A detailed breakdown of Territorial Army Liability figures by Arm Service is not available, as the figures are not captured in this way. However, the overall Territorial Army liability as at 1 March 2007 was 42,000 which included 3,500 Officer Training Corps.A breakdown of the Territorial Army by Arm Service, officer/other ranks and gender can be found in the 1 March 2007 Army Monthly Manning Report, Section G, a copy of which is available in the Library of the House.Reliable information on Royal Navy Reserve functional categories is not held centrally and cannot be provided without incurring disproportionate cost. The following table shows the strength of the Royal Naval Reserve by unit, officer/rating and gender as at 31 March 2008. The total Royal Naval Reserve requirement as at 31 March 2008 was 2,280.

A breakdown of these new targets by gender can not be provided as liability reflects the number of soldiers/officers required for a particular arm or service directorate. Individual arms and service directorate’s liabilities may vary in the future as the establishment endorsement process continues. The overall total will, however, remain unchanged.

Historically, the number of merchant ships, including militarily useful vessels, and seafarers is monitored by the Department for Transport. Currently, for movement by sea, strategic support is provided to the Ministry of Defence (MOD) through the Private Finance Initiative Strategic Sealift Service, which comprises up to six British flagged Roll-On/Roll-Off vessels, manned by British officers and crews.Should, during a national emergency or on any other occasion, demand for sealift exceed the capacity of the Strategic Sealift Service, suitable merchant ships would be chartered from the commercial market to fulfil the requirement. Over the past five years experience has shown that there is sufficient merchant shipping available to meet the needs of the MOD.

I urge the Minister of State to look again at the mostly Regular Army-driven paper, which proposes converting TA infantry companies into little more than recruiting organisations and squaring the circle by expanding the number of full-time instructors who are non-deployable. That is not what the Territorial Army at the working level wants.

As the hon. Gentleman knows, we are looking at restructuring and the best usability and deployability of the TA and the reserves, which—as discussed earlier—is part of the original construct, post-SDR. We take into account the views of serving members of the TA, but we have to balance those views with what we believe to be right and appropriate. All views will be taken into account to ensure that we are moving forward with the right construct, the right purpose and the right numbers, if that can be achieved through progressive recruiting.

Does he further accept, in relation to the review that he mentioned in answer to a previous question, that it is essential to address the size of the establishments of the individual units, particularly in the infantry? A company of 100 men is simply not enough to develop recruits within the establishment, to send people abroad as part of the deployment, and still to have a critical mass left to do the essential training that the hon. Member for Leicester, East (Keith Vaz) mentioned earlier.

I know of the hon. Gentleman's deep interest in these matters and take on board the point that he makes. However, let me say to him that whatever size the TA arrives at, and whatever tasks it is assigned, it needs to be relevant, usable and above all fully integrated into the Army's readiness cycle. That is the view of the hon. Member for Mid-Sussex (Mr. Soames), and I concur with it.

As at 1 May 2005, the whole trained strength of the regular Army was 102,260. The trained strength of the Territorial Army is 25,900; that includes 1,430 mobilised TA and 1,080 non-regular permanent staff.

Mr. Caplin: The Government are aware and grateful for the significant commitment of the Territorial Army including their families
and employers. The TA have done a first class job in the Balkans, Afghanistan and Iraq.
We are, however, continually reviewing the long-term structure of the Territorial Army.

Mr. Brazier: To ask the Secretary of State for Defence by how much the strength of the (a) regular and (b) territorial armies have

Mr. Ingram: In June 1997 the strength of the regular army was 101,360, of which 6.7 per cent. were listed as not employable at full
combatant duties. In September this year, these figures were 101,660 and 10. 4 per cent. respectively.
In June 1997 the strength of the territorial army stood at 55, 470. The strategic defence review vision for the territorial army was
to restructure it into a more relevant, usable and integrated organisation. The current strength of the territorial army, as at 1
September 2002, stands at 38,835. This includes 400 who are currently mobilised in support of operations.

Mr. Spellar: Based on current forecasts, it will take some years for pilot numbers in the RAF to be in balance with the requirement.
