That this House notes with alarm recent Government proposals to cut back the Department of Transport budget; notes that in the last 12 months over 20 per cent. of HGVs and PSVs have been found to be defective; and that over 15,000 have been found to have defective braking systems; further believes that proposals in the Deregulation and Contracting Out Bill to replace licences with continuous operator licences will further significantly reduce safety on the roads; and, in the interest of public and road safety, calls upon the Secretary for Transport to reverse these policies and fund a properly resourced and enforced HGV and PSV licensing system.
