Dr. Godman: To ask the Secretary of State for Northern Ireland what recent representations he has received concerning the
dismantling of military and related structures and installations. [125493]
Mr. Ingram: The Government have received one recent written representation concerning the dismantling of military structures, which
are the operational responsibility of the Chief Constable. All decisions with regard to normalisation of security are taken by the
Chief Constable in the light of the current threat level.

Roscor Bridge, Wattle Bridge, Clonratty Bridge, Gortmullan Bridge, Killyvilly and Annaghmartin. 3 February 1999--Demolition of
Aughnacloy Permanent Vehicle Check Point. 8 February 1999--Demolition of V3 Permanent Vehicle Check Point (Hump). 12 February
1999--Demolition of V4 Permanent Vehicle Check Point (Muff). 26 February 1999--Demolition of V1 Permanent Vehicle Check Point
(Letterkenny Road). 21 May 1999--Demolition of Fort Whiterock completed. 9 July 1999--Requisitioned land in Crossmaglen returned to
the GAA. 3 August 1999--Demolition of Gortmullan Patrol Base completed. 5 September 1999--Vacation of Carrickfergus Base. 31
December 1999--Closure of Castlereagh Holding Centre.
In April 2000, the Belfast Roulement Battalion was withdrawn.
The Royal Ulster Constabulary is also making increased use of soft-skinned and high profile liveried vehicles and beat patrols.
Police officers increasingly wear florescent jackets and now patrol without military support in most parts of the Province.
In light of the lowering of the overall threat following the recent statement by the IRA the Chief Constable announced on 9 May
further steps which will be taken within weeks to normalise security.
A further review of possible normalisation steps will be conducted in three months time taking account of the level of threat
prevailing at the time and the circumstances on the ground.

Dr. Godman: To ask the Secretary of State for Northern Ireland what proposals there are to amend the Northern Ireland Office
Departmental Expenditure Limit and running costs limit for 1999-2000. [109974]
Mr. Ingram: As the result of Devolution of the Departmental Expenditure Limit (DEL) for Northern Ireland shown in table 3.1 of
Public Expenditure Statistical Analysis 1999-2000 has been split into two, one for the Northern Ireland Office £995,487,000 and the
second for Northern Ireland Departments £4,856,247,000.
Subject to parliamentary approval of the necessary Supplementary Estimate for Class XV, Vote 1 the Northern Ireland Office
Departmental Expenditure Limit for 1999-2000 will be increased by £29,790,000 from £995,487,000 to £1,025,277,000. The running costs
limit will be increased by £7,783,000 from £193,523,000 to £201,306,000. The increase is the net effect of take-up of end year
flexibility of £15,545,000 and an additional £5,868,000 for the Bloody Sunday Inquiry. Other changes to the DEL include £8,144,000
from Northern Ireland Departments and £233,000 from the Home Office.
The increase will be offset by a charge on the DEL Reserve and will not therefore add to the planned total of public expenditure.

Mr. Ingram: [holding answer 16 December 1999]:
Since 9 September the Government has held 14 meetings with Northern Ireland political parties to discuss police reform. Nearly all
of the political parties have also provided written submissions. Meetings have also been held with the Irish Government and there
have been 32 meetings with other interested parties. In addition a large number of written submissions and calls to the freephone
number have been received.
Formal consultation about the proposals in the Patten Report has now ended. The Government is considering all the comments and
representations it has received, before coming to decisions about the way forward.

Dr. Godman: To ask the Secretary of State for Northern Ireland what recent representations he has received from (a) political
parties and (b) community groups concerning the withdrawal of troops and the dismantling of military structures; and if he will make
a statement. [102622]
Mr. Ingram: There have been a number of representations recently from both political parties and community groups for the
dismantling of military structures in Belfast and in South Armagh and the withdrawal of troops from East Tyrone.
On 3 December, my right hon. Friend the Secretary of State announced that a review is now under way, with the Chief Constable and
GOC, which will focus particularly on specific security arrangements, including various installations throughout Northern Ireland,
taking account of the prevailing threat. Any changes will of course depend on genuine cessations of violence and continued progress
in the political process.
The first phase of this review will be completed early in the new year. The Secretary of State has invited people who wish to send
him their written views to do so by 14 January.
