That this House congratulates all members of the United Kingdom Joint Working Party on Foster Care on their production of United Kingdom national standards for foster care; welcomes the Working Party's intentions that the specific needs and rights of each child and young person in foster care are met and respected, that effective and appropriate care is provided by each foster carer and that each authority responsible for the provision of public care for children and young people offers a high quality foster care service for all who could benefit from it; anticipates that the new standards will form the basis for the development and regulation of foster care in the future; considers that foster carers should be properly remunerated and where appropriate rewarded; and calls for a national recruitment compaign to attract a great many more people from a wide range of backgrounds and expertise to this important and excellent work.

That this House notes the European Bank for Reconstruction and Development's plans to fund completion of two partially constructed Soviet-designed reactors in the Ukraine, reactor No. 2 at Khmelnitsky and reactor No. 4 at Rovno, known collectively as K2/R4; is concerned that with the forthcoming 13th anniversary of the notorious Chernobyl disaster the Bank accepts that the completed reactors would not meet western European nuclear safety standards; is concerned that the proposal does not meet the Bank's own investment criteria; notes that the project should be the least cost solution; further notes that no environmental impact assessment has been carried out under Ukrainian law; and calls on the Government to support the German Bundestag in withholding support for the proposal pending a new investigation into non-nuclear options in the Ukraine.

That this House notes that the best outcomes for mothers and babies, including low mortality statistics and high levels of maternal satisfaction, occur when there is separate and distinct midwifery legislation resulting in high quality midwifery care which contributes significantly to the improvement of public health and results in the best physical and pscho-social wellbeing for the mother, new baby and family, and that any future regulation of midwifery must recognise the uniqueness of the profession by the provision of a midwifery board within the statutory framework.

That this House supports efforts to increase the use of recycled materials; accordingly supports the Recycled Content of Newsprint Bill, introduced by a cross-party group of honourable Members on 25th March which will require newspaper publishers to use 65 per cent. of recycled newsprint by 2003, 70 per cent. by 2006 and 80 per cent. by 2010; notes that the Bill would require newspaper and magazine publishers to ensure that 30 per cent. of the volume of the papers they place on the market are collected and recycled by 2003, 38 per cent. by 2006, 45 per cent. by 2010 and 50 per cent. thereafter; notes also that the Bill would require newspaper publishers ensure their newspapers state the percentage of recycled content of their newsprint as an average over the previous three months; and believes that this Bill will create thousands of new jobs and so have social and economic benefits, as well as environmental benefits.

That this House is concerned that, although the Driving Standards Agency is responsible for operating a series of written and practical tests prior to drivers being able to qualify to operate as approved driving instructors, it nevertheless decided to remove as many as 254 driving instructors from its register during the past four years following its operation of periodic check tests; finds it peculiar that although this leads to a large number of driving instructors losing their livelihoods and businesses, none of them has subsequently been able to reverse a de-registration decision by the DSA on appeal; is aware that there is little faith in the present appeals system; calls on the Government to put forward proposals for an independent appeals system which will command respect as holding out a hope of success for those who feel aggrieved by the nature of the check-tests they experienced; and is keen to see the Government complete its current research on the training and testing of driving instructors so that arrangements can then be put in place which will meet the twin objectives of high standards of instruction for those undertaking driving lessons with fairness to the profession of driving instructors.

That this House is concerned that increases in traffic will increase atmospheric pollution and emissions of greenhouse gases, hampering the achievement of the Government's 20 per cent. carbon dioxide reduction target and damaging communities and the countryside; notes the similar concerns expressed by the Royal Commission on Environmental Pollution and the Transport Committee; notes, too, that the CBI has estimted that congestion costs industry ??19 billion per year; notes the words in the Government's election manifesto that 'a sustainable environment requires above all an effective and integrated transport policy at national, regional and local level;' and the acceptance in Consensus for Change 'that the current state of affairs is unsustainable'; believes, therefore, that traffic reduction is a vital part of a sustainable transport policy; accordingly welcomes the inclusion of Green Transport Plans in the recent guidance to local authorities and the passing of Road Traffic Reduction Acts in 1997 and 1998, but regrets that thus far targets are only required locally, believing that this anomaly, whereby traffic reduction targets are required for local roads, but not for national roads, cannot fully enable the establishment of 'an effective and integrated policy at national, regional and local level'; and therefore welcomes the proposals for traffic reduction promoted by a cross-party group of honourable Members which sets out a requirement for the Government to consult widely, and draw up and implement national policies to achieve, in a spirit of partnership, a reduction of traffic miles of 5 per cent. by 2005 and 10 per cent. by 2010.
