(116944)""Retail Prices Index (RPI) is defined as an average measure of change in the prices of goods and services bought for the purpose of consumption by the vast majority of households in the UK. The Office for National Statistics (ONS) has recently published the RPI for December 2006 as 202.7, giving a percentage change over 12 months of 4.4%.""The weights for the RPI explicitly exclude data on households where the head of the household is retired (at least 65 years of age for men and 60 years or more for women) and economically inactive, and where at least three quarters of the household’s income is from state benefits. Although no general ““pensioner household”” index exists, separate indices are produced for one-pensioner and for two-pensioner households whose expenditure is excluded from the RPI weights, i.e. those who rely on state pensions and benefit for at least 75% of their income. This roughly relates to around 20% of all pensioners (there are very few private households consisting solely of three or more pensioners): These indices use the same price data as the RPI and are only published for quarters, rather than months. They make no allowance for the fact that pensioners may shop in different outlets and therefore experience different prices.""The one-person pensioner households index for the fourth quarter of 2006 stands at 176.6, a change of 5.7% over 12 months.""The two-person pensioner households index for the fourth quarter of 2006 stands at 179.2, a change of 4.4% over 12 months.""The corresponding value for the RPI for the fourth quarter of 2006, stands at 201.4, a change of 4.0% over 12 months.""The main differences from the RPI in the construction of the pensioner indices are as follows:""section weights are derived from information on expenditure by one-pensioner and two-pensioner households respectively;""canteen meals (including state school meals) and all housing sections are excluded;""Other items are also excluded, including NHS prescription, dental and eyesight test charges which are not paid by pensioners. For rail and bus fares, special pensioners' rail and bus fare indices are substituted for the normal index household indices to allow for fare concessions available in some areas.""The exclusion of housing sections was made on the grounds that the price indicators used in the all items RPI would not be appropriate and would overstate the price increases experienced by these pensioners as they would mostly be cushioned against some rises by rebates. Also, it would be technically difficult to compile separate house price indicator items for these households."

The names of the people receiving privileged early access are published on the National Statistics website.""In addition in months when the MPC meets in the week immediately preceding publication of the CPI the ONS provides the Governor with an advance estimate of the CPI on the Wednesday afternoon prior to publication. Paragraphs 4(f)ii and 5.2 of the Release Practices Protocol provides for extensions to the usual privileged early access arrangements. Under the terms of this extension the Governor is free to share the advance estimate with the MPC and officials present at the Thursday morning meeting of the MPC. (92752)""Both the Consumer Prices Index (CPI) and Retail Prices Index (RPI) are based on the prices of a ““basket”” of around 650 goods and services that are purchased by the vast majority of UK households.""Each product or service is weighted to reflect its relative expenditure with weights derived from a number of sources including the ONS Expenditure and Food Survey (in the case of the RPI) and National Accounts (in the case of the CPI). Each year the selection of products for the basket is reviewed and updated expenditure weights calculated with considerable care taken to ensure that the final selection is representative of UK household spending patterns and so the basket is kept up-to-date.""Around 120,000 prices are collected each month. 110,000 prices are collected from retail outlets in around 150 shopping areas or out of town retail park areas throughout the UK. The National Statistician has been asked to reply to your recent Parliamentary Question (HL7274) which asked what would have been the increase in the retail prices index and consumer prices index over the past one, three and five years using equal weights for the expenditure of each household (democratic weights) instead of weights proportional to the expenditure of each household (plutocratic weights). I am replying in her absence.
Information in the form requested is not readily available. Calculation of democratic weights for the retail prices index (RPI) would involve a considerable degree of manipulation of data from the Office for National Statistics' (ONS) expenditure and food survey, from which the RPI weights are derived. Specifically, the process would involve returning to the original survey data at household level (that is, each individual response). For each household, actual spending on every commodity would need to be converted into a proportion of the total expenditure incurred by that particular household. These proportions would need to be averaged across all households before using the resultant averages to produce RPI expenditure weights on a democratic basis. Special calculations would also be required to derive the weights for certain housing components whose weights are modelled (that is, mortgage interest payments and depreciation costs). This means that the question can be answered only at disproportionate cost.
However, previously unpublished research by ONS, which is summarised in the table below, gives some indication of the difference between the use of democratic and plutocratic weights in the RPI:
Consumer prices index (CPI) weights are derived from whole economy estimates of household expenditure taken from the national accounts. The source data come from a variety of sources, including non-household surveys, and are therefore not amenable to the construction of democratic weights.

There are two main measures of inflation produced by the Office for National Statistics, the consumer prices index (CPI) which forms the basis for the Government's inflation target and the retail prices index (RPI) whose many uses includes indexation of state benefits and pensions. The percentage change over 12 months in the annual average index in 2005 for the CPI is 2.1 per cent. The corresponding figure for the RPI is 2.8 per cent.
The latest estimate of inflation in 2006 is for July when the rate of CPI inflation was 2.4 per cent and the rate of RPI inflation was 3.3 per cent.

The accounts for the household and NPISH sectors are currently combined; separate estimates are not available.""(b) In the UK, there are two main measures of inflation, the Consumer Prices Index (GPI) and the Retail Prices Index (RPI). The following table gives the annual average index numbers for housing costs and for the All Items Retail Prices Index (RPI) for the
years 1994-2003, along with the corresponding annual percentage changes. The RPI provides the most appropriate basis for such
comparisons because the Consumer Prices Index excludes most elements of owner-occupier housing costs. The figures for 2004 will
become available with the release of the December figures on 18th January 2005.

As National Statistician I have been asked to reply to your recent question concerning (a) the Government consumption expenditure
deflator and (b) the level of public sector inflation for each year since 1997. (174980)
The implied annual deflator for general government consumption derived from the national accounts estimates published in March 2004
is presented in the attached table.
Please note that these estimates do not present price measures directly, since with a few exceptions (e.g. passport fees), there are
no directly observable prices for the services provided by government. The estimates are therefore derived by comparing the spending
on producing government services with measures of the output of those services. As derived statistics, they should not be confused
with measures of the price of the inputs such as public sector earnings or prices paid for other purchases.
In calculating the deflator, the quality and reliability of the output measures are crucial. However, public service delivery and
management mechanisms have developed and become more complex in recent years, and there is an increasing emphasis on the quality of
service for the customer. As a result there are greater demands on, and expectations of, measures of government output. In order to
ensure that output measures can respond to these demands, in December 2003 I announced an independent review, led by Sir Tony
Atkinson, of the future development of government output and productivity measures, and the associated price indices.
