The Foreign, Commonwealth & Development Office (FCDO) is strengthening knowledge of artificial intelligence, semiconductors and quantum technologies across the diplomatic network through targeted training, specialist resources, and expert engagement, building on the core capabilities of the Science and Technology Network, active in 65 locations worldwide and co-sponsored with the Department for Science, Innovation and Technology. A technology policy curriculum is available to all staff, supported by a dedicated knowledge hub, regular events and expert-led talks and discussions. The FCDO also delivers specialist learning programmes with external partners on AI policy, governance and other critical technologies, helping staff in the UK and overseas to engage effectively on these issues. These activities complement wider Civil Service AI skills programmes and Departmental guidance on the safe and effective use of AI.

The UK is committed to meeting the reasonable assistance needs of Montserrat. Much of the Foreign, Commonwealth and Development Office (FCDO) funding allocated to Montserrat is used to support major infrastructure projects and economic development, such as the construction of a new hospital, a new air traffic control tower, and supporting green energy transition including geothermal testing. The FCDO work in partnership with Government of Montserrat (GoM) and the Governor's Office to ensure all proposals are assessed in accordance with FCDO and GoM rules and procedures.

The UK-Cuba Political Dialogue and Cooperation Agreement (PDCA) was signed under the previous Government. We are currently undertaking a cross-Government consultation before it is laid before Parliament for scrutiny, while continuing to cooperate positively with Cuba in the interim where possible, including on climate. The PDCA will support discussion on issues of common interest and will include human rights as a standing agenda item. It also offers the potential to facilitate exchanges of expertise, including on economic reform and healthcare.

The Foreign, Commonwealth and Development Office (FCDO) drives inclusive, responsible, and sustainable development through equitable research partnerships, combining UK science and technology expertise with research ecosystems in the Global South, delivering mutual benefits.
The FCDO leverages the UK science and technology sector to deliver the Government's missions and the Foreign Secretary's international development priorities. This includes green and digital technologies, lifesaving vaccines, research on regional peace and security in the Middle East and Ukraine, and innovations to support humanitarian interventions.

The Foreign, Commonwealth and Development Office (FCDO) and the Department for Science, Innovation and Technology work closely on issues related to science and technology. Government collaboration with the UK's science and technology sector has been critical in developing new drugs, vaccines, and other tools to eliminate malaria and other tropical diseases.
The FCDO collaborates with Medicines for Malaria Venture (MMV), and the Innovative Vector Control Consortium (IVCC) to tackle malaria through the development of products, supported by MMV's three and IVCC's five UK-based science partners. In developing products to eliminate other tropical diseases, the FCDO partners with Drugs for Neglected Diseases initiative (DNDi), in collaboration with twelve additional partners across twenty-six projects. Our longstanding partnership with the Medical Research Council distributes grants for research on malaria and other tropical diseases. Undertaking applied research to address vectors for malaria, RAFT is an FCDO-funded programme led by the London School of Hygiene and Tropical Medicine.

The Soft Power Council is now operational but still in an early phase of developing its work. The Council includes several individuals with expertise spanning science, technology, education and research, in recognition of the importance of these themes to UK foreign policy impact. The Council's geographic working groups are considering how to harness the UK's strengths in science and technology. The contribution of these sectors will also be considered as part of development of the new Government strategy on soft power over the coming months.
