My Lords, I have a quick question to ask the Minister. The cost of the committee will be very substantial indeed, with its wide-ranging remit across all government. If these amendments are passed, can he tell us exactly what would be saved in the costs of running the committee?

Yes, indeed. If these amendments are passed, they will obviously greatly restrict the remit of the committee in what I think would be a very wise manner. Can my noble friend give this Committee some indication as to what would be saved in the costs of running the committee?

My Lords, does the Minister think that there is a fundamental difference between a lobster and a prawn? If an image of a prawn is magnified many times, we see that it is not dissimilar to a lobster. Of course, when children go shrimping or catching prawns, whelks, cockles or...

Is the fisheries Minister aware that the shell fishery in the Wash is now the most prolific in Europe? We have recently seen record catches of shrimp, much of which is exported. However, this part of the fishery is at risk because of a permit system. Will he look into the situation, intervene and do his best to ensure that the fishery continues to thrive?

My hon. Friend has raised this issue with me before, so I am well aware of it. I am also aware that it is a matter for the local Inshore Fisheries and Conservation Agency, although DEFRA does have a role in working with IFCA and signing off any proposals. I understand that this particular case is at the consultation stage, so local fishermen should make their views known at this point.
To ask the Secretary of State for Environment, Food and Rural Affairs what steps his Department is taking to (a) protect and (b) police the shell fisheries industry in the Wash area.

The shellfisheries in the Wash are managed by the Eastern Inshore Fisheries and Conservation Authority (IFCA) through a combination of the Wash Fishery Order 1992 Regulations and local IFCA Byelaws. This includes the introduction of closed seasons, gear restriction and the use of permits to control access to certain fisheries. This is in addition to EU and UK regulations. The IFCA officers also work closely with Marine Management Organisation officers on enforcement operations within the Wash area.
