We regularly have discussions on a range of issues, including transport infrastructure. The M4 is one of Wales’s vital arteries. The need for an upgrade was identified decades ago by business leaders as a No. 1 priority.
The Minister will surely be aware that the ongoing delays on the M4 are causing problems for the economy in south Wales. Will he outline what steps he is taking to enable the Welsh Assembly Government to make improvements to this vital piece of transport infrastructure?

It is hard to believe that the former right hon. Member for Richmond, Yorks was Secretary of State for Wales when the upgrade was first committed to, only for it to be cancelled by Labour Members. It was reconsidered later by a Plaid Cymru Welsh Government Minister, only to then be cancelled. My right hon. Friend the Chancellor of the Exchequer has made additional resources available, and we just want the Welsh Government to get on with it.

Businesses and commuters have given a warm welcome to the announcement about the M4 relief road that was made by the Prime Minister and his deputy. Given that, what does the Secretary of State make of the headline in the South Wales Evening Post on Monday, which suggested that the Liberal Democrats in Wales oppose that vital piece of infrastructure?

Having spoken to certain other Liberal Democrats, I can say that they are entirely in favour of the proposal. Both the Prime Minister and the Deputy Prime and Minister are united in wanting to see the road upgraded.
I applaud the Minister for his determination to go ahead with this much-needed project, which has been blocked so many times by members of the Labour party in the Welsh Assembly. May I also urge him to ensure that it is linked to an announcement about the future of the Severn bridge, as motorists are struggling to pay the costs of it, just a few years before it is returned to the Government?

I thank my hon. Friend for his question. As I said in answer to a previous question, I am not going to pre-empt any announcement today. I recognise the concerns of the Chairman and other members of the Select Committee about the high tolls on the Severn bridge, but we are not in a position today to make any comment on what lies beyond 2018, when the current concession comes to an end.
