The UK is a leading donor supporting the Government of Ethiopia to integrate nutrition into health programmes in Ethiopia.
Under the Accelerating Reduction of Undernutrition in Ethiopia programme (£49m, 2013-2018), we supported the transition of service delivery for nutrition screening, Vitamin A supplementation and deworming from resource-intensive donor-financed campaign-based delivery, into fully government funded routine service delivery in the four regions with the highest rates of stunting in Ethiopia.
DFID continues to support the Government of Ethiopia in delivering nutrition programmes as part of routine heath service delivery. Currently the Sustaining and Accelerating Primary Health in Ethiopia programme (£250m,2015-2020) is supporting the first 1000+ days nutrition initiative, the provision of micronutrient supplies and implementation of the Seqota declaration. This aims to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture in the worst affected parts of the country. Our Building Resilience in Ethiopia Programme (£262m, 2017-2022) is also working to respond to nutrition emergencies, reducing reliance on parallel humanitarian response.

In a statement by the former Minister for Africa, we welcomed the Eritrea/Ethiopia peace agreement, signed on 9 July 2018. At the UN Human Rights Council on 12 July the UK reiterated its strong support for the peace deal and remains hopeful that it will contribute to stability and prosperity in the two countries. We welcome the visit of Prime Minister Abiy to Eritrea on 18-19 July and the re-commitment of both sides to further progress in their bilateral relationship.

We are aware of reports that the border between Eritrea and Ethiopia remains closed and are concerned of the impact this has on the Joint Declaration of Peace and Friendship deal between Eritrea and Ethiopia that was signed last year. We urge the two countries to ensure the agreement is fully implemented in order to bring stability and prosperity to their countries and the Horn of Africa region. We welcome the visit of Prime Minister Abiy to Eritrea on 18-19 July and both sides re-commitment towards this.

We continue to engage with Eritrea and Ethiopia as well as our regional and international partners to facilitate further progress of the peace deal they signed, including by seeking to identify practical ways to support improved ties and trade. We are encouraged that the Prime Minister of Ethiopia met with the Eritrean Prime Minister on 18 July in Asmara on the anniversary of the resumption of flights between the two countries. We remain hopeful that this will lead to further progress in implementation of their peace agreement.
Over the weekend, the chief of the general staff of the Ethiopian army, the president of the Amhara region, and several
other high-ranking Ethiopian citizens were murdered. Will my right hon. Friend join me in sending condolences to the people of Ethiopia and to its excellent Prime Minister, Abiy Ahmed? He is trying to secure reform in that great country, but clearly there are those who are trying to oppose him.
Over the weekend, the chief of the general staff of the Ethiopian army, the president of the Amhara region, and several

We are aware of concerns raised about the impacts of development projects on the Omo people in southern Ethiopia. The UK makes regular assessments of the development context in Ethiopia. We are currently funding research which considers the impact of development on income inequality, conflict, and the environment in South Omo. The research is currently being finalised.

The Government is concerned about the violence and resultant displacement of people in a number of regions of Ethiopia. We are further concerned by the conditions of recent returns. Conflict and displacement present a real risk to the welcome reforms that Prime Minister Abiy Ahmed continues to institute.
I raised our concerns and offered assistance in my visits of October 2018 and March 2019. Our Ambassador and senior official have raised concerns with the Deputy Prime Minister and the Minister of Peace. DFID is currently supporting humanitarian agencies to respond to the needs of IDPs and host communities affected by this crisis, including through support to Ethiopia's humanitarian fund.

As the Prime Minister set out during her visit to Africa last Summerthe Government is committed to advancing our trade relationship with Africa. My Hon. Friend for Stafford, appointed as the Prime Minister’s Trade Envoy to Ethiopia in 2016, has taken steps to develop a strong bilateral trading relationship. DIT has set up the Africa Trade Services Unit to act as the single point of contact for UK companies exporting to Africa. The Unit responds to all Africa trade enquiries, including those related to Ethiopia to improve companies’ trading capabilities and promote trade.
The Taxation (Cross-Border Trade) Act 2018 enables the UK to put in place a trade preferences scheme for developing countries that maintains duty-free, quota-free access to Least Developed Countries, including Ethiopia.

The Secretary of State is very concerned about the situation of Internally Displaced People in Ethiopia including Gedeo and West Guji, and of reports of involuntary returns. Our Ambassador and senior DFID officials have raised this with the Deputy Prime Minister and Minister of Peace, that all IDP returns must be voluntary, safe and sustainable. The UK is currently supporting humanitarian agencies in Ethiopia to respond to the needs of IDPs and host communities affected by this crisis.

The 2019/2020 budget for DFID Ethiopia is £292 million. This will support the delivery of essential health, education, climate resilient, water and sanitation, and humanitarian services, as well as support Ethiopia to become a more prosperous, climate resilient and stable nation that can graduate from aid in the future.

The British Council’s Social Enterprise Leadership programme in Ethiopia, delivered in partnership with UK experts, has trained 40 social enterprises to develop 38 master-trainers capable of cascading training to other social enterprises. For example, one intermediary organisation has in turn provided training to over 300 community leaders, has established a forum and is conducting research to support the craft industry.
The establishment of the new trade association for social enterprises in Ethiopia is directly attributed to UK inspiration, taking lessons from Social Enterprise UK. UK sector expertise has been deployed to support policy training for policy makers, sharing best practice including UK Government initiatives such as the Social Value Act. The implementation of the British Council’s Business Investment Readiness (BIR) programme aims to strengthen 60 social enterprises in Ethiopia, providing support to enhance and scale the impact of their work. BIR facilitates collaboration between a social enterprise and social investment intermediary organisations in the UK.
The 2019 Social Enterprise World Forum (SEWF) will provide multiple opportunities to showcase to global policy-makers, academic, international development actors and corporates how the UK has supported Ethiopia’s growing social enterprise movement. Officials from the British Council and DCMS attended the SEWF in Edinburgh last year and will review attendance with ministers in due course.
