That this House notes that the candidacy of Mikhail Kasyanov collected two million signatures supporting his nomination for the Russian presidential elections; is concerned that the Central Electoral Commission has now barred his candidacy; is aware that he was considered unlikely to win that election; recognises that this will inevitably be interpreted as a retreat from Russia's freely given commitment to the internationally recognised principle of democratic elections; and asks the Russian authorities to clarify their commitment to free and fair elections whereby the Russian people have the chance to decide not only the winner but also how strongly to support candidates putting forward views opposed to the winning candidate.

That this House notes the presidential elections taking place in Guatemala; welcomes the fact that this is the first time that an elected president has handed power over to an elected successor; recognises that the army is still a power beyond democratic control and widely held to be responsible for deaths, torture and wide-scale human rights abuse; applauds the series of talks held between the Church, business leaders and other sectors of Guatemalan society with the guerilla movement, the URNG; believes that the armed forces must become party to these talks if a genuinely peaceful route to sustainable democracy is to take place; and calls upon the international community to bring pressure to bear to this end.
