My constituents, like those of others, benefit from a mixed market in child care provision, which includes state, private, voluntary and independent providers. Will the Minister therefore not show some shame for the way his and the Government’s policies have plunged a third of providers into the red and left parents, other providers and the sector as a whole in a great state of uncertainty?

It is lovely to see the hon. Gentleman back from the break as well. In 1997, something like £1 billion a year was provided for child care; now the figure is £4 billion; and 470,000 families now get direct child care support through the tax credits system, at an average of about £68 a week. The long-term viability of nurseries and child care provision has been enhanced as a result of legislative strengthening by this Government, as well as increased and unprecedented resources. I would have thought that the hon. Gentleman and his constituents would thank the Government for that.

With your permission, Mr. Speaker, I shall answer question 1 with question 5.
We monitor the child care market, including the sustainability of provision, on an ongoing basis through regular surveys, and feedback from local authorities, Government offices and partner organisations. Local authorities have substantial Government revenue and capital funding to help to ensure that providers in their areas remain sustainable while continuing to give children the best start in life and provide invaluable support to their parents.

The Government do not have specific funding arrangements for pupils attending service schools. We allocate revenue funding to local authorities via the dedicated schools grant according to the number of pupils they have on roll at the spring school census. It is then for the local authority to apply their local funding formula, which will have been approved by the Schools Forum, to allocate funding to the schools in their area and it is for the authority to ensure that their formula takes account of the individual needs and pressures of their schools.We are currently undertaking a review of the formula for distributing dedicated schools grant. The aim is to develop a funding system that supports schools and local authorities to raise the educational achievement of all pupils and to narrow the gap in educational achievement between all children, including those from low income and disadvantaged backgrounds. As part of this work we will be looking at the issues for particular groups of pupils, including service children. We will consult fully on proposals before taking final decisions.

[holding answer 6 October 2008]: The guidance was issued on 19 September. It reflected the responses to the consultation. This means that those involved in these later waves of Building Schools for the Future will benefit from the experience of those involved in the earlier waves, such as local authorities, schools, diocesan bodies and private sector bodies engaged in construction finance and design. In line with Government guidelines, we have now issued a summary of the consultation responses.We received 145 responses, of which 67 were from local authorities (46 per cent.), 21 from schools, 16 from representative organisations, five from diocesan bodies, nine from the private sector in construction finance and design, and 27 other—which include further private sector consultants. 55 (38 per cent.) of the responses were from bodies involved in waves 1 to 6 of Building Schools for the Future, and 90 not.The guidance issued in the light of the responses asks for responses by 30 November 2008. When the Department has received the responses, we will prioritise projects in the way that the guidance specifies. We aim to announce the new national programme in early 2009, which will provide authorities with an indication on when they can expect to join the programme.
