That this House notes with concern the report by Action on Elder Abuse, funded by the Government, and its conclusion that as many as 342,000 people may have been victims of various forms of abuse; is concerned that the expense of long-term care means that some elderly people may have been kept at home by family members when they might be better cared for in a residential setting; believes that high quality and free residential care should be available for all who would wish to choose it and for whom it is appropriate; and therefore calls on the Government to implement the recommendation of the Royal Commission on Long-term Care in its 1999 report With Respect to Old Age.

That this House notes with concern the finding of the UK Study of Abuse and Neglect of Older People 2007 that as many as 342,000 people aged over 66 are victims of abuse in the community, often committed by family members; notes that the research did not examine the prevalence of elder abuse in formal care settings; further notes significant differences in the prevalence of abuse between the nations, with Wales recording twice the level of abuse as Northern Ireland; is disturbed to learn that over 105,000 older people reported being the victims of 10 or more incidents of neglect with most neglect being perpetrated by partners; is further disturbed by the finding that 42,500 older people have suffered sexual abuse including being sexually touched, which amounts to sexual assault; congratulates Comic Relief and the Department of Health for jointly commissioning the study; calls on the Government to give preventing, detecting and punishing elder abuse the same priority as child abuse and domestic violence; and further calls for adult protection to be placed on a sound statutory footing with the necessary powers and duties on public bodies and other agencies to break down barriers between elder abuse, vulnerable adults and domestic violence to promote joint working to raise awareness and ensure the public know how to access adult protection services.

That this House is concerned that bear-baiting events are still taking place in Pakistan even though it is prohibited by Pakistani legislation; notes that bears for baiting are captured from the wild, that their incisors and canine teeth are extracted and their muzzles pierced with a nose ring; further notes that baiting involves setting dogs on a bear that is tethered to a central pivot; further notes that baiting is only carried out by a small minority of influential Pakistanis; welcomes the Directive issued by the President of Pakistan that bears that are confiscated pursuant to being used in baiting should be placed in a sanctuary established by the World Society for the Protection of Animals; regrets that confiscated bears are not being placed in that sanctuary; respectfully urges the Government of Pakistan to take steps to end all bear-baiting and the capture of bears from the wild and to ensure that confiscated bears are placed in the sanctuary established for that purpose in the NWFP; and urges the Government to offer assistance to the Government of Pakistan to help end bear-baiting.
