Ofcom is the independent regulator of postal services and is responsible for setting Royal Mail’s performance targets under the Universal Service Obligation (USO).
Ofcom’s regulation, under its Designated Universal Service Provider Condition, requires Royal Mail to monitor its performance, or procure the monitoring of its performance, on its USO services including Second Class mail. Royal Mail also publishes quarterly and annual reports on its quality of service. These are published on the website of Royal Mail’s parent company, International Distribution Services: www.internationaldistributionservices.com/en/regulation/universal-service-obligation/quality-of-service/.

The government has been clear that Royal Mail’s quality of service has not been good enough.
Responsibility for improving local delivery performance lies with Royal Mail’s management. Royal Mail has published a quality of service improvement plan alongside a £500 million investment into frontline resourcing.
I have met with Royal Mail and Ofcom, as the independent regulator, to discuss concerns about delivery performance and will continue to make representations to ensure that customers receive the service they are entitled to.

Ofcom requires Royal Mail, to take steps to minimise the potential for postal packets to be subject to loss, theft, damage and/or interference, and to regularly review, and where necessary update, the relevant policies.
Royal Mail is required to provide compensation to customers on a fair and reasonable basis, where applicable. Ofcom publishes annual reports reviewing the complaints and compensation data. These are available at: www.ofcom.org.uk/post/market-performance/monitoring_reports.

Employment Rights policy is transferred in Northern Ireland. Officials and Ministers from the Department for Business and Trade engage regularly with counterparts in the Northern Ireland Executive on our respective plans to improve workers’ rights. For example, by working together on the Employment Rights Act, we expanded eligibility for statutory sick pay in Northern Ireland by removing the lower earnings limit and waiting period, so it became a day-one entitlement.

All companies must file annual accounts in accordance with the Companies Act 2006. Directors are personally responsible for ensuring accounts are delivered on time.
Where accounts are filed late, Companies House automatically imposes statutory late filing penalties. For persistent or serious non-compliance, Companies House has a range of enforcement powers, including financial penalties and criminal prosecution. Enforcement decisions are taken in line with Companies House's published Enforcement Policy and a proportionate, risk-based compliance framework.
