measures. The government's Plan for Change milestones of 1.5 million new homes over five years and 150 decisions on major infrastructure projects by the end of the Parliament, will see a significant increase in demand for construction materials, that will provide greater certainty for construction material suppliers. Currently 75% of all construction materials used in the UK are made in the UK. The Department for Business and Trade (DBT) works closely with the Construction Leadership Council's Materials Supply Chain Group on product availability, and regularly reviews opportunities to address capability and capacity gaps, including through targeted Foreign Direct Investment.

Total UK imports from Germany amounted to £89 billion in the 12 months to March 2024, a 6% increase in current prices (compared to the previous 12 months). The largest increase was for machinery and transport equipment up £5bn (13%), in particular cars up £4bn (22%) and aircraft up £1bn (153%).
This Government is committed to resetting our relationship with our European partners. The Secretary of State for Business and Trade has already met his German counterpart, Vice Chancellor Habeck, and discussed how we can grow trade further with Germany to support sustainable growth for our businesses, workers and consumers.

My Lords, I declare my farming interests as set out in the register. We remain firmly committed to upholding our world-leading animal welfare standards. Welfare standards are considered in all our trade negotiations, and each new agreement will continue to be subject to robust parliamentary scrutiny. It has always been the case that some products produced to different animal welfare standards can be imported into the UK as long as they comply with our import requirements. Those import requirements include the ban on meat treated with growth- promoting hormones.
I thank the Minister for that reply but how does this commitment on not lowering standards square with, for example, the recent deal to import Mexican beef, which we know has a higher carbon footprint than the UK’s and is contributing to tropical deforestation, or the deal with Australia, where they use hormone growth promoters that would be illegal to use in the UK? Can the Minister understand why struggling beef farmers issue a hollow laugh when they hear these promises to protect standards, which are simply ignored when our Trade Ministers are desperate to thrash out a deal?

As I say, they will not be allowed to import beef that has been reared with growth-promoting hormones in it. That is absolutely clear. It is our policy, and it will remain so.

Defra is carefully monitoring levels of imports through the UK Agriculture Market Monitoring Group, which monitors UK agricultural markets including price, supply, inputs, trade, and recent developments. Domestic production of eggs provides around 85% to 90% of home use and last year accounted for 92% of eggs used domestically
Despite the recent tightening of the egg market which is mainly the result of the war in Ukraine and a global increase in input costs for feed and energy, the supply chain is robust and we believe there remains sufficient supplies of eggs to meet consumer demand. We are not currently seeing any dramatic increases in the import of eggs. Increases in the price of eggs can also be seen impacting countries across the European Union.
The UK egg industry operates in an open market and the value of egg commodities, including the farm gate egg price, is established by those in the supply chain including farmers, processors, wholesalers, retailers, and consumers. We are working closely with all stakeholders within the supply chain on how they might reduce short-term disruption to consumers. The Minister for Food and Farming recently hosted an egg industry roundtable with representatives from across the UK egg supply chain, to consider the challenges currently facing the industry.
My Lords, the fact is that a small number of global food companies are making huge profits out of the current crisis, which is affecting not only consumers but farmers as well. Why do not the Government use the powers in the Environment Act to take action on supply chain regulation to make sure that everybody shares in the profits available there? Furthermore, why do not the Government take action to curb financial speculation in the food markets, because that is at the heart of the problem here?

Furthermore, why do not the Government take action to curb financial speculation in the food markets, because that is at the heart of the problem here?
I am very happy to take up any specific cases where the noble Baroness feels that undue influence has been applied to the supply chain. We have complex supply chains in this country; she is quite right to state that some companies are based overseas. However, where we find problems we can take action, not just through the Environment Act but through the Groceries Code Adjudicator, which this Government also set up.

To ask Her Majesty's Government what assessment they have made of domestic demand for palm oil as a result of (1) disturbances to agricultural production in Ukraine, and (2) restrictions to imports from Russia.
The world’s leading vegetable oil is palm oil. However, several other oils are often used by the food manufacturing industry. Many UK manufacturers use sunflower, rapeseed and olive oil in their products.
Ukraine is a major producer of sunflower and oil seed rape, supply of which is threatened by the current situation in that region. However, the UK has a highly resilient food supply chain – which has coped well in responding to unprecedented challenges.
We remain in regular contact with major grain traders, manufacturers and food retailers to understand the impacts of global events on supply chains and to ensure the highest possible standards for our food products.
At the moment supermarkets are reporting product availability for many different oils and food industry figures remain confident in the supply chain to adjust to any changes in ingredients which may be necessary.

We have pledged to bring forward legislation to ban imports of hunting trophies from thousands of species. This ban will be among the strongest in the world, leading the way in protecting endangered animals. We intend to bring this forward as soon as parliamentary time allows.

To ask Her Majesty's Government what plans they have to introduce a ban on the import of foie gras as part of their proposed animal welfare legislation.
The Government has made clear that the production of foie gras from ducks or geese using force feeding raises serious welfare concerns. Now we have left the EU we are able to consider any further steps that could be taken in relation to foie gras that is produced overseas using force feeding practices, such as restrictions on import and sale. We are gathering information and will continue to speak to a range of interested parties about the issues involved. This is in line with the Government’s commitment to improving animal welfare standards as set out in the Action Plan for Animal Welfare.
