The Government is committed to improving the response to victims of domestic abuse through the provisions set out in our draft Domestic Abuse Bill and consultation response.
We are carefully considering the recommendations from the Joint Committee on the draft Domestic Abuse Bill about improving access to public services for victims of domestic abuse and their children and will be responding to the Committee’s report in due course.
We want to improve the provision of mental health services to ensure that they are available to anyone in need of such services, including domestic abuse victims. We have therefore committed to investing at least an additional £2.3bn per year in mental health services by 2023/24
On 17 June the Prime Minister announced a wide-ranging package of measures to strengthen the response to mental health, including training for all new teachers on how to spot the signs of mental health issues, additional funding to support local authorities to deliver local suicide prevention plans and updated professional standards for social workers across England to increase their knowledge and skills when helping those with mental health issues.

This Government is committed to tackling domestic abuse against all women, regardless of their background or nationality and that is why we published a draft Domestic Abuse Bill. This draft Bill is currently undergoing scrutiny by a Joint Parliamentary Committee.
For victims of domestic abuse who are married, or are partners of, British or settled sponsors, there is the option of applying for immediate crisis support under the Destitute Domestic Violence Concession (DDVC).
In the Government’s response to its consultation on Domestic Abuse we committed to a number of further non-legislative measures in respect of migrant victims of domestic abuse. This included a commitment to consider widening the cohort of individuals eligible under the DDVC. The Government is committed to supporting all victims of domestic abuse and continues to engage with victims, survivors and the sector on this issue.
On 8 March 2018 the Government published the consultation, Transforming the Response to Domestic Abuse, setting out our proposed approach to tackling domestic abuse. The consultation received over 3200 responses from a range of sources including, victims and survivors, support organisations and research experts. The knowledge and expertise extracted from the consultation have informed the measures included in the draft Domestic Abuse Bill and package of non-legislative initiatives.
On 15 May 2019, I, together with the Minister for Immigration (Caroline Nokes), the Minister of State for Equalities (Baroness Williams of Trafford) and the Parliamentary Under Secretary of State at the Ministry of Justice (Edward Argar) co-hosted a Round Table on migrant women affected by domestic abuse. Representatives from the sector were invited to discuss the issues facing migrant women affected by domestic abuse and the opportunities to tackle these issues.
The Home Secretary and I are committed to continue this engagement with domestic abuse survivors and representatives from the sector, to ensure the Bill and supporting programme of work is effective and achieves our aim to transform the Government’s response to domestic abuse.

Discussions are ongoing between the Home Office, Ministry of Justice and the Department of Justice in relation to the application of the landmark Domestic Abuse Bill to Northern Ireland. Details will be announced in due course.
The Department of Justice in Northern Ireland is progressing a range of work in relation to on pre-existing policy decisions on domestic violence and abuse, in conjunction with its statutory, voluntary and community sector partners. including a domestic abuse offence; domestic homicide reviews, a domestic violence and abuse disclosure scheme; a streamlined advocacy support service; behavioural change programmes for those demonstrating concerning behaviours and an advertising campaign to raise awareness of domestic abuse and the availability of the disclosure scheme. These key policy areas were set out in the seven year ‘Stopping Domestic and Sexual Violence and Abuse’ strategy published by Northern Ireland Ministers in 2016.

To ask the Secretary of State for Northern Ireland, what discussions she has had with the Department of Justice in Northern Ireland on the Domestic Abuse bill.
Under the terms of the EFEF Act, the Department of Justice in Northern Ireland has been able to continue work in line with pre-existing policy decisions on Domestic Abuse, in the absence of a functioning Assembly. Officials are liaising closely with the Home Office and Ministry of Justice to discuss a new Domestic Abuse Offence in Northern Ireland. The NIO is liaising with all departments so that the Secretary of State for Northern Ireland and I can be kept up to date with progress.
