It is not policy to continue monitoring firms once the conditions of an offer of grant have been met. Schemes under Section 8 are not primarily targeted on job creation and no forecasts have been made. Malcolm Bruce: To ask the Secretary of State for Environment, Food and Rural Affairs what the recommended standard is for each of the eight pollutants named in the National Air Quality Strategy; and whether the standards for each pollutant were breached in (a) the UK and (b) London in the last recorded year of monitoring. [65542] Mr. Meacher: [holding answer 1 July 2002]: The standards for each of the eight pollutants in the Air Quality Strategy are given in Table 1a. The strategy is advised by the Expert Panel on Air Quality Standards (EPAQS), which recommends health based ambient air quality standards on which objectives will generally be based. Standards represent the concentrations of pollutants in the atmosphere which can broadly be taken to achieve a certain level of environmental quality. They are based on assessment of the effects of each pollutant on human health including the effects on sensitive subgroups. The Air Quality Strategy also incorporates objectives which are policy targets generally expressed as a maximum ambient concentration to be achieved, taking account of the costs and benefits, and the feasibility and practicability of moving towards the standards. Roadside: A site sampling between 1 metre of the edge of a busy road and the back of the pavement. Typically this will be within 5 metres of the road, with a sampling height of 2-3 metres. Urban Centre: A non-kerbside site, located in an area representative of typical population exposure in town or city centres (e.g. pedestrian precincts and shopping areas). This is likely to be strongly influenced by vehicle emissions, as well as other general urban sources of pollution. Sampling at or near breathing-zone heights (1.4-4 metres) will be applicable. Urban Background: An urban location distanced from sources and therefore broadly representative of city-wide background conditions e.g. elevated locations, parks and urban residential areas. Suburban: A location type situated in a residential area on the outskirts of a town or city. Will be influenced by several sources of pollution including traffic, commercial, space heating, regional transport, urban plume downwind of a city. {2} Pollutant species: O3--ozone; NOx--oxides of nitrogen (include nitrogen dioxide); CO--carbon monoxide; SO2--sulphur dioxide; PM10-- particulate matter of aerodynamic diameter less than 10 micrometres. PM10 monitoring is carried out using either the TEOM (Tapered Element Oscillating Microbalance; T in table above) or Gravimetric sampling (G in table above). Malcolm Bruce: To ask the Secretary of State for Environment, Food and Rural Affairs when (a) 1,3-butadienes, (b) polycyclic aromatic hydrocarbons, (c) cadmium, (d) arsenic, (e) nickel and (f) mercury will be added to the pollutants monitored under the National Air Quality Strategy for the United Kingdom. [64663] Mr. Meacher: [holding answer 27 June 2002]: Of these pollutants: (a) 1,3 butadiene is already one of the eight pollutants covered by the Air Quality Strategy for England, Scotland, Wales and Northern Ireland, published in January 2000 ("the Strategy"); (b) we consulted in September 2001 on the possibility of adding polycyclic aromatic hydrocarbons (PAH) to the list of pollutants covered by the Strategy, and hope to make an announcement on this shortly. Levels of PAH in the UK are currently measured at 21 sites, and we hope to add a further 4 sites to the network as soon as possible; (c) we have no immediate plans to add cadmium, arsenic, nickel and mercury to the list of pollutants covered by the Strategy. Our monitoring shows that levels of these pollutants in ambient air in the UK are not generally a cause for concern, and the UK National Atmospheric Emissions Inventory (NAEI) estimates that emissions of each have fallen significantly in recent years. Between 1990 and 1999, for example, estimated emissions of cadmium, arsenic, nickel and mercury fell by 71 per cent. 69 per cent., 47 per cent., and 65 per cent. respectively. We understand that the planned Fourth European Union Air Quality Daughter Directive may include proposals in respect of PAH, cadmium, arsenic, nickel and mercury. We intend to keep under review the need for separate national measures on these pollutants in the light of progress with negotiations on the Directive.
