The Home Office carried out a major public consultation on proposals to overhaul the Licensing Act 2003 in favour of local communities last year. Over 1,000 responses were received. A detailed analysis of those representations and the Government's response to them was published on 1 December 2010 and is available on the Home Office website on this link:"http://www.homeoffice.gov.uk/drugs/alcohol/rebalancing-consultation/"The reforms were included in the Police Reform and Social Responsibility Act 2011. We have since received a number of representations on the reforms representing the wide cross-section of interest in alcohol licensing. Ministers and my officials have met, and will continue to meet with, a number of organisations representing those with an interest in alcohol licensing and work to implement the reforms.

The Government's response to the alcohol licensing consultation was published on 1 December 2010. This sets out the changes that we will make to the licensing regime which stem from the commitments in the coalition agreement.
