[R] [115960] Ms Jowell: [holding answer 23 March 2000]: Responsibility for the subject of the question has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Mark Oaten, dated 27 March 2000: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your question regarding Employment Service staff declaring interests in companies providing equipment for the blind. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. Exceptionally, Employment Service staff may, through the Access to Work programme, purchase equipment for disabled people to use in their job. In most cases, employers actually buy the equipment and claim the costs from the Employment Service. In these cases, Employment Service staff may advise the employer on likely sources of supply, especially where equipment is specialised or there are only a few suppliers. Employment Service staff who procure goods have to follow Treasury approved purchasing guidelines. These guidelines require that anyone with a personal interest in a purchase must report the fact to a senior manager. A decision is then made on whether the procurement should be passed to another member of staff who has no personal interest in the outcome. I hope this is helpful.

I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. David Maclean, dated 18 March 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question about how many extra staff have been taken on by the Employment Service to administer the New Deal and at what cost; and how many of those were taken under the New Deal scheme itself. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. Currently, there are some 3,500 Personal Advisers in the Employment Service working on the New Deals for young and older unemployed people, for Lone Parents and for people with disabilities, the great majority of whom have been recruited from within the Service. In addition many other staff are involved to some degree as part of their normal jobs in the support or management of New Deal programmes. Over the past year total staffing in the Employment Service has risen from around 34,000 to 36,000 reflecting the increasing demands on the Service as a whole, having reduced from a peak of over 50,000 in 1993-94. As part of the overall increase in staffing over the past year, the Employment Service has so far recruited 289 young people through the New Deal, of whom a number are involved in New Deal support functions. Letter from Leigh Lewis to Mr. Geraint Davies, dated 19 January 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply direct to your question regarding the number of Jobcentres that are fully accessible for the disabled; and what percentage have the equipment and trained staff to offer a gateway interview to disabled people. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. It may be helpful if I explain that for the last three years the Employment Service has carried out an annual audit of progress on its planned programme of works to improve the accessibility of Jobcentres to people with disabilities. This is to ensure that we comply with the requirements of the Disability Discrimination Act within the timescales set. The audit indicates whether our buildings have wheelchair access, loop hearing aid facilities and disabled toilets. The latest audit results showed that from a total of 1180 premises, 93% have wheelchair access for clients. The remaining offices offer alternative arrangements to clients with special needs--either arranging interviews at a nearby office with disabled access or by visiting the clients in their homes. In addition, 64% of Jobcentres have toilet facilities for disabled people and 72% have loop hearing facilities. We expect these proportions to increase to 66 and 90% respectively by April 1999 as part of our planned improvement programme. With regard to the percentage of offices which have staff trained to offer New Deal gateway interviews to disabled people, I can confirm that we are normally able to provide such a service in all of our offices. I am afraid that we do not hold information centrally on the number of people who seek Access to Work support in the first six weeks of employment broken down by disability. However, recent research carried out for the Employment Service in 1997 has provided an analysis by disability of people applying for Access to Work support. The results are set out in the attached table. It is based on a sample of 492 Access to Work applicants who applied for support between 1 February and 31 May 1997. I am sorry that I cannot be more helpful. Letter from Leigh Lewis to Mr. Mike Hancock, dated 18 May 1998: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply direct to your question concerning how much money has been allocated to staffing in the Portsmouth District of the Employment Service to cover the implementation and future costs of (a) the New Deal and (b) the Jobseeker's Allowance. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. Funding for the New Deal essentially follows the client with entitlement to funding for staffing, staff expenses and programme costs being based on the actual numbers entering the different stages of the programme. However, assumptions have been made as to the likely uptake of New Deal places and the resulting entitlement to funds. The Portsmouth District is covered by two delivery units for New Deal. For the Isle of Wight unit an allocation of £123,200 has been identified for 1998/9 and for the remainder, known as Portsmouth/South East Hampshire, an allocation of £315,700 has been identified for the year. These figures include small amounts for expenditure, outside of salary costs, to cover directly related expenses, such as staff travel costs. For its other activities, the Portsmouth District of the Employment Service has been allocated £3.27m for 1998/9 salary costs, based on an allocation of 203.1 staff units. [26164] Mr. Alan Howarth: Responsibility for the subject of the question has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Jim Fitzpatrick, dated February 1998: The Secretary of State has asked me to reply to your question relating to the number of Jobseeker's Allowance claimants who restrict their availability for work because of ill-health or disability and how many of these are over age 50. This is something which falls within the responsibilities delegated to me as Employment Service Chief Executive. Jobseeker's Allowance Regulations allow people with physical and mental health problems to restrict their availability, providing the restrictions are reasonable in the light of their condition. Jobseekers agree any restrictions with advisers when they draw up their Jobseeker's Agreement when they first claim Jobseeker's Allowance. Unfortunately, I am unable to provide the precise information you require. We do not hold information about how many jobseekers there are who place restrictions on ill-health or disability and are over 50 years of age. Statistics are available on the number of claims referred to and decisions made by the adjudication authorities where there is a doubt on availability because an unreasonable restriction has been identified. These can be found within the Analysis of Adjudication Officers Decisions, a copy of which is retained within the House of Commons Library. I hope this is helpful.
