The Department monitors operator performance closely through the franchise agreement. If performance falls below a predetermined level, we can require the operator to incur expenditure to improve performance for passengers. If an operator delivers consistently poor performance, the Department can intervene to act in passengers’ best interests, and this can include removing the franchise and acting as the operator of last resort.

The right hon. Gentleman is not correct to say that action is not being taken. We have held Govia Thameslink Railway, which is part of the bigger franchise, to account for its role in the disruption last year. I recognise that the quality of service that he expects for his constituents has not been delivered over the past few years, but GTR will not make a profit in this financial year and we have capped the profit that it can make for the remaining years of its franchise. GTR is also paying £15 million into a fund for tangible improvements, in addition to the £15 million that it contributed towards the special compensation scheme.

In 2018/19, the National Cancer Programme established the National Support Fund for Cancer Alliances. The purpose of the National Support Fund is to address geographical variation in the transformation funding bids submitted by Cancer Alliances in 2017/18. The Fund is being used by Cancer Alliances to:

- improve, and sustain, performance against the 62-day cancer waiting-time standard; and

- underpin delivery of the relevant 2018/19 Planning Guidance priorities in a consistent way across the country.

Alongside this, NHS England is providing an additional £10 million this financial year to improve and reduce variation in operational performance. This work will focus on:

- a nationwide initiative (particularly focused on urology) to grow capacity and support improvement activity across the county; and

Yes, the European Union (Withdrawal) Act will convert the existing body of EU environmental law into UK law. It will ensure that the same protections are in place in the UK and that existing EU environmental law continues to function effectively after the UK leaves the EU.

The Government recognises the valuable work undertaken by UK bodies in ensuring that products placed on the market have been through suitable conformity assessment. As part of negotiations on the Withdrawal Agreement, we have agreed with the EU that goods placed on the market before the end of the implementation period may freely circulate on both UK and EU markets and that compliance activity for these goods, such as conformity assessment, is recognised by both parties.

On 12^th July the Government published a White Paper, which sets out a clear proposal for our future relationship with the EU. This includes a proposal for a free trade area between the UK and the EU and the maintenance of a common rulebook for goods, supported by arrangements covering all relevant compliance activity, such as conformity assessment. This would provide for frictionless trade at the border. Negotiations are ongoing, and we will continue to engage with UK stakeholders to understand and represent their concerns as we develop our negotiating position.

The Government published a White Paper yesterday, which sets out proposals for the future relationship with the EU.

This includes proposals that the UK and the EU would work together on the phased introduction of a new Facilitated Customs Arrangement that would remove the need for customs checks and controls between the UK and the EU as if a combined customs territory. The precise nature of the new customs arrangement, including trusted traders, are subject to negotiations with the EU.

Using the new powers in the Digital Economy Act 2017, Ofcom has introduced, amongst other actions, an Automatic Compensation Scheme that will benefit around 90% of landline and broadband customers in the UK from early 2019. As part of this scheme, if a provider promises a residential customer to start a new service on a particular date, but fails to do so, they will have to pay £5 for each calendar day of delay. For business customers, Ofcom is also introducing new rules to ensure all SMEs are given clearer, more detailed information upfront about what service quality to expect. This includes whether they can claim compensation when problems occur.

At present, if the charitable organisation has a customer relationship with Virgin Media, the complaint for failing to provide telecommunication services can be pursued with Virgin Media. If Virgin Media are unable to resolve the situation within eight weeks, or where the complaint reaches deadlock, the case can be referred for alternative dispute resolution (ADR) to the Communications & Internet Services Adjudication Scheme (CISAS), providing it meets the scheme’s eligibility criteria. The Government has been working with the automotive sector to understand the challenges and opportunities that may arise in the coming months and years, and will continue to do so as the negotiations get underway.

The majority of safety standards applied to the automotive sector are agreed at an international level in the form of UNECE regulations and the UK will continue to accept products complying with these regulations after it exits the EU.

With regards to the EU27, under the Repeal Bill the Government will ensure that UK regulations and standards for motor vehicles are fully aligned with those in the EU on the day we leave the EU. Maintaining alignment going forwards will be a matter for future parliaments following the outcome of negotiations on the future economic partnership.

Clinical commissioning groups (CCGs) are responsible for commissioning local health services and ensuring the needs of the local health population are met. NHS England is responsible for oversight of the commissioning system. National Institute for Health and Care Excellence (NICE) guidelines are evidence based best practice for clinicians but are not mandatory.

I have written to NHS England specifically asking that it re-emphasise to all those involved in commissioning fertility services that they should have regard to the NICE fertility guidelines. In the light of the response to that letter, the Department will consider what further action may be appropriate.

NHS England and professional and stakeholder groups including the Human Fertilisation and Embryology Authority, are working together to develop commissioning guidance. This guidance aims to improve the quality of commissioning and further encourage the implementation of the NICE fertility guidelines. NHS England has agreed to disseminate and promote the commissioning guidance to all CCGs in England.

Network Rail made £20m available from current funding, in order to make improvements on the Southern network. My Rt Hon Friend, the Secretary of State for Transport announced the appointment of Chris Gibb, in order to oversee the use of this fund and lead a joint board, which also has passenger representation. We continue to be updated on progress and we have both met Mr Gibb recently and he will be providing a full report to me by the end of the year.

The Disclosure and Barring service works directly with each police force to agree a budget annually based on the expected numbers of local checks and considers any requests for additional resources as part of these discussions.

In 2015/16 the Disclosure and Barring Service had a target of processing 85% of all applications within 21 days.
