Mr. Wiggin: To ask the Secretary of State for Health how much the Government owe to the private sector with regard to hospital
building programmes in (a) England and (b) Herefordshire and Worcestershire. [185197]
Mr. Hutton: Under the private finance initiative (PFI), national health service trusts make regular payments (unitary payments) to
their private sector partner once the hospital is open; payments are subject to satisfactory performance of the contract. The total
PFI unitary payments in 2003-04 were £346 million. This figure includes Hereford Hospitals NHS Trust and Worcestershire Acute
Hospitals NHS Trust's unitary payments of £10.5 million and £17.8 million respectively.
The payments figure does not include schemes with a capital value below £10 million as information on them is not held
centrally.

Dr. Richard Taylor: To ask the Secretary of State for Health how many major trauma casualties could be received and treated
simultaneously at hospitals in Worcestershire and neighbouring areas. [11189]
Mr. Hutton: The ability of hospitals to respond to major trauma is dependent on a number of factors. Within each hospital the
ability to receive such casualties will depend on the number of resuscitation bays and intensive care units (ICU) beds available.
Only hospitals that have adequate facilities such as resuscitation, theatres, ITU and clinical expertise should receive major
trauma. Currently in Worcestershire there are: spaces for up to 12 patients and two resuscitation bays at the Alexandra Hospital,
spaces for up to seven patients and three resuscitation bays at Worcester Royal Infirmary.
There is the potential for spaces for up to 20 patients and four resuscitation bays in the new hospital in Worcester, due to open in
April next year.
Worcestershire's major incident plan has escalation procedures to involve other sectors of the health and social services locally,
and in surrounding areas. The Hereford and Worcestershire Ambulance Service National Health Service Trust would work in
collaboration with local and surrounding acute hospitals and neighbouring ambulance trusts to ensure that patients are taken to the
nearest appropriate facility.

Mr. Luff: To ask the Secretary of State for Health if he will make a statement on the steps his Department is taking to reduce drug
abuse in Worcestershire. [8627]
Mr. Hutton: Worcestershire health authority has a countywide strategy for substance misuse which has been agreed by all the relevant
agencies. The health authority is leading on the following initiatives included in the action plan for March 2001 to April 2002: To
set up a community drug team in the south of Worcestershire To increase and improve existing needle exchange provision To improve
access to and provision of services for women, including pregnant women To assess the treatment and care needs of ethnic minority
groups to improve access to services To further promote and encourage general practitioner liaison and shared care Working with
community pharmacies and the local pharmaceutical committee to pilot supervised methadone consumption schemes in 2-3 local
pharmacies, and review the results.
The multi-agency drug action team is currently working to implement the strategy across the county.
In addition, the health authority received £1.14 million (for 2001-02) from the Department to reduce drug abuse in Worcestershire.
