That this House is concerned about proposed changes to Hong Kong's extradition law to allow the Hong Kong Chief Executive to extradite fugitives to non-contracting jurisdictions including the People's Republic of China; is further concerned that this could facilitate the extradition of pro-democracy activists, journalists, dissidents and foreign nationals including business leaders; notes that the American Chamber of Commerce has expressed grave concerns about the implications of the law for Hong Kong's status as an international financial hub; and urges the United Kingdom Government to raise the issue with the Government of Hong Kong and to consider whether these reforms have implications for the United Kingdom's existing extradition arrangements with Hong Kong.

As a matter of long-standing policy and practice, the UK will neither confirm nor deny that an extradition request has been made or received until such time as an arrest has been made in relation to that request.
The UK does not have extradition relations with Burma. Whilst we are able to consider requests from countries without a treaty, to be successful, any such request would have to meet the requirements in the Extradition Act 2003, including in respect of the protection of human rights.

I accept the Minister’s first point that the Government do not intend to transfer any extradition policy to the Northern Ireland Assembly. I tabled the amendment because I wanted such clarification, so the Minister has reassured me. I am rather hesitant to accept the assurance on the second point, however....
