I have been asked by David Jamieson to reply to your recent Parliamentary Question about wind speeds at the M48 Severn Bridge on
Monday 3 November 2003.
The maximum recorded wind speed gusts at the times requested were:
05.00-38.44 knots
07.00-29.26 knots
09.00-22.01 knots
11.00-26.52 knots
13.00-31.06 knots
15.00-21.54 knots
As you know the Severn Bridge was closed from 05.10 on Sunday 2 November until 16.00 on Monday 3 November. Throughout this period
forecasts were consistently in excess of 30 knots. The protocol then in place required that closures should remain in place until
the gust wind speed had fallen and remained below 30 knots for 30 minutes and the forecast did not predict wind speeds increasing to
over 30 knots within the next 4 hours.
As part of the process for continual improvement of our service, our protocol was subsequently reviewed at a meeting on Friday 14
November. The protocol was amended with immediate effect so that in future the closure shall remain in place until the gust wind
speed has fallen and remains below 30 knots for 30 minutes and the forecast does not predict wind speeds increasing to over 40 knots
within the next 4 hours.

Tony McNulty has asked Stephen Hickey, Acting Chief Executive of the Highways Agency to reply to your two recent Parliamentary
Questions about traffic congestion in North Warrington, arising from ongoing works to the M6 Motorway Thelwall Viaduct, and the
expected timescale for completion of those works. Stephen is currently away on official business and I am writing on his behalf.
The Highways Agency is responsible for the operation, management, maintenance, and improvement, of the trunk road and motorway
network in England, including the M6 Thelwall Viaduct. As you may be aware, the Agency's ongoing works are to replace 140 support
bearings, following the discovery, during a routine inspection in July 2002, of a single failed support bearing on the viaduct
carrying northbound traffic. All but one lane of that particular viaduct was then closed, and traffic is now carried on this single
lane allowing access to Warrington at Junction 21, and on six reduced-width lanes on the viaduct carrying southbound traffic (three
lanes in each direction) in contraflow, with a 40mph speed limit. Detailed investigations were urgently carried out and these
revealed other failures in the bridge support bearings.
The Agency is conscious that traffic is diverting onto the local road network, including the Winwick area, as a result of the
ongoing works and is working closely with Warrington Borough Council on this issue. Data is being collected by both the Council and
the Agency to assess the impact of the traffic diversions.
Our aim is to re-open the northbound viaduct as soon as is practicable, and expect to complete the repair works by Spring 2005.
However, we are in discussions with the Contractor to identify whether an earlier completion date for the works is possible.

I have been asked by David Jamieson to reply to your recent Parliamentary Question about on-going works to the northbound bridge of
the M6 Motorway Thelwall Viaduct, in Warrington, Cheshire. As you may be aware, this matter was the subject of an Adjournment Debate
in the House on 12 May, secured by Helen Southworth MP.
The Highways Agency is responsible for the operation, management, maintenance, and improvement, of the trunk road and motorway
network in England, including the Thelwall Viaduct, which typically carries some 150,000--160,000 vehicles per day. All but one lane
of the viaduct carrying northbound traffic was closed in July 2002 following the discovery of a failed roller bearing. Detailed
investigations were urgently earned out and these revealed other failures in the bridge roller bearings. Continuing intensive
investigations found that all 136 roller bearings on the northbound viaduct should be replaced, before further traffic lanes can be
opened on that structure. As you may be aware, the Minister stated during the Adjournment Debate, that it might take until March
2005 to complete all the remedial work. The Minister also acknowledged that the cost of the remedial work is likely to be
substantial, but did not wish to say anything further on that aspect, given that the question of liability for the failed roller
bearings is likely to be decided through litigation and the courts. Notwithstanding that, he also said that funds would be made
available to the Agency to enable the remedial work to be carried out.
The current restrictions comprise three narrow lanes in each direction on the new southbound viaduct and a single lane on the
northbound viaduct, to facilitate traffic leaving the M6 at Junction 21, for Warrington. There are advance warning signs on all the
motorway approaches to the works advising of likely delays, but there is no convenient diversion route using the motorway network.
We will continue to monitor traffic patterns closely and keep under review all possible diversion routes to mitigate the effect of
the restrictions.
Laboratory testing and investigations into how the roller bearings have failed is substantially complete. These findings are being
used to inform the design process for the replacement of the bearings and associated works required to bring the structure back
fully into long-term service.
The Agency is conscious of the need to re-open the northbound viaduct as soon as is practicable, and is investigating the
possibility of phasing the work to secure the early release of additional traffic lanes on that structure.

I have been asked by David Jamieson to reply to your six recent Parliamentary Questions about ongoing works to the northbound bridge
of the M6 Motorway Thelwall Viaduct, in Cheshire.
The Highways Agency is responsible for the operation, management, maintenance, and improvement of the trunk road and motorway
network in England, including the Thelwall Viaduct, which typically carries some 150,000--160,000 vehicles per day. All but one lane
of the northbound viaduct was closed in July 2002, following the discovery of a failed roller bearing.
Detailed investigation has concluded that all 136 roller bearings on the northbound viaduct should be replaced before further
traffic lanes can be opened on the viaduct. The increased scale of the problem has led to a thorough analysis of all the issues on
the viaduct and, over the course of the next few months, this further work will enable us to establish a realistic programme for the
works.
The current restrictions comprise three narrow lanes in each direction on the new southbound viaduct and a single lane on the
northbound viaduct, to facilitate traffic leaving the M6 at Junction 21, in Warrington. There are advance warning signs on all the
motorway approaches to the works advising of likely delays, but there is no convenient diversion route using the motorway network.
Traffic could be diverted along the M62, M60, M56, and A556, but this would add around 15 miles to journey lengths, and parts of
this diversion are already at full capacity during peak periods. We will continue to monitor traffic patterns closely and keep under
review all possible diversion routes to mitigate the effect of the restrictions.
Laboratory testing and investigations into how the bearings have failed is substantially complete. These findings will be used to
inform the design process for the replacement of the bearings and associated works required to bring the structure back fully into
long-term service. A different kind of bearing has been specified to replace the failed roller bearings. We are content that these
bearings will not be susceptible to the same failure as the existing bearings, and that there is no risk of a repetition of the
problem. Our thorough maintenance inspection regime revealed the current problems and this regime will continue to monitor the
condition of this and our other bridges in future years.
We are conscious of the effects that restrictions on the viaduct are having on local businesses, and are working closely with
affected stakeholders, in particular Warrington Borough Council, to identify the scale of the impact on the local community.
Traffic- count information on both motorways and the local road network is being collected to enable the changes in driving patterns
to be quantified and appropriate mitigation measures devised.
We are currently looking at a phased re-opening of lanes on the northbound viaduct. Initially, the strategy will be to open a second
lane on the northbound viaduct at the earliest opportunity. This will enable four running lanes to be reinstated in each direction
and should significantly reduce delays for southbound traffic, which is currently restricted to three lanes.

Letter from Tim Matthews to Mr. Greg Knight, dated 4 December 2002:
I have been asked by the Minister for Transport, John Spellar, to reply to your recent Parliamentary Question about the closure of
the northbound carriageway of the M1 motorway at junction 34.
The Highways Agency is currently carrying out major strengthening of the Tinsley Viaduct which carries the M1 Motorway across the
Don Valley. The works cannot be completed without some limited carriageway closures. These take place overnight when traffic levels
are low. The northbound carriageway was closed for each night between Monday 18 and Saturday 23 November. Alternative routes had
been agreed with local authorities and were signed and publicised in advance.
The contractor has been carrying out welding work overnight and this has necessitated closures. Following work on the night of
Saturday 23 November, cracking developed in the structure which, if untreated, would have deteriorated. Work could only be carried
out with a complete closure of the road. No work could be undertaken on Sunday night because fog made it impossible to install
traffic management safely. On Monday the position, which had been kept under review, began to deteriorate further. Taking into
account the fact that delay would prolong the closure the decision was taken to close the carriageway that afternoon. This was done
and the carriageway remained closed from 4 pm on Monday to 6.45 am on Wednesday. It closed again briefly later that night to allow
clearance of the remaining traffic management.
In taking the decision the Agency took into account the severe congestion that the closure could cause in the area. Local
authorities and the Police were informed of the closure as soon as the decision was taken. They assisted with traffic management
using the Urban Traffic Control systems to adjust timings on traffic signals in the area. Local and long distance diversion routes
were put in place and the closure was publicised through press, radio and the Agency's own website and information line. The
information was updated throughout the time the carriageway was closed. Further works on the northbound carriageway will involve a
series of closures starting mid February as part of the strengthening works.
The Viaduct is expected to re-open fully to three running lanes plus hardshoulder in each direction following completion of the
strengthening contract in early 2005.

Mr. Jenkin: To ask the Secretary of State for the Environment, Transport and the Regions if he will list the (a) trunk roads that
are carried by a bridge, or which pass through a tunnel, of at least 600 m in length and (b) the dates on which such bridges and
tunnels are set to be renewed. [113114]
Mr. Hill: In England there are 33 bridges and three tunnels with a length greater than 600 m, carrying 21 different trunk roads.
This figure excludes trunk roads transferring to the Greater London Authority in July 2000 as these will be de-trunked.
All these structures have long residual lives and there are no plans for their renewal in the foreseeable future. There is an
ongoing programme of works to ensure all structures remain safe and serviceable.
The Secretary of State has made it clear that, in the context of the Transport Bill, he does not have any plans to charge on
existing structures that are not already tolled.
I have asked the Chief Executive of the Highways Agency, Mr. Peter Nutt, to write to the hon. Member with a list and place a copy in
the Library.

Letter from Peter Nutt to Mr. Bob Blizzard, dated 21 December 1999:
The Parliamentary Under Secretary of State, Keith Hill, has asked me to write in response to your recent written Parliamentary
Questions relating to the Bascule Bridge on the A12 in Lowestoft, Suffolk.
Records kept by Associated British Ports, who are the Highways Agency's maintaining agents for the Bascule Bridge, show there have
been 50 malfunctions in an estimated 24,000 operations in the last 10 years.
Associated British Ports carry out weekly inspections of the Bascule Bridge. The A12 is closed overnight on four occasions annually,
once per quarter, to allow routine maintenance work to be carried out. The annual budget for operating and maintenance for 1999/2000
is £223,250.00 inclusive of VAT.
The Bascule Bridge was a new structure, constructed in 1974 to replace a swing bridge owned and operated by the British Transport
Docks Board.

You recently asked the Secretary of State for the Environment, Transport and the Regions for information concerning weight
restrictions and monitoring of structures on the motorway and trunk road network.
There are no weight restrictions currently in force on the main carriageways of motorways and major trunk roads. However, there are
a small number of structures, primarily supporting slip roads and interchanges, which have some form of weight restriction pending
repairs or strengthening. The numbers and restrictions can vary as repairs and strengthening takes place but I am preparing an up to
date list for you.
You also ask for a list of where the Highways Agency is undertaking monitoring because of concerns about the strength of a
structure. Special monitoring of structures is being undertaken for a number of reasons on a number of bridges. This can vary from
week to week and the details are not held centrally. I am assembling the information you request and shall write to you shortly
listing those structures subject to weight restriction as well as those where special monitoring is being undertaken because of
concerns about strength.

Letter from Lawrie Haynes to Mr. Adrian Sanders, dated 16 June 1998:
The Transport Minister, Glenda Jackson has asked me to reply to your recent Parliamentary Question about the roadworks on the M5 at
Avonmouth.
The strengthening of the M5 Avonmouth Bridge to comply with new loading standards, including 40 tonne lorries, will take longer than
anticipated to complete due to the bridge being in a much worse condition than expected. Some traffic management will have to remain
in place whilst the strengthening is completed. All parties to the contract are working in a partnering arrangement with the aim of
completing the strengthening work by the end of the year 2000.
However, the actual widening of the M5 Motorway between Junctions 18 and 19 to dual four lanes, and the associated improvements to
the junctions, is expected to be completed in August this year. This will allow more than half of the existing contraflow to be
removed.

Letter from Lawrie Haynes to Mr. Bob Blizzard, dated 27 October 1997:
The Minister for Transport in London has asked me to respond to your Parliamentary Question on the possibility of using redundant
North Sea oil and gas drilling platforms in the construction of new bridges.
Most new bridges are constructed of steel, (steel) reinforced concrete, or a combination of both. The exact type of bridge is
usually dictated by cost, aesthetics, the road geometry and the loads that the bridge will have to carry. To achieve the most
effective design, the shape and strength of the various components are specifically designed and it is not often that "second hand"
components can be incorporated without significant cost. However, second-hand materials can often be used quite economically after
they have been recycled. For example, all the steel bars produced in the UK for reinforced concrete are made from recycled scrap
steel.
Crushed concrete can be used again as an aggregate for concrete but generally it is not suitable for making the high strength
concrete needed in bridges. Recycled concrete from drilling platforms is also likely to be contaminated with salt which will cause
the steel reinforcement to corrode unless special measures are taken.
It is therefore difficult to see how steel or concrete from redundant North Sea oil and gas drilling platforms could be used
economically, directly in new bridges. However, salvaged steel from North Sea platforms has already been used in temporary works and
we are continuing to carry out research into finding more ways of using recycled materials including concrete.

Letter from Lawrie Haynes to Mr. Tony Banks, dated 18 December 1996:
The Secretary of State for Transport has asked me to reply to your Parliamentary Question about how many incidents during the past
12 months involving commercial vehicles which resulted in (a) total and (b) partial closures of (i) tunnels, (ii) bridges and (iii)
motorways in England were notified to this Department; and how many prosecutions resulted.
The Highways Agency is responsible for the management and operation of the motorway and trunk road network in England. There are
occasions when the police will independently use their own powers to close a length of road because of an emergency. Where no damage
to the road or roadside equipment is involved, and their impact is not great, these are unlikely to be reported to the Highways
Agency. In view of this, I am unable to provide figures to cover all such incidents.
At the Blackwall Tunnel we have over recent years kept statistics of total closures and partial or short term (approximately 15
minutes) closures and prosecutions. In the last 12 months we have recorded 1 total closure (southbound 10/12/96), 430 partial/short
term closures and 260 prosecutions. Most of these closures relate to over-height vehicles attempting to enter the northbound tunnel.
On the rest of the trunk road network the Agency is aware of 20 total closures, and 86 partial closures involving commercial
vehicles. No prosecutions have been recorded.
