What recent discussions he has had with Cabinet colleagues on the potential opportunities for Scotland arising from COP26.
I have regular discussions with ministerial colleagues, as well as industry stakeholders, on the opportunities that COP26 offers across Scotland. The COP26 devolved Administration ministerial group brings together the COP26 President, territorial Secretaries of State and devolved Administration Ministers to support the delivery of an inclusive and welcoming COP26 summit that is representative of the whole United Kingdom.
Last year, the SNP Government missed their own legal emissions targets, with source emissions in Scotland actually increasing by 1.5% in 2017-18. Does my hon. Friend agree that, as we approach the crucial COP26 summit in Glasgow later this year, the Scottish people deserve a Government who are 100% focused on a green recovery, not on another divisive independence referendum?

I am sure you will agree, Mr Speaker, that it is not for me to answer for the failings of the Scottish Government. However, I assure my hon. Friend that the UK Government are absolutely focused on achieving a green recovery, as set out by the Prime Minister in his 10-point plan last year. This Government are also focused on safeguarding the Union, and I agree with my hon. Friend that a divisive referendum on Scotland’s separation from the UK at this time would be an irresponsible distraction from the necessary work required towards that green recovery.

I agree with my hon. Friend. Driving investment is one of the key ways we will deliver the industrial strategy, which will bring the benefits we want to see for Scotland. This pro-investment approach will see a truly global Britain hopefully becoming a leading place for people to invest.

The industrial strategy is a strategy for the whole UK and will bring significant opportunities for Scotland. We are working with businesses, universities and business groups across Scotland to seize those opportunities. In line with devolution, the Scottish Government, of course, hold many of the levers to boost and support the growth that we hope the strategy will bring.

The UK Government has been working collaboratively with the Scottish Government to implement the Industrial Strategy.
We have announced sector deals in Life Sciences, Creative Industries, Artificial Intelligence, Automotive and Construction. I am also aware of further proposals for sector deals from the oil and gas, and food and drink sectors which have the potential to make a significant contribution in Scotland.

My right hon. Friend the Secretary of State for Scotland and other UK Ministers and officials meet business groups in Scotland regularly. I am pleased to say that one of my first visits in my new role will be to Aberdeen.
The UK Government are committed to reducing the burden of red tape on businesses. The Scottish Government have some powers in this area. Is it not a good idea for them both to work together to reduce the burden of regulation on businesses full stop?

Absolutely. It is imperative that Administrations right across the United Kingdom work together to reduce the burden of red tape and deregulate as much as they can. We achieved £10 billion of benefit to small businesses and other sectors under the previous Government, and our aim is to achieve another £10 billion of savings for the benefit of everybody in the United Kingdom.
