Mr. Rowlands: To ask the Minister of Agriculture, Fisheries and Food how many people in his Department and its associated bodies and
agencies have benefited from the introduction of a national minimum wage. [86095]
Mr. Morley: The introduction of a national minimum wage on 1 April 1999, benefited 569 permanent and 263 casual staff in clerical,
typing and support grades in my Department. I have asked Chief Executives of my Department's agencies to reply separately with
information on their staff.
Letter from Dr. J. M. Rutter to Mr. Ted Rowlands, dated 14 June 1999:
The Minister has asked me to reply to your question asking how many people employed in the Veterinary Medicines Directorate (VMD)
have benefited from the introduction of the national minimum wage.
All staff at the VMD were paid above the national minimum wage on 1 April 1999 and its introduction had no effect.

I can confirm that one member of staff in CSL benefited from the introduction of the national minimum wage.

All MHS staff were on salaries above the national minimum wage prior to its introduction on 1 April 1999. No MHS staff therefore

The Minister of Agriculture, Fisheries and Food has asked me to reply to your question on the benefits to staff of the introduction
of the national minimum wage. I am replying on behalf of the Centre for Environment, Fisheries & Aquaculture Science (CEFAS).
I can advise you that seven Administrative Assistants benefited from the national minimum wage introduction.

The Minister has asked me to respond to your question about how many people in the Ministry of Agriculture, Fisheries and Food and
its associated bodies and agencies have benefited from the introduction of a national minimum wage.
All staff in the Veterinary Laboratories Agency (VLA) were in receipt of a full-time equivalent salary higher than the National
Minimum Wage (NMW) before it was introduced. There were, therefore, no staff who benefited from the introduction of NMW at VLA.

The Minister has asked me to reply to your question about how many staff who have worked as professional statisticians at the
Veterinary Medicines Directorate have left on early retirement terms in each of the past 10 years. This is an operational matter for
which I am responsible.
There were no such retirements for these staff in each of the past 10 years.

The MHS is responsible for enforcing meat hygiene, inspection, animal welfare and Bovine Spongiform Encephalopathy (BSE) legislation
in licensed fresh meat premises in Great Britain. The majority of MHS staff are veterinary surgeons or Meat Hygiene Inspectors. The
MHS does not have any professional statisticians in its employment.

The Minister of Agriculture, Fisheries and Food has asked me to reply, in respect of the Central Science Laboratory (CSL), to your
questions concerning professional statisticians.
CSL was established as an Executive Agency of the Ministry of Agriculture, Fisheries and Food (MAFF) in April 1992. Since that time
there have been no professional statisticians who have left the Agency on early retirement grounds.
CSL presently employs one member of staff as a professional statistician, graded at CSL Level 3 (SEO equivalent). This person has
not been granted chartered statistician status by the Royal Statistical Society and has not been accepted as fast stream by the
Civil Service Selection Board.

Information on numbers of staff in my Department and their regional distribution is contained in the Cabinet Office publication
"Civil Service Statistics 1998", which is placed in the Library of the House. Civil Service Statistics also contain staffing figures
for each of my Department's agencies but does not have information on the regional distribution of their staff so I have asked
Agency Chief Executives to reply separately on this.

As Chief Executive of the Meat Hygiene Service (MHS) your question to the Minister of Agriculture, Fisheries and Food requesting a
list of the total staff and their locations in (i) London, (ii) Wales, (iii) Scotland and (iv) each of the English Regions has been
passed to me to reply as regards this Executive Agency.
The MHS is not able to provide information on staffing numbers which correlate to the Regions you have requested. MHS Regions were
set up on a geographical basis depending on the location of licensed fresh meat premises at which the Agency is required to provide
an inspection service. The Regions are North, Central, South and East, South and West, Wales and Scotland. Total MHS staff based in
these Regions are as follows:

enquirers for information.
The Pesticides Safety Directorate aims to respond helpfully to all enquirers for information and has no procedures in place to

Mr. Nick Brown has asked me to reply, in respect of the Farming and Rural Conservation Agency (FRCA), to your question about which
of his Department's agencies have procedures to identify persistent enquirers for information.
In accordance with FRCA's Charter and Statement of Service Standards correspondence is recorded and monitored locally. FRCA
Directors report on a quarterly basis to the Agency's Management Board so that service improvements and opportunities for
efficiencies can be identified. This process should ensure the identification of persistent enquirers.

As Agency Chief Executive, I am responding to your question to the Minister of Agriculture in relation to the Centre for
Environment, Fisheries & Aquaculture Science (CEFAS).
With regard to the operation of monitoring of persistent inquirers for information, CEFAS receives many requests from individuals
and organisations seeking information. These are monitored as required by the Agency's obligations under the Code of Practice on
Access to Government Information, and the Environmental Information Regulations 1992.
There are no specific procedures by which people who make frequent requests are identified, but any such cases would be evident from
inspection of the records when annual summaries are prepared.

Mr. Chope: To ask the Minister of Agriculture, Fisheries and Food how many (a) men and (b) women employed by (1) his Department and
(2) his Department's agencies have contracts of employment which permit them to retire after their 60 birthday. [53050]
Mr. Morley: [holding answer 30 July 1998]: In the core Department, the normal retirement age for staff is 60 years. However, staff
in non-mobile grades (i.e. administrative assistant, administrative officer level), secretarial and office support grades,
industrial grades and farm workers are permitted to remain in service until the age of 65. Staff in mobile grades (i.e. executive
officer level and above) with less than 20 years pensionable service may also remain in service beyond the age of 60. Service beyond
the age of 60 has to be authorised and is subject to efficiency, fitness and the Ministry's needs.
In the core Department, there are currently 1,485 men and 2,216 women in non-mobile grades where retirement after 60 years of age is
permissible.
Chief Executives of the Department's Agencies will be replying direct to the hon. Member with information on their staff.

Mr. Nick Brown has asked me to reply, in respect of the Farming and Rural Conservation Agency (FRCA), to your question about how
many men and women employed have contracts of employment which permit them to retire after their 60th birthday.
In FRCA, which has the same retirement arrangements as core MAFF, there are currently 40 men and 99 women in grades where retirement
after 60 years of age is permissible.

The Parliamentary Secretary of the Ministry of Agriculture, Fisheries and Food, has asked me to reply to your question concerning
the number of men and women employed by the Pesticides Safety Directorate (PSD) who have contracts of employment which permit them
to retire after their 60th birthday.
The rules which apply in PSD are the same as those applied in the parent Department. The normal retirement age for staff is 60
years. However, staff in non-mobile grades, ie Administrative Assistants, Administrative Officers and their scientific equivalents
and secretarial grades are permitted to remain in service until the age of 65. Staff in more senior grades, ie Executive Officers
and above and their scientific equivalents, with less than 20 years pensionable service may also remain in service beyond the age of
60. Service beyond the age of 60 has to be authorised and is subject to efficiency, fitness and the needs of the Agency.
In the Pesticides Safety Directorate, there are currently 16 men and 34 women in grades where retirement after 60 years of age is

(VMD) with contracts of employment which allow them to retire after their 60th birthday, as this is an operational matter for which
I have responsibility.
The normal retirement age for staff in the VMD is 60 years. However, staff in administrative, secretarial and office support grades
are permitted to remain in service until the age of 65. Staff in more senior grades with less than 20 years pensionable service may
also remain in service beyond the age of 60. Service beyond the age of 60 for all staff has to be authorised and is subject to
efficiency, fitness and the VMD's needs.

The Minister for Agriculture, Fisheries and Food has asked me to reply, in respect of the Central Science Laboratory (CSL), to your
questions concerning the number of staff aged over 60 years and those who have contracts that permit them to retire after their 60th
birthday.
On 1 January 1998, CSL employed 5 staff who were over the age of 60. All of these were men.
The normal retirement age for the majority of staff employed by CSL is 60. However, there are 71 staff working in administrative,
secretarial and support posts who, by virtue of their grade, are permitted to continue in post beyond the age of 60. 14 of these are
men and 57 are women.
In addition, staff in more senior grades with less than 20 years pensionable service may also remain in post beyond the age of 60,
subject to work, efficiency and fitness requirements.

As Agency Chief Executive, I am responding to your questions to the Minister of Agriculture, Fisheries & Food about employment
beyond the age of 60, in relation to the Centre for Environment, Fisheries & Aquaculture Science.
In the CEFAS Agency, there were 10 men and 3 women aged over 60 years employed on 1 January 1998.
The normal retirement age for staff employed by CEFAS is 60 years. However, staff in administrative, secretarial, office support and
industrial grades and Assistant Scientific Officers are permitted to remain in service until the age of 65. Staff in more senior

In the Veterinary Laboratories Agency (VLA) the normal retirement age for staff is 60 years. However, staff in VLA Pay Bands F, F(1)
and G, including administrative, secretarial and scientific support staff and animal technicians are permitted to remain in service
until the age of 65. Staff in higher Pay Bands with less than 20 years pensionable service may also remain in service beyond the age
of 60. Service beyond the age of 60 has to be authorised and is subject to efficiency, fitness and Agency's needs. In the VLA there
are currently 210 men and 453 women in Pay Bands F, F(1) and G where retirement after 60 years of age is permissible.

passed to me to respond on behalf of this Executive Agency.
The Meat Hygiene Service was established on 1 April 1995 as an Executive Agency of the Ministry of Agriculture, Fisheries and Food
(MAFF). It took over from local authorities the responsibility for enforcing meat hygiene, inspection and animal welfare at
slaughter legislation in licensed fresh meat premises in Great Britain. The majority of MHS staff transferred from local authorities
with their existing contractual benefits under the Transfer of Undertakings (Protection of Employment) Act 1981. As a consequence
the majority of MHS employees are members of the Local Government Pension Scheme which has a retirement age of 65.
In the MHS, 1308 men and 164 women have contracts of employment with a retirement age of 65.

Dr. Gibson: To ask the Minister of Agriculture, Fisheries and Food how many civil servants in his Department (a) have a degree in
science and (b) have held a position using that expertise. [50897]
Mr. Morley: We do not have the information in precisely the form requested. However, within core MAFF there are approximately 900
staff who have professional/vocational qualifications and are working in posts for which their qualifications are directly relevant,
although not all of these will have science degrees. From the remaining 5,900 staff it is not possible to separately identify for
statistical purposes those with science degrees who have held relevant posts.
The Executive Agencies are the responsibility of their Chief Executives. I have asked them to reply direct to my hon. Friend.

The MHS is responsible for enforcing meat hygiene, inspection and animal welfare at slaughter legislation in all licensed fresh meat
premises in Great Britain. The MHS directly employs 48 veterinary staff, and contracts the services of 156 veterinary staff (on a
full time equivalent basis), all of whom have a relevant degree in science and operate as Official Veterinary Surgeons in licensed
premises using that expertise.

The MHS is responsible for enforcing meat hygiene, inspection and animal welfare at slaughter legislation in licensed fresh meat
premises in Great Britain. The majority of MHS Regional staff are Official Veterinary Surgeons and Meat Hygiene Inspectors who are
based at licensed premises. A small team of managerial and administrative staff manage operations from each Regional Office.
The MHS is required to cover the full costs of providing its inspection service from its customers. The Agency's major customers are
industry, core-MAFF and the Intervention Board. The MHS charges plant operators for the cost of providing its meat hygiene and
inspection and animal welfare service. However, the MHS also carries out various controls in premises on behalf of MAFF and the
Intervention Board. For MAFF, these concern mainly the enforcement of Specified Risk Material controls in licensed premises, the
costs of which are currently met by government. The MHS's estimated receipts from MAFF for 1997/98 are approximately £20 million.

Personnel information for the core Department does not include a breakdown on types of schools. They could be provided only at
disproportionate cost.

Information for each of the last five years could be provided only at disproportionate cost.
However, in the calendar year 1997, there were 1,464 new entrants in the core Department, two of whom attended Oxford or Cambridge
University. One of these joined through the regular Civil Service entrance procedure and the other one through the fast stream.
Information on new entrants from the private sector could be provided only at disproportionate cost.
The Executive Agencies are a matter for their Chief Executives, and I have asked them to reply to my hon. Friend direct.

MHS staff are salaried and not paid by the hour. However I am able to provide date based on salary levels divided by normal full
time working hours of 37 per week.
The MHS does not employ any persons at salary levels at less than £3.20 per hour; between £3.20 and £3.60 per hour or between £3.60
and £4.00 per hour.
7 people are employed at an hourly rate of between £4.00 and £4.62 an hour.

FRCA is a new agency which came into being on 1 April 1997, and cannot, therefore show expenditure for financial years prior to
1997-98.
For the period 1 May 1997 to 30 September 1997 expenditure on publicity and advertising was £19,291, which includes £10,842 spent on
advertising staff vacancies.

The Meat Hygiene Service (MHS) was launched on 1 April 1995 as an Executive Agency of the Ministry of Agriculture, Fisheries and
Food (MAFF). It took over from some 300 local authorities responsibility for enforcement of the hygiene, inspection and welfare at
slaughter legislation in licensed meat premises in England, Scotland and Wales.
In the financial year 1995/96 the MHS spent £21,184 on the publication of its Operation Manual. This manual provides an accessible
source of guidance, information and instruction to all inspection staff.
All other MHS publications, such as the Agency's Business and Corporate Plans are produced "in house" at the MHS headquarters in
York. This office is located within an existing MAFF building. The MHS benefits from a number of the facilities in this building,
notably the MAFF reprographic service. The cost for using this service is included in the total charge for the accommodation billed
by MAFF."
In 1995/96 the MHS spent £32,148 on the publication of its Annual Report and Accounts.

In the financial year ended 31 March 1996 the total cost incurred by PSD in printing publications was £6,861. Within that total, the
printing costs of the 1994/95 Annual Report and Accounts were £6,516.

For the financial year 1994/95 for the old CVL, the total printing costs for all publications produced by the Agency was £20,332.
Printing costs for the Annual Report and Accounts were £1,000.

number of professional scientists and engineers employed at each grade in each of the Department's agencies has been passed to me

The Meat Hygiene Service (MHS) was launched on 1 April 1995 as an Executive Agency of MAFF. It took over from some 300 local
authorities responsibility for enforcement of the hygiene and welfare at slaughter legislation in licensed meat premises in England,
Scotland and Wales. Consequently the MHS employed no scientists or engineers before that date.
The MHS headquarters are based in York where Chief Executive and the supporting functions of Operations, Finance, Human Resources
and Information Technology are based. MHS services are managed by six regional offices. The Head of Operations as well as two of the
regional Managers are qualified Veterinary Surgeons. The MHS also employs Official Veterinary Surgeons to supervise meat inspection
staff working in plants. The MHS directly employs 22 Principal Official Veterinary Surgeons and 16 Official Veterinary Surgeons. In
addition it contracts out work to 110 full time equivalent vets to supplement them. 5 vets are also utilised on a casual basis.

and engineers employed in his Department's Agencies since 1991 in respect of his Central Science Laboratory (CSL) Agency, as this is
an operational matter for which I am responsible.
CSL was first launched as an executive agency of MAFF on 1 April 1992. Prior to that date staffing numbers were included as part of
the departmental total. CSL does not employ engineers. The number of professional scientists employed during the Agency's first year
of operation, 1992-93, was not recorded by grade, however the overall average figure for the year was some 312 out of a total of 443
staff. CSL was relaunched as an enlarged agency on 1 April 1994 following its merger with the MAFF Food Science Laboratories at
Norwich and Aberdeen. The number of professional scientists employed at the start of each subsequent financial year was:

There is an on-site Playscheme for 5-12 year olds which is provided during the main school holidays by the Veterinary Laboratories
Agency, with whom we share the site. There is no provision for under 5 year olds.

As Chief Executive of the Meat Hygiene Service, your question to the Minister of Agriculture, Fisheries and Food concerning various
personnel policies has been passed to me for reply with respect to this Executive Agency.
The Meat Hygiene Service (MHS) was launched on 1 April 1996 as an Executive Agency of MAFF. It took over from some 300 local
authorities responsibility for enforcement of the hygiene and welfare at slaughter legislation in licensed fresh meat premises in
England, Scotland and Wales.
The MHS has developed, consulted on, and negotiated the agreement on a comprehensive set of personnel policies covering a number of
these areas, specifically a), b), c) and k). The MHS however must develop policies relevant to the nature of its business
environment. On a full cost recovery basis the MHS provides statutory meat inspection and official veterinary services in
approximately 1,800 licensed meat plants, cold stores and cutting rooms dispersed throughout England, Scotland and Wales. Employees
operate in teams ranging in size from lone workers to a team size of approximately ten. The MHS seeks to provide a cost effective
and responsive service to Industry at all times. Specific policies provide for the following: (i) The MHS maternity leave and
payment arrangements apply to all pregnant employees regardless of the number of hours worked per week. To qualify for maternity
leave, an MHS employee should write to their Regional Manager or Head of Department at least twenty one days before maternity leave
is intended to begin or as soon as is reasonably practicable, confirming pregnancy and the expected week of confinement (EWC).
Employees should state the date of the beginning of maternity absence and whether or not they intend to return to work. Maternity
leave may not commence earlier than 11 weeks before the EWC. Employees who have 1 or more years' continuous service, are entitled to
18 weeks' leave of absence and may remain absent for up to 29 weeks from the beginning of the week in which confinement occurs.
Employees who have less than 1 year's continuous service are entitled to up to 18 weeks' absence. Any employee returning to work
after pregnancy may do so under the original contract of employment and on terms and conditions no less favourable than that which
would have applied if there had been no maternity leave. (ii) Employees who have one or more years' continuous service receive
maternity pay of 90 per cent. of full pay for the first six weeks and 50 per cent. of full pay and State Maternity Pay for the
following 12 weeks. Employees with less than one year's service, casual employees and those with a fixed term contract of less than
2 years receive Statutory Maternity Pay or Maternity Pay. (iii) Maternity Support Leave (paternity leave) of 5 days with pay will be
granted to the child's father or the partner or nominated carer of an expectant mother at or around the time of birth. A nominated
carer is the person nominated by the mother to assist in the care of the child and to provide support to the mother at or around the
time of the birth. Employees applying for maternity support leave must provide a copy of the mother's maternity certificate. (iv)
Industry requirements for MHS services vary tremendously based on seasonal factors, consumer demand, etc. Accordingly employees
operate principally on a 37 hour/5 day week. This is however supplemented by conditional/contractual overtime schemes, a variety of
shift systems and in some cases a scheme of annualised hours where significant seasonal demand patterns exist, typically in lamb
production. The particular scheme involves employees based at seasonal plants, or servicing a number of plants, working a longer
working week of conditioned hours at certain times of the year and a correspondingly shorter working week at other times of the
year. The particular scheme in question will be discussed with Industry representatives.
Given the practical demands of the environment in which the majority of MHS operate it does not have any specific policy on parental
leave, leave to care for sick children or carer's leave. However, consideration would be given for these purposes under the MHS
special leave scheme. No provision is available for homeworking, term time contracts, flexible working hours, childcare allowances,
part-time working or career break schemes. Sympathetic consideration would be given to some of the above if appropriate.

on hospitality in the financial year 1995-96 was £59,646.25.

Mr. Ian McCartney: To ask the Minister of Agriculture, Fisheries and Food if he will list the cost and number of items of equipment
and furniture that (a) have been stolen and (b) are otherwise unaccounted for from his Department and its agencies in each of the
past five years, listing by name any such items valued at £5,000 or more, and showing information technology material

Mr. Boswell: The table details the cost and number of items of equipment and furniture which have been (a) stolen or (b) unaccounted
for from the Department during the financial years 1991-92, 1992-93, 1993-94, 1994-95 and the first 11 months of 1995-96.
Unfortunately, without incurring disproportionate cost, it is not possible to split IT equipment from other losses for the first
three years, owing to the way in which the manual records were held.
The chief executives of ADAS, the Meat Hygiene Service, the Pesticides Safety Directorate, the Veterinary Laboratories Agency, the
Central Science Laboratory and the Veterinary Medicines Directorate will be writing to the hon. Member separately.

unaccounted for in the past five years in respect of his Central Science Laboratory (CSL) Agency, as this is an operational matter
for which I am responsible.
In terms of non-IT equipment or furniture, items with a total value of £330 were otherwise unaccounted for. In addition a CSL
vehicle was stolen, but because of its age and condition its asset value was zero.
In terms of Information Technology, approximately £10,000 worth of IT equipment was stolen during a recent burglary. No individual
item had a value of £5,000 or more.

recently from the Veterinary Investigation Centre, Newcastle. The theft has been reported to the local constabulary.
