Dr. Palmer: :To ask the Secretary of State for Defence what progress has been made on restructuring NATO's forces in the Balkans;
and if he will make a statement. [62522]
Geoffrey Hoon: :At our meeting in Brussels on 6 June, NATO Defence Ministers approved a series of changes to SFOR and KFOR following
the Joint Operational Area (JOA) Review.
The Review advocates a regional approach to NATO's peacekeeping operations in the Balkans, whereby both Bosnia and Kosovo will be
treated, for military planning purposes, as a single theatre. The security situation in the Balkans has changed since the initial
deployment of SFOR and KFOR. NATO's operations will be restructured accordingly, to provide a smaller, lighter and more flexible
force that will be better able to meet current challenges.
Implementation of the JOA Review will take place over the next 12 months. It is planned that, by the end of 2002, SFOR will reduce
from some 18,000 to some 12,000 personnel and KFOR from some 38,000 to some 32,000. By June 2003, it is envisaged that KFOR will
reduce further to some 29,000 troops. Responsibilities for support of civil implementation will be transferred to local authorities
and other international organisations, as appropriate. The United Kingdom welcomes the outcome of this review.
This reduction in troop numbers does not signal any reduction in NATO's commitment to the Balkans. Rather, these changes are a sign
of the Alliance's achievements to date in bringing security and stability to the Balkans. The United Kingdom, with the rest of NATO,
remains committed to the security and stability of the Balkans and will continue to play its full role in achieving the
international community's objectives for the region.
Individual nations are now considering and discussing with one another how to adjust their troop contributions in the light of the
JOA Review.

Mr. Caplin: To ask the Secretary of State for Defence if he will make a statement on troop levels in Kosovo. [133604]
Mr. Hoon: The UK currently contributes some 3,300 personnel to KFOR. We have maintained that flexibility and capability are the keys
to successful operations in the Balkans. In this spirit, I have agreed to a NATO request to supply additional troops to cover the
municipal election period in Kosovo, to ensure that the region's first steps towards democratisation are sure ones.
Subject to confirmation of the election date, the 2{nd} Battalion the Light Infantry will deploy to Kosovo in mid-September for a
period of two months. They will be at the disposal of Command KFOR, Lt. General Juan Ortuno. I have no doubt that they will maintain
the excellent tradition of UK forces in the region who, with their outstanding professionalism, dedication and skill, continue to
make an outstanding contribution to the regeneration of Kosovo.

Dr. Lynne Jones: To ask the Secretary of State for Defence how many cluster bombs were used by United Kingdom forces during the
Kosovo campaign; and what is his estimate of the number of (a) sub-munitions within the cluster bombs that did not detonate on
impact and (b) locations where there are undetonated sub-munitions. [104863]
Mr. Hoon: During Operation Allied Force, some 500 RBL 755 Cluster Bombs were dropped by the RAF against specific, identified,
military targets.
The bomblets (sub-munitions) within cluster bombs are designed to detonate on impact, but as with any other similar munitions, a
small percentage may fail to do so. The manufacturer's estimated failure rate for the RBL 755 cluster bombs used by the UK during
the Kosovo campaign is approximately 5 per cent.
KFOR has now cleared over 7,400 cluster bomb munitions throughout Kosovo, in addition to some 6,100 Serbian anti-personnel mines and
3,400 anti-tank mines. All unexploded ordnance sites in the UK sector of Kosovo have now been marked and 90 per cent. of unexploded
cluster bomb munitions cleared.

Mr. Menzies Campbell: To ask the Secretary of State for Defence what steps his Department is taking to assist in the removal of
undetonated land mines from Kosovo. [95973]
Mr. Hoon: [holding answer 2 November 1999]: Since KFOR deployed, the UK has undertaken a great deal of work to ensure that Kosovo is
made safe from unexploded ordnance (UXO) including undetonated Serbian land mines. The British Explosive Ordnance Disposal (EOD)
teams in Kosovo have been closely involved in marking minefields and clearing unexploded ordnance where it presents an immediate
threat to life. All such sites in the UK-led sector of Kosovo have now been marked. KFOR as a whole has now cleared over 4,400
Serbian anti-personnel mines and 2,300 anti-tank mines.
