I share my hon. Friend’s admiration for the Europa School. It teaches the European baccalaureate, which is of a very high standard. The continuation of that qualification will depend on discussions with the European Schools system after the UK leaves the European Union.

We recently published our strategy for tackling loneliness. This set out a raft of cross-government measures to take the first steps in tackling loneliness and takes forward recommendations from the Jo Cox Commission.
DCMS specifically is providing up to £1.8million to increase the number of community spaces available. This follows the announcement this summer of more than £20million of new funding for projects that bring people and communities together.
With the Office of National Statistics, the department has developed the ‘loneliness measure’ (to enable consistent analysis and build the evidence base), and will be piloting better use of open data around facilities and accessibility with local government. The department is launching an awareness campaign and including loneliness in internet safety.

Christ Church Oxford is unique. The Dean of Christ Church is not subject to the same terms of service as deans of other cathedrals within the Church of England. The terms of service of the dean and the residentiary canons of the cathedral are set out in the Statues of Christ Church.

The institution of Christ Church was founded as both a cathedral of the Diocese of Oxford and as a college of the University in 1546. The Statutes then conferred were revised under the 1867 Christ Church (Oxford) Act and later modified by successive Commissions in 1882 and 1926, and by various Orders of Her Majesty in Council, with major revisions in 1963 and in 2011.
An Act of Parliament or a Measure would be required to legally separate Christ Church Cathedral Oxford and the college of Christ Church. There is no move to legally separate College and Cathedral.

Christ Church Oxford is a joint foundation comprising both College and Cathedral. The post of Dean being indivisible, the different aspects of his or her duties cannot be separated. Under the statutes of Christ Church, where a complaint is referred to a Tribunal, the Senior ex-Censor may choose to suspend the Dean from his or her duties without loss of salary.

I have spoken to the Bishop of Oxford, and I am a little more reassured about the pastoral care that is being made available for the dean, but this raises the important question of why an Anglican cathedral is so much in the pocket of an Oxford college.
I have spoken to the Bishop of Oxford, and I am a little more reassured about the pastoral care that is being made available for the dean, but this raises the important question of why an Anglican cathedral is so much in the pocket of an Oxford college.
I can reassure the House that the Bishop of Oxford is giving pastoral support to the Dean, and I know that he went out of his way to speak to my hon. Friend. This is a very unusual case in the Church of England—the dean of a cathedral is at the same time the master of a college—but I must underline that the complaint against the Dean is an internal matter for the college, and neither the Church Commissioners nor the wider Church of England has any role in that process.

At this stage, there is little more that I can add to the written answer that I gave my hon. Friend on Monday. A formal tribunal process is under way, following the statutes of Christ Church, and that will enable the complaint made against the dean to be properly investigated.

The UK Government has delivered on its promise to devolve increased control over Income Tax to Scotland.
As a result, changes to the higher rate threshold announced since April 2017 do not apply to the main income of Scottish higher or additional rate taxpayers.

Christ Church is a complex institution and, uniquely in the Church of England, the Dean is also the head of an Oxford college. The complaint against the Dean is an internal matter for the college, and neither the Church Commissioners nor the wider Church of England have any role in that process. The Bishop of Oxford remains in close contact with the Dean and is monitoring the situation closely.

This Government are committed to supporting care leavers. We have introduced
a £1,000 bursary to those starting an apprenticeship, extended paid internship opportunities across Government, launched a care leaver covenant and are upskilling our Jobcentre Plus staff.

I would like to take this opportunity to pay tribute to my right hon. Friend the Member for Tatton (Ms McVey), who made it a personal priority of hers to introduce Barnardo’s not only to help train and improve the guidance for all of our frontline staff, but to offer a comprehensive work experience programme and opportunities for care leavers. Building Regulations guidance in Approved Document M states that a passenger lift is the most suitable form of access for people moving from one story to another. Government is expecting to receive advice from the Building Regulations Advisory Committee on the scope of a review of this guidance in Approved Document M.

The government recognises that Northern Ireland faces unique challenges due to its geography. In order to better understand these challenges, the government ran a call for evidence on ‘VAT, Air Passenger Duty and tourism in Northern Ireland’ which closed in June. It is the government’s intention to report at Budget.

Like all taxes, Air Passenger Duty remains under review and officials regularly engage with stakeholders, including representatives from regional airports. Last year regional airports handled approximately 113 million passengers, around 40% of the UK total, and airports across the regions of the UK continue to grow.

Like my hon. Friend, I bear the scars of just such a number of decisions. In particular, there was a decision in my constituency—in Oakley, in my patch—where the planning inspector allowed a development seven days prior to the referendum on a neighbourhood plan. I am determined, however long I am given in this job, to make sure that neighbourhood plans are landed extremely well and are adopted by as much of the country as possible, and that local people know they can rely on them to make sure that planning is done with them and not to them.

I am glad that doctors and nurses have been excluded from the cap on skilled workers, which will free up many additional places for other highly-skilled occupations. Will my right hon. Friend give an assessment of how these regulations have worked since they have come into force?

I thank my hon. Friend for welcoming the changes and for his support. It is a bit too early to give an assessment, since the changes only came into play on 6 July. Like my hon. Friend, I am confident that they will not only help to provide some of the high skills that our economy needs, but will actually go on to create jobs.
