That this House notes that 4,800 British haemophiliacs and many others were infected with hepatitis C through their NHS treatment, with 1,200 of those also infected with HIV; further notes that over 800 people have already died from AIDS with hundreds more having died from hepatitis C; further notes the destruction in the late 1980s and early 1990s of many documents relating to this issue that were being held by the Department of Health and that could have aided the Self-Sufficiency in Blood Products report into this affair in early 2006; is pleased that many of these documents have been discovered since by Blackett, Heart and Pratt Solicitors and have now been returned to the Department of Health for independent legal examination; further notes that a number of boxes of relevant documents have also been discovered since by the Department of Health; is concerned that these have not yet been assigned for independent legal examination; supports the Tainted Blood Campaign; believes that with the discovery of these documents there is now an ideal opportunity to get to the bottom of this issue by launching a full, independent public inquiry into contaminated blood products and to provide an official explanation to those who have fallen victim directly or indirectly to HIV and hepatitis C through contaminated blood products; and therefore urges the Government to respond positively to this campaign so that, after 20 years, justice can be done finally.

That this House notes the severe illness and deaths of haemophiliacs and some partners from HIV and hepatitis C, caused by the use of contaminated blood products and the potential for future deaths from vCJD; and supports the Haemophilia Society in its calls for an independent public inquiry into the contamination of haemophilia treatment since the 1970s, in particular the failure to make the UK self-sufficient in blood products, the failure in some parts of the UK to make a timely switch to virally inactivated treatment when this became available from 1985 and the failure to make timely provision of genetically-engineered recombinant Factor VIII and IX for all haemophiliacs.

That this House notes the recent report highlighting that the United Kingdom has the lowest provision of recombinant product for the use of people with haemophilia in the developed world; notes the recent medical concerns suggesting vCJD might be carried in infected blood products, and calls on the Government to make this synthetic alternative to blood products available to all people with haemophilia without further delay and thereby remove from patients with haemophilia the fear that the blood products that they rely on daily for treatment may pass on this terrible disease.

That this House recognises with sadness the plight of those people infected with HIV as a result of contaminated National Health Service blood/tissue transfers; recalls that the Government has given special financial assistance to haemophiliacs infected with HIV under National Health Service treatment by the blood product Factor VIII; notes that the Minister of State for Health has stated that haemophiliacs should be a special case; but believes that there is no logical or legal argument for the Government's refusal to extend aid to non-haemophiliacs infected by contaminated National Health Service blood/ tissue transfers; regrets the Government's failure to recognise their obligations towards this small number of people; and calls upon the Government immediately to included non-haemophiliacs within the category of persons compensated for infection with HIV under National Health Service treatment.
