To ask Her Majesty’s Government what assessment they have made of the case for a British political, diplomatic and intelligence presence in north and north-east Syria to support the struggle against Daesh in Syria and Iraq.
To ask Her Majesty’s Government what assessment they have made of the case for a British political, diplomatic and intelligence presence in north and north-east Syria to support the struggle against Daesh in Syria and Iraq.
The British Embassy in Damascus suspended all services in March 2012. Diplomatic personnel were withdrawn from Syria because of the deteriorating political and security situation. We continue to advise against all travel to Syria.
UK officials at the British Embassies in Beirut and Amman and the Consul General in Istanbul follow developments in Syria closely, as do staff in London. We meet a wide range of Syrian representatives, including from north-east Syria. As a leading member of the Global Coalition, we also work closely with coalition partners in the fight against Daesh, routinely consulting on all aspects of the campaign to defeat Daesh.

We are aware of localised conflict on 3 March between Kurdish groups in Sinjar which resulted in seven fatalities. The Kurdish Regional Government (KRG) moved to contain the risk of escalation and calm was quickly restored. Due to the clash, a number of families from the surrounding area of Khanh Sor fled to Sinjar Mountain. The UN is assessing the situation and considering whether any assistance is required. We are monitoring the situation carefully and are in close contact with the Government in Baghdad, the KRG, and the Provincial Government in Ninewa Province.

The Government is committed to ensuring there is no impunity for the heinous crimes committed by Daesh, as shown by the Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson)'s launching of the Global Bringing Daesh to Justice campaign.
We expect all suspected Daesh fighters to be processed by the Iraqi authorities in accordance with Iraqi law. We also expect the Iraqi authorities to inform us if they arrest any British National. Once notified of a detained British National, we will provide consular assistance on a case by case basis in the usual way.

The Government is committed to ensuring there is no impunity for the heinous crimes committed by Daesh, as shown by the Foreign Secretary's launching of the Global Bringing Daesh to Justice campaign. As I mentioned during the debate, the prosecution of Daesh fighters has already begun both in the UK and around the world – to date, at least 50 countries have prosecuted or arrested foreign terrorist fighters or facilitators and approximately 60 countries have legislation in place to do so.
The number of individuals who are arrested, charged, and prosecuted for terrorism-related offences is published in the Home Office Quarterly Statistical Bulletin, which was last published on 22 September 2016. In the year ending June 2016, there were 222 arrests for terrorism-related offences in Great Britain. These statistics do not disaggregate cases relating to Daesh or non-Daesh linked individuals. The UK Government does not publish details of prosecutions carried out by other governments.

The UK is working with the Government of Iraq, the Kurdistan Regional Government, the UN and international partners to ensure that all Coalition-supported military operations against Daesh in Iraq are under-pinned by comprehensive plans to minimise and manage expected displacement, and provide humanitarian assistance and stabilisation support. The Foreign Secretary, my Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson), raised these issues with international partners at the counter-Daesh Coalition Ministerial meeting in Washington on 20-21 July.
On 20 July, the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), announced £10.5 million in additional UK funding for stabilisation in Iraq, we expect a significant proportion of our contribution to support efforts in and around Mosul. This announcement brings the UK’s Iraq contributions on immediate stabilisation to £9.25 million, and on explosive hazards to £7.75 million.

The UN’s latest assessment is that over 3.3 million Iraqis have been internally displaced, with over 10 million people across Iraq requiring some form of humanitarian assistance. The UK is working with the Government of Iraq, Kurdistan Regional Government, United Nations, and non-governmental organisations to make sure that humanitarian support is provided to the most vulnerable, including internally displaced persons (IDPs).
Since summer 2014, the UK has pledged £129.5 million of humanitarian support for Iraq. This includes £50 million of additional assistance announced on 20 July 2016. Through our contribution, as the largest donor to the Iraq Humanitarian Pooled Fund, UK funding has helped a number of programmes supporting IDPs leaving Fallujah.

In response to the crisis in Iraq, since summer 2014 the UK has pledged £129.5 million of humanitarian support. This includes £50 million of additional assistance announced on 20 July 2016. To date, we have provided cash assistance, access to clean water, food, medicines and other life-saving assistance for the most vulnerable – irrespective of race, religion or ethnicity. This funding has supported the response in northern Iraq and the Kurdistan Region of Iraq (KRI), as well as helping other vulnerable people across the country.
Given the importance of a coordinated response, we have provided £1 million of funding to UNDP to support the Kurdistan Regional Government’s (KRG) Joint Crisis Centre (JCC), as well as its equivalent for the Government of Iraq, the Joint Crisis and Monitoring Centre (JCMC). In close collaboration with the JCMC, the United Nations, donors and non-governmental organisations, the JCC is leading humanitarian efforts in the Kurdistan Region.

The Government has not made an estimate of the number of Iraqis killed as a result of terrorism and war-related violence since 2003. While the security situation in Iraq has greatly improved since violence peaked in 2006-2007, Iraqi civilians have been victim to Daesh’s atrocities since the summer of 2014. We utterly condemn such violence and call for those responsible to be brought to justice. The UK is committed to supporting the Government of Iraq as it works to defeat Daesh and put Iraq on the path to long-term peace and stability.

We are aware that the Iranian Revolutionary Guard Corps is on the ground in both advisory and combat roles in Iraq and that Iran is providing significant funding, training and equipment to elements of Iraq’s Popular Mobilisation Forces.
Along with our international partners, the UK has consistently made clear that there is a role for all of Iraq’s neighbours in helping defeat Daesh. We have no difficulty with contributions from around the region to the goal of ridding Iraq of the Daesh threat, provided that those contributions are authorised by the Iraqi government. We will continue to work closely with our international partners to encourage all of Iraq’s neighbours to play a transparent and constructive role in its affairs.

The UK is in regular contact with the Government of Iraq and the Kurdistan Regional government, and regularly raises with them the protection needs of internally displaced persons arising from the conflict – including the protection needs of girls and women. We continue to urge the Government of Iraq to fulfil its commitments to develop and implement plans to stabilise areas which have been liberated from Daesh by providing the governance, services and security necessary to enable the safe return of people to their homes.
The UK has committed £79.5 million of humanitarian assistance to Iraq since summer 2014. This includes cash assistance for vulnerable displaced Iraqis, allowing them to prioritise what they need most. Through the UN Iraq Humanitarian Pooled Fund, we fund a number of projects designed to meet the most urgent needs of displaced Iraqis including emergency healthcare, water and sanitation, and protection services for girls and women. Our partners consider gender related differences in needs when developing all Department for International Development funded projects.

We welcome all successes against Daesh. Ultimately, the best way of safeguarding minorities such as the Assyrians and the majority population is by defeating Daesh and establishing a lasting peace in both Syria and Iraq.

We are closely monitoring Turkish government security operations in south-east Turkey and actions it has taken in northern Iraq and northern Syria. Our condolences are with civilians caught up in the violence, as well as Turkish soldiers and police who continue to be targeted in terrorist attacks by the Kurdistan Workers’ Party (PKK). The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and our Ambassador in Ankara have emphasised to the Turkish government the need to respect human rights, avoid civilian casualties and return to the peace process. We understand that the Government of Turkey has committed to compensating those whose properties were damaged in recent violence.
