That this House notes the recent period of extreme heat across the United Kingdom, which exposed significant shortcomings in the ability of many public buildings to provide safe and comfortable conditions for those occupying them; recognises that patients in hospitals, residents of care homes, young children in nurseries and pupils in schools are among those least able to escape excessive indoor temperatures; further notes that prolonged exposure to high indoor temperatures can adversely affect health, wellbeing, learning and recovery from illness; believes that no patient, elderly resident or child should be expected to endure unsafe temperatures in buildings providing essential public services; and therefore calls on the Government to introduce mandatory requirements for the installation of air conditioning or equivalent effective cooling systems in all newly built hospitals, care homes, schools and nurseries, and to establish a funded programme to retrofit existing facilities, ensuring that these buildings remain safe, fit for purpose and capable of protecting those most vulnerable during periods of extreme heat.

Whether he has made an assessment of the potential merits of supporting Pious Projects' Paediatric Hospital in Gaza.
We are clear that Israel must immediately allow rapid and unhindered aid into Gaza, including desperately needed medical supplies. The UK continues to support the delivery of medical assistance through trusted partners, including UK-Med, which has completed over 500,000 patient consultations in Gaza since January 2024. We will continue to assess how we can best support those in need.
The Foreign Secretary will understand my question, because I wrote to him on 18 June asking if he would meet Dr Mohammed Mustafa, who has assembled a children’s hospital in prefabricated form in Jordan and is ready to go into Gaza. It will be able to help the 400,000 children in northern Gaza who have no access to any medical facilities at all at the moment. This is desperately urgent. Will the Minister meet Dr Mustafa to familiarise himself with the opportunity here of doing something practical and good to help desperate children in northern Gaza?

I thank the right hon. Gentleman for his continued engagement on these questions. We have discussed across the Dispatch Box many times the restrictions on aid getting into Gaza, including in relation to construction materials. I am very happy to take a further look at this specific proposal and see if there is anything that we can do.
That this House condemns Israel’s raid and destruction of Kamal Adwan Hospital, one of the last functioning hospitals in Gaza; expresses deep concern over the detention of Dr Hussam Abu Safiya, the director of the hospital and a paediatric specialist; calls for his immediate release along with other detained medical personnel in accordance with international humanitarian law which safeguards medical workers from detention and harm in conflict settings; condemns Israel's systematic and deliberate targeting of healthcare facilities and personnel in Gaza; further calls on the government to exert pressure on Israel to uphold the rights of medical professionals and ensure the protection of healthcare facilities; and expresses solidarity with all those working to provide medical care and humanitarian aid in Gaza.

The funding allocation formula used to set budgets for integrated care boards includes an adjustment to reflect the impact of the excess finance costs that some trusts face due to the financing arrangements for some buildings constructed under historic Private Finance Initiative (PFI) arrangements.
The Department does not centrally provide funding to support trusts in paying for their PFI schemes. However, the Department, along with NHS England, is supporting National Health Service trusts to manage their PFI contracts, including looking for opportunities to deliver better value for money. This support is available to all trusts with a PFI contract.

That this House notes with concern the failure of the Government’s promise to the public to deliver 40 new hospitals; notes the Nuffield Trust’s definition of a new hospital as 'a new building on an entirely new site' which means only three new hospitals have been built, two general hospitals and one non-urgent care hospital, according to their definition; highlights the desperate state on the NHS as a result of the Government’s failures, which has seen waiting lists soar to 6.5 million, and only last week, the ambulance service in England declaring critical incident status; further highlights the role privatisation has played in the deterioration of services, with an estimated £204.1 billion spent on private contracts between 2013-20, which amounts to nearly 19 per cent of the Department for Health and Social Care spending on the NHS; notes with deep concern the likelihood of further privatisation under trade deals currently being negotiated; and calls on the Government to protect the NHS from damaging privatisation, which according to the Lancet is linked with a higher mortality rate for treatable deaths.
