The hon. Gentleman will know that no changes are going to take place any time soon in any of the arrangements with the European Union. We have made a decision that we are going to leave the European Union, but there will be a lengthy process of negotiation to establish exactly what new arrangements will be put in place. However, he is right that one of the chief sources of concern in our communities is the free movement of people, and I am sure he is also right that in his constituency, as in my own, that will have been a motive for many people to vote. That does not alter the fact that whether we are inside the single market or not, whether we have free movement of people or not, investment in the skills of our own people so that British people can get the best British jobs is what we need.

Apprenticeships provide high quality training to ensure full competence in an occupation, increasing the apprentice’s employment prospects.
Latest data show that around 90% of apprentices are employed on completion of their apprenticeship training, 71% with the same employer.
The value that apprenticeships add is also clear in the increased earnings potential of former apprentices. The lifetime benefits associated with the acquisition of apprenticeships at Level 3 are very significant, standing at between £77,000 and £117,000[1]. Higher apprentices could earn £150,000 more on average over their lifetime compared to those with L3 vocational qualifications[2].

The provision of services at post offices is the operational responsibility of the Post Office. Post Office offers a Retail (consumer) Bank Account direct to its own customers and, like any other business, can only offer services which are commercially sustainable for the business. The Post Office does not offer a Business (SME) type Bank Account direct to small businesses.
In addition to its own consumer financial services, the Post Office has offered access to ‘basic bank branch’ services for business and personal banking customers of almost all high street banks for a number of years. The banks charge their customers at the applicable rate agreed in their customer terms and conditions. The Post Office provides the services free to the customer at the counter, based on a series of commercial agreements with the banks. These agreements have recently been reviewed and discussed as part of the industry response to the Government sponsored ‘Access to Banking Protocol’ from March 2015.
The Post Office believes that personal and business customers of all banks would benefit from being able to continue to access existing basic banking services at Post Office branches, making sure that all communities can access banking services locally.

Broadly, the green and low carbon area consists of goods and services designed for the protection of the environment; the production of renewable energy and the reduction of carbon emissions (either in the production of the relevant goods or services or in the use of the relevant goods or services).
There is no internationally agreed definition of green or low carbon, however the government has previously collected and published information on the size of low carbon and environmental goods and services sectors in the UK and is currently considering ways in which our understanding of this area can be improved, including discussing the role that ONS can play.

On Monday the Government announced substantial changes in the ECO energy efficiency scheme, including significant scaling back of the component that insulates solid walls. Most of the large-scale local authority and social landlord energy efficiency schemes depend on that component, and there will obviously be a correspondingly negative impact on the insulation industry. What discussions is the Department having with the industry about the likely number of job losses, and what are they doing to mitigate it?

I do not recognise the impact that the hon. Gentleman suggests. The energy company obligation scheme is being extended over a further two years, until 2015, and it is being focused better on those households that need it most.
