Frizzell to Ms Roseanna Cunningham, dated 17 February 1997: Lord James Douglas-Hamilton has asked me to reply to your question regarding the number of prison officers, by grade, in Scotland and in each prison in Scotland in each year from 1990-96. The Scottish Prison Service introduced a new staffing structure on 1 April 1995. This resulted in the abolition of the previous grading system, and the introduction of new pay bandings covering operational, administrative and support staff. At the same time nursing, works, and administrative functions were civilianised. An accurate comparison of post-April 1995 figures for "prison officer" numbers with those prior to that date is not possible. The attached table shows in total and for each establishment the total number of Basic Grade Officers, Senior Officers, and Principal Officers at 31 March for each year from 1990-94. A subdivision by grade cannot be obtained from the current database. The table also shows the current total, with figures for 1995 and 1996, of operational staff posts in those pay bands which from 1 April 1995 are broadly comparable to the grades described above. It should be noted that the 1990-94 figures include in each year approximately 600 "officers" in the subsequently civilianised nursing, works and administrative functions which are excluded from the 1995, 1996 and 1997 figures. Frizzell, to arrange for a reply to be given. Letter from E. W. Frizzell to Dr. Norman A. Godman, dated 12 February 1997: Lord James Douglas-Hamilton has asked me to reply to your question about the number of prisoners in Scotland who are HIV positive or have AIDS. Prisoners are encouraged to undergo testing for transmissible diseases on a voluntary basis. The results are confidential to prison medical staff and individual prisoners and are not collated centrally. Independent research surveys have been commissioned, however, to estimate the prevalence of HIV among prisoners. Eleven surveys were carried out in 8 establishments between 1991 and 1996, conducted by Drs Graham Bird and Sheila Gore. Prisoners gave a saliva sample and completed a questionnaire, on a voluntary and anonymous basis. Although HIV is not found in saliva, the tests can identify antibodies which the body makes against the virus. The results are given in the following table. [9202] Lord James Douglas-Hamilton: The subject of the question relates to matters undertaken by the Scottish Prison Service. I have asked its chief executive, Mr. E. W. Frizzell, to arrange for a reply to be given. Letter from E. W. Frizzell to Mr. Max Madden, dated 16 December 1996: Lord James Douglas-Hamilton has asked me to reply to your Question about the number of drug dependent prisoners currently detained in prisons in Scotland. Drug misuse is an illegal activity which makes it difficult to obtain data on the number of prisoners dependent on drugs. Information is not collected centrally on the number of prisoners being treated by prison medical officers for drug dependence. A number of studies have produced data on the proportion of prisoners who misuse drugs, based on information provided anonymously by prisoners. In the 1994 Prison Survey 45% of prisoners claimed to have used drugs at least once in the previous six months in prison (cannabis 40%, temgesic 22%, heroin 9%, other drugs 15%--some had used more than one drug). The injecting of drugs, however, might be a more useful measure of drug dependence. In the 1994 Prison Survey, 5% (191) of prisoners who responded said they had injected drugs during the previous six months in prison (heroin 4%, temgesic 3%, other drugs 2%--some had used more than one drug). In 2 studies this year, prisoners were asked if they had injected drugs at some time prior to imprisonment. In HMP Low Moss 113 out of 293 prisoners who responded had done so, while in HMP Aberdeen 53 out of 157 prisoners who responded had done so. Mandatory drug testing, which is being phased in across the Scottish Prison Service, will eventually provide accurate and objective information on the scale and trends of drug misuse. It complements the measures already in the SPS drugs strategy. That includes searching and surveillance to minimise the amount of drugs getting into prisons, closed circuit TV at visits, the use of sniffer dogs and a range of other measures. It also complements the constructive work that is being done in the context of reduction and detoxification. There are drug treatment programmes in 7 prisons, with more planned, and a new abstinence unit was opened at Low Moss prison earlier this year. Prisoners receive a comprehensive information and training programme on HIV, AIDS and drugs within 2 week of admission to prison. All prisons provide education and counselling. Extensive links have been established with community-based drug agencies to provide throughcare and continuing support for prisoners on release. Taken together all these measures represent a major commitment to reduce the drugs problem.

Godman, dated 27 November 1996: Lord James Douglas-Hamilton has asked me to reply to your question relating to the number of prisoners serving sentences following conviction for terrorist activities and their release or transfer to Northern Ireland and The Republic of Ireland. Currently there are no prisoners held in Scottish prisons convicted of offences under the prevention of Terrorism Act. Two prisoners convicted under this legislation were permanently transferred to Northern Ireland, one in 1991 and the other 1993. The question of whether these prisoners were granted compassionate leave following transfer is a matter for the Secretary of State for Northern Ireland. The information you requested on how many such prisoners have been released from prison is not held centrally. The Republic of Ireland ratified The Council of Europe Convention on the Transfer of Sentenced Persons on 1 November 1995. Since that time no prisoners convicted under the Prevention of Terrorism Act have been repatriated to that country from Scotland.

[39891] Lord James Douglas-Hamilton: The subject of the question relates to matters undertaken by the Scottish Prison Service. I have asked its chief executive, Mr. E. W. Frizzell, to arrange for a reply to be given. Letter from E. W. Frizzell to Mr. Archy Kirkwood, dated 15 October 1996: Lord James Douglas-Hamilton has asked me to reply to your question about the steps taken by the Scottish Prison Service to deal with hepatitis B and C within prisons in Scotland. The Scottish Prison Service encourages inmates at risk of hepatitis B and C (principally those who have been involved in intravenous drug misuse) to come forward for voluntary testing on a confidential basis. For that reason it is not possible to state how many prisoners are infected with hepatis B and/or C. In a survey of 14 establishments in April 1995, however, there had been 48 positive results for hepatitis B out of 264 blood tests carried out in the previous year on prisoners at risk. The records of a sample of known intravenous drug users recently admitted to prison were also scrutinised. Ten per cent of the 165 prisoners involved were known to be hepatitis B positive, 47% were negative while for 43% the hepatitis status was not known. As regards hepatitis C, in Shotts Prison (with 465 adult male prisoners), 21 prisoners sought tests between January and July this year, of which 13 were positive (2 being confirmations of earlier tests). In Cornton Vale prison (for females) over the same period 27 out of 40 tests for hepatitis C were positive. For hepatitis B 6 tests out of 29 were positive. Immunisation against hepatitis B is available to prisoners and support treatments are provided as appropriate by prison medical officers, including the use of Interferon if required. The Medical Adviser to the SPS will shortly be issuing guidance to prison medical officers based on best practice in the NHS. Information is provided to prisoners through leaflets and clinics. As part of a wider hygiene initiative, disinfectant tablets are available to all prisoners for cleaning utensils. So far as is known these tablets will also kill hepatitis B and C.

Frizzell to Mr. Sam Galbraith, dated 23 April 1996: Lord James Douglas-Hamilton has asked me to reply to your question about what research has been commissioned and evaluated on the risk of attack from escaping prisoners to those residents who live close to a prison. Public safety if of paramount importance to the Scottish Prison Service and the secure accommodation of the prisoner population is the principal aim of the Service. As part of that process, all prisoners are assessed on a regular basis as to the level of dangerousness they may present to the public if they were to escape and are allocated a security category. Category A and B are the highest categories and prisoners so allocated are subject to particular security precautions and restrictions balanced with the need to provide appropriate care. Escapes by such prisoners, which were defined as having taken place when a prisoner breaches a perimeter security barrier or evades a secure escort, have been published key targets since April 1993 when the Scottish Prison Service became an Executive Agency. The targets have been met and are published in the Agency's Annual Report which is laid before Parliament and available in the House of Commons Library.
