To ask the Secretary of State for Transport, what recent assessment he has made of the potential impact of chicane barriers on the accessibility of (a) footpaths and (b) cycle routes.
The impact of chicane barriers on the accessibility of footpaths and cycle routes was assessed as part of updating Cycle Infrastructure Design Guidance in 2020 and Inclusive Mobility Guidance in 2021. These documents set out good practice on the design of access barriers. Active Travel England’s design toolkits include specific tests on the acceptability of barriers on new or upgraded routes.

Great British Railways Transition Team (GBRTT) are currently working with a specialist property agent to identify a suitable location to house GBR’s HQ. GBRTT have collaborated closely with Derby-based partners including the City Council to create a shared vision for the HQ which includes creating value for customers and supporting local communities in and around the city. On 15 April, GBRTT opened its second office in Derby to host innovation, collaboration, and engagement sessions with partners in the rail industry. The office will serve to establish a footprint in Derby before the launch of GBR.

To ask the Secretary of State for Transport, what recent assessment his Department has made of the value for money it has achieved by investing in (a) all active travel schemes and (b) cycling schemes.
Value for money is one of several factors the Department considers when evaluating the effect of its investments. Investment in active travel schemes typically delivers high value for money.
Increased rates of active travel can deliver mental and physical health benefits, improvements to the quality of journeys made, and benefits associated with mode shift from motor vehicles, such as improved air quality and reduced congestion. Investment in active travel schemes also supports the government’s decarbonisation strategy by increasing the number of trips made using carbon neutral modes.
The average benefit-cost ratio, weighted by scheme cost, for Active Travel Fund 4 estimated that for every £1 of investment in active travel infrastructure schemes, there would be a return £2.40 of economic, social, and environmental benefits.
Behaviour change interventions funded by the Department have been estimated by our delivery partners to have a benefit cost ratio of 2.5 in 2021/22 for the Big Bike Revival and 5.5 in 2022/23 for Walk to School Outreach programmes.

The Department projects that around £3 billion will be invested in active travel over the five years to 2025, from a wide range of different funding streams, more than any previous Government has invested. The Government’s most recent assessment of progress towards meeting its active travel goals was set out in the Cycling and Walking Investment Strategy report to Parliament in July 2022, a copy of which is available in the House Libraries. The Department will provide an updated assessment in its next report to Parliament in due course.

We will announce the chosen location for the Great British Railways Headquarters (GBR HQ) before Easter. A number of factors are being considered, including the result of the public vote. The number of votes cast for each location will be made public when we announce the winner.
Small modular reactors are a hugely important part of our future energy mix. This Conservative Government realised that when they awarded Rolls-Royce’s nuclear section, based in my constituency, a grant of £210 million for development, but there is still no clarity or plan for moving from development to deployment. Will the Prime Minister come with me to meet Rolls-Royce to discuss how to move things forward and ensure that the UK benefits from this exciting opportunity?

My hon. Friend makes an excellent point. I am delighted that the Government awarded £210 million to Rolls-Royce SMR last year for research and development. This has the potential to benefit the UK and to support our energy security and climate goals. I look forward to getting updates and to working with my hon. Friend to see this fantastic new technology come to life.

To ask the Secretary of State for Transport, whether the Government provides financial support for the maintenance of the roads surrounding the Cluster Houses World Heritage Site in Belper.
During the period 2022/23 to 2024/25 the Government is providing over £23.6 million to Derbyshire County Council towards the maintenance of the local public road network in their area including Belper. It is up to Derbyshire how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. The Department encourages good practice in highway maintenance through channels such as the Well Managed Highway Infrastructure Code of Practice produced by the UK Roads Leadership Group (UKRLG).

We have had six excellent shortlisted bids, one of which of course is Derby. The Government remain committed to reform of the railways. We will be looking at all the options, and that includes looking at bringing forward legislation to make this happen and revealing the winning bid at that time.

The formation of Great British Railways is still in its early stages. The location of its headquarters will be considered in due course.
The Minister will be aware of the central role that Derby has played in the history of British rail transport. Derby has also invested in the future of the industry, with local businesses helping to develop the UK’s first hydrogen trains. Does he agree that that combination of pedigree and potential would make Derby an excellent location for the new headquarters of Great British Railways?

My hon. Friend knows my affection for Derby, which I represented for 10 years in the European Parliament. She is right that Derby has played an important role in the history of rail in this country. I have heard her sales pitch this time and previous times loud and clear, but I have to say that the location of GBR’s headquarters will be considered in due course.

The traffic light system categorises countries based on risk to protect public health and the vaccine rollout from variants of COVID-19. The Joint Biosecurity Centre (JBC) produces risk assessments of countries and territories. Decisions on Red, Amber or Green List assignment and associated border measures are taken by Ministers, who take into account the JBC risk assessments, alongside wider public health factors. Key factors in the JBC risk assessment of each country include:
- genomic surveillance capability
- COVID-19 transmission risk
- Variant of Concern transmission risk
A summary of the JBC methodology is published on gov.uk, alongside key data that supports Ministers' decisions.
Current risk assessment status of all countries are reflected in the traffic light system. Countries are categorized according to their the level of risk with Green indicating low-risk, Amber indicating medium-risk and Red indicating high-risk.

There are a number of factors to be considered, including Joint Committee on Vaccination and Immunisation’s view on the participation of children in the vaccine programme, as well as consideration for travellers who are exempt from vaccination, such as those who are unable to be vaccinated for medical reasons or those on clinical trials. The recognition of vaccine status at ports and airports is currently available for UK citizens through the NHS app or an accessible letter, but it is currently less easy to prove for someone from overseas visiting the UK. The government is keen to work constructively with international partners to reopen travel in a sustainable way for travellers and industry.
Further detail will be set out next month including the rules which will apply to children, vaccine clinical trial volunteers and those unable to be vaccinated, how we will operationalise this approach at the border, and the dates on which any changes will come into effect.

All arrivals into the country, irrespective of vaccination status, must follow the same testing and isolation requirements as per the traffic light system. We are considering evidence and policy options relating to the role of vaccinations in facilitating more seamless inbound travel where it is safe and fair to do so, and will set out our position in due course.

The UK government has introduced a traffic light system to support the safe restart of international travel. Decisions on red, amber and green list countries are taken by ministers informed by risk assessments provided by the Joint Biosecurity Centre alongside wider public health factors. This includes international transport hubs.
Passengers must follow the applicable requirements for the highest risk country or territory that they have been in or passed through in the previous 10 days. This includes transit stops. Passengers are also required to record the countries and territories they have transited through on their Passenger Locator Form.
Duffield railway station in my constituency is expected to become busier during the next few years, as work on improvements to the A38 will make driving from Duffield to Derby very difficult. I am concerned that the platforms are not accessible for mothers with children in pushchairs, the elderly and the disabled, as the steps are steep and narrow and there are no lifts. Will the Secretary of State inform me of what plans there are to improve accessibility at Duffield railway station in the immediate future, because work on the A38 is starting very soon?

I am delighted that we are upgrading the A38. I know that my hon. Friend is a regular user of Duffield railway station. She will be pleased to know that there will most likely be further rounds of the Access for All funding, which has done so much to improve access to railway stations throughout the country. My Department is at the forefront of delivering plans and detail for the national infrastructure strategy, and we are using Project Speed initiatives and my acceleration unit in the delivery of infrastructure.

In my constituency, the Derwent Valley Trust is trying to create a traffic-free cycleway along the beautiful Derwent valley, increasing tourism and enabling people to cycle to work safely. Will the Minister join me in commending their efforts and consider visiting the site with me to see the work that has been completed so far and how he can help to fund its continuation?

I commend the efforts of the Derwent Valley Trust and encourage it to work in partnership with Derbyshire County Council through the local cycling and walking infrastructure plan. As my hon. Friend knows well, Derbyshire has received more than £1.6 million in tranche two of the active travel fund, and decisions for the allocation of that are made locally, but I would be more than happy to meet her. I know that neck of the woods very well, and I know that her husband is a keen MAMIL—middle-aged man in Lycra—who uses the cycleways around there. I suppose I could don a bit of Lycra and join him and her on a ride.
