That this House calls upon Her Majesty's Government to make strenuous representations of President Saddam Hussein and the Government of Iraq to provide information on and release forthwith 890 Iraqis detained without trial so that they can join their families already deported to Iran, and that representations also be made to the United Nations and international human rights organisations to bring pressure to bear for their release, and for the knowledge and release of all other prisoners of war or conscience, dead or alive, held inside Iraq.

That this House condemns the Turkish Government's decision to launch fresh raids by its armed forces into Northern Iraq against the Kurds; notes that Turkey has repeatedly undertaken such actions over the past few months despite angry criticism from most of the western world; reminds the Government that Turkey has applied for the approval of its application for a customs union with the European Union, a decision which the European Parliament has insisted should only receive ratification if Turkey shows greater respect for human rights in its country and better treatment for its large Kurdish minority; and calls upon Her Majesty's Government to vote against such an arrangement until such time as the Turkish Government meets the criteria laid down by the European Parliament.

That this House notes that between 5th June 1989 and 7th June 1990 the Right honourable Member for Thanet South was a director of Astra Defence Systems Ltd and in this capacity attended two board meetings held on 26th July and 3rd October 1989 at which consideration was given to reports concerning a project called Diana which involved the supply of an air defence system, guns and ammunition to Thailand and a contract to supply 126 naval guns to Chile; further notes that both these countries were used at the time as conduits for the supply or arms to Iran, and in particular Iraq, in breach of the arms embargo and that the whole surface fleet of the Chilean navy consisted of just 31 vessels at the relevant time; further understands that these matters were the subject of the Right honourable Member's evidence to the Scott Inquiry; and calls on him in the public interest to publish his evidence.

That this House notes with grave concern the horrific violations of human rights committed recently by Saddam Hussein's regime in Iraq, documented in the report of the United Nations special rapporteur Max Van der Stoel, presented on 25th November 1994; understands that decrees issued by Iraq's Revolution Command Council provide for the amputation of the right hand for certain offences, the left foot for a repeat offence, and for the punishment of army deserters or anyone sheltering them by the cutting off of an ear, as well as branding an 'X' into the forehead; further understands that several hundred deserters and evaders already under detention are awaiting mutilation, some of the mutilated victims having died of infection while others are reported to have committed suicide; views these abhorrent practices as further proof of Saddam's continuing challenge to the world community and his regime'sutter disregard for basic human rights; and calls on the British Government to act within the United Nations Security Council to press for the implementation of its Resolution 688 (April 1991), which calls for an end to repression against the Iraqi people, and to ensure that the Iraqi Government abides by it and supports Mr Van der Stoel's recommendations for sending human rights monitors into Iraq and pressing the Iraqi Government to abolish all repressive decrees and laws.
