Mr. Love: To ask the Secretary of State for the Environment, Transport and the Regions what progress is being made with the Quality Mark scheme; and if he will make a statement. [151886] Mr. Raynsford: In January a number of measures were put in place to encourage builders to join the Quality Mark (QM) pilot scheme in Birmingham and Somerset. Among these were a time limited discount on the joining fee, joint working with several leading trade associations and commercial organisations, to develop ways of helping their members and sub-contractors achieve the QM standard and easier ways of obtaining the mandatory warranty cover. I am pleased to say these efforts are now beginning to pay off and the number of companies in the two pilot areas now wishing to join the QM has increased from around 40 to over 275. I expect more companies to apply to join the QM in the weeks and months ahead. Most of these companies should complete the assessment process and attain the QM in the next two-three months. As a result of this, I am able to announce today that subject to satisfactory progress with the assessment process, we shall move to the second stage of the pilot programme by opening the QM to consumers on 22 May. The launch will involve the unveiling of the QM logo and involve a major public information campaign in the pilot areas, co-ordinated with our partners, to alert the public to the QM and the benefits of using QM builders. They will be able to find the names of QM builders and tradesmen through a national call centre of via the Internet. Householders in the two pilot areas of Birmingham and Somerset will then be able, through this government- backed scheme, be able to find a reputable builder to do a good job for a fair price. By using a QM builder they will have the comfort of knowing that the company has been subject to a rigorous and independent inspection, including an on-site inspection of their work, will work to a QM code of good practice and give a free six-year warranty on their work. The opening of the QM scheme to the public in this way is a major step forward in the fight against disreputable builders and fulfils a major commitment by this Government to introduce measures to empower consumers and promote reputable companies. After six months there will be a review of how well the scheme has worked to see what lessons can be learned. This will involve all aspects of the scheme, including how easy it is for the public to locate a QM builder. Following further consultation with QM builders, our partners, the industry and consumers a decision will then be made about whether any modifications need to be made to the scheme and how to extend it to the rest of the country. Consumers in this country have for too long been at the mercy of disreputable builders and tradesmen. But there are many reputable builders willing and able to do a good job for a fair price. The QM pilot scheme is a first step towards a national scheme to link consumers and reputable builders. I hope that more builders will recognise the benefits of the QM and apply to join now.

Mr. Paul Marsden: To ask the Secretary of State for the Environment, Transport and the Regions what measures are (a) in place and (b) planned to reduce the international trade in animals caught in the wild. [151138] Mr. Robert Ainsworth: The United Kingdom is a Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which is implemented within the EU by Council Regulation (EC) No. 338/97 and Commission Regulation (EC) No. 939/97. These Regulations are enforced in the UK by the Customs and Excise Management Act 1979 and the Control of Trade in Endangered Species (Enforcement) Regulations 1997 (S. I. No. 1372). The Regulations currently protect over 30,000 species of animals and plants, and trade is permitted only where we are satisfied that this will not be detrimental to the wild populations of the species concerned. Traders are also encouraged to make use of captive bred sources of animals, and artificially propagated sources of plants, where these can be shown to be produced in a sustainable manner. The United Kingdom plays an active role within CITES. We are currently taking forward several initiatives aimed at reducing illegal trade in endangered species. These include publicity campaigns aimed at tourists and traditional medicine users and practitioners, and advising them of the constraints on buying wildlife souvenirs and on using endangered species in medicines. The Partnership for Action Against Wildlife Crime, a coalition of DETR, HM Customs and Excise, police and interested NGOs, has also been set up to address illegal trade in the UK. On the international front we are providing financial and practical support for a number of initiatives, including a CITES working group addressing unsustainable trade in bushmeat (mainly primates but also other endangered species) and a Tiger Enforcement Task Force which aims to provide all CITES Parties with technical advice and intelligence support on illegal trade in tigers and tiger products.

Sir Paul Beresford: To ask the Secretary of State for the Environment, Transport and the Regions how many people have been prosecuted in respect of a failure to uphold international obligations on the protection of endangered species in each of the last five years. [147712] Mr. Robert Ainsworth: Endangered species are protected under the provisions of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This convention is implemented throughout the European Union under EC regulations and enforced in the UK under the Customs and Excise Management Act 1979 and the Control of Trade in Endangered Species (Enforcement) Regulations 1997 (COTES). There is no central record of prosecutions or convictions for offences under the COTES regulations. [144337] Mr. Mullin: The Government's prime interest is to ensure that any reorganisation in the water industry will bring direct and long-lasting benefits to customers, and that companies can continue to comply with their environmental and public health obligations, including the protection of drinking water quality. The Director General of Water Services issued a consultation paper on the issues raised by Glas Cymru's proposals on 10 November 2000. The paper states that Dwr Cymru must remain capable of meeting all its statutory and licence obligations, including its responsibility for drinking water quality and environmental standards. The consultation period closed on 18 December 2000. The First Minister of the National Assembly for Wales has set out his views on the proposals in a response to the director general. I understand that the director intends to make a statement on the outcome of this consultation shortly. As explained in the consultation paper that accompanied the draft Water Bill, the Government will continue to work with the industry regulators and all other interested parties so that any further restructuring proposals brought forward by the industry have been fully examined to ensure that customer interests, drinking water quality and the environment are fully protected and that the long-term implications for the future of the industry have been fully addressed. My right hon. Friend the Minister for the Environment met the director general on 29 November and discussed, among other issues, water industry restructuring. We are still examining the options for extending competition in the water industry, taking into account recent developments such as restructuring proposals. As soon as we are in a position to do so we will make a statement of our conclusions.
