The statutory Biodiversity Net Gain (BNG) metric is a Government‑owned tool and is currently only available to users in spreadsheet format. The existing tool has well‑recognised issues relating to accessibility, usability, and data integrity, which the Government's digitisation project will address. Contract C24064 is for Application Development Services and provides digital specialist support and programme delivery capability. The Discovery phase of the BNG metric digitisation project explored a wide range of user needs and potential options and does not represent a delivery commitment. Discovery reports are not routinely published but can be made available on request. Defra first became aware of written representations from private sector companies alleging procedural irregularities in the BNG metric digitisation procurement on 4 March 2026. Checks were undertaken to make sure the work is following due process. User research activities conducted during the Discovery phase were reviewed and found to be compliant with Government standards for research, and therefore further advice has not been sought. We are keen to work with private sector BNG technology providers to ensure digitisation of the BNG metric is a success.

The Border Target Operating model (BTOM) was developed following extensive engagement with businesses (including the logistics sector) across the UK, points of entry, enforcement agencies and with the Scottish and Welsh Governments.
Defra continues to have regular engagement with border stakeholders including the logistics sector, to discuss operational aspects of the BTOM implementation.

To ask His Majesty's Government what progress they have made in developing an app to update drivers on which of their consignments has been selected for a physical check under the Border Target Operating Model.
HM Revenue & Customs provides drivers with the Inspection Location Service, which allows drivers access to identify whether their consignments have been selected for an inspection. The portal is linked to the Goods Movement Vehicle Service (GMVS) whereby a driver can enter their Goods Movement Reference, and they will be shown the inspection status for their consignment. If the driver does not use GMVS, Imports of Products, Animals, Food and Feed System (IPAFFS) will provide an initial risk assessment telling the importer/agent if their consignment needs SPS checks when they submit their import notification. If the consignment does need checks, the importer/agent and haulier will also receive a text and email message two hours before the driver’s estimated time of arrival in GB. The message will conform what the driver needs to do. Additionally, the notifier can check their IPAFFS dashboard for updates on whether their consignment will be checked.

To ask Her Majesty's Government what steps they are taking to ensure the effectiveness of the fishing catch recording service.
Fisheries is a devolved matter and the information provided therefore relates to England only. Defra works closely with the Marine Management Organisation (MMO) who manage the fishing catch recording service widely known as the ‘Catch App’. The Catch App is used to gather catch information for under 10m fishing vessels which make up approximately 80% of the English fleet.
At present, Catch App compliance by fishermen is at its highest level since its introduction and now sits at 89% across England. Building on this high level of compliance, the Government is now working on three key steps to ensure the effectiveness of the Catch App. These are “review, engage and enforce”.
Firstly, the MMO reviews the implementation of the Catch App through direct feedback from fishermen and via Marine Officers who engage in dockside visits with fishermen. The MMO uses these inputs to inform on any improvements required to the app functionality in order to increase the benefit to fishermen.
Secondly, the MMO engages with fishermen to familiarise themselves with the way the Catch App works, increase their ability to enter accurate data, comply with the requirements and use the functionality of the app for their own benefit.
Thirdly, in 2022 after over two years of review and engagement, the MMO has moved to a phase of enforcing the licence condition requiring fishermen to use the Catch App to ensure that fishermen submit records for each trip.
The Catch App ensures the MMO has a more comprehensive picture of catches from English waters than ever before. This data informs fisheries management, improves traceability, and helps inform decisions on marine developments where previously the inshore fleet did not have data to support their views.
