To ask Her Majesty's Government what is their assessment of Historic England's announcement that it now lists 512 conservation areas in its Heritage at Risk Register.
The findings of the 2017 Heritage at Risk survey indicate that, since figures were first collated in 2010, the number of the 8000+ conservation areas in England considered to be ‘at risk’ has declined from 549 to 512. Historic England is looking to build on these improvements by working with local authorities and other partners to target grant aid through its Partnership Scheme in Conservation Areas programme, and by investing in ten Heritage Action Zones. The Heritage Lottery Fund is also continuing to invest in the enhancement of conservation areas through its Townscape Heritage grant scheme.

HM Courts & Tribunals Service (and prior to 2016 the Ministry of Justice) has sold (as at August 2017) 23 listed buildings since 2010.
HM Courts & Tribunals Service has sold (as at August 2017) 17 courts that are located within or near a conservation area. Information regarding whether courts sold by the Ministry of Justice between 2010 and 2015 were located in conservation areas has not been recorded.
HM Courts & Tribunals Service and the Ministry of Justice do not hold records relating to the historical significance of a court other than its listed status and whether it is situated in a conservation area.

An Energy Performance Certificate is required when either selling or renting a property in a conservation area unless a valid exemption applies. For example, listed buildings or buildings in a designated environment where compliance with certain minimum energy performance requirements would unacceptably alter their character or appearance.

To ask the Secretary of State for Digital, Culture, Media and Sport, what steps her Department is taking to create more conservation areas across London.
In this, the 50th anniversary of their introduction, I can confirm that in total nearly 10,000 localities in England have been designated as conservation areas, including over 1,000 in London. Though the Secretary of State has discretion to designate conservation areas, local planning authorities are generally best placed to do so by identifying those parts of their locality that possess special architectural or historic interest. Historic England has recently published guidance to support local planning authorities through this process.

The National Planning Policy Framework seeks to promote sustainable development. The Government encourages and supports innovative ways to deliver the homes this country needs, while protecting and enhancing the natural environment through legislation and policy. We have no plans to exempt publicly-owned special protection and conservation areas from any future public land disposal.
We announced in the Housing White Paper, published on 7 February, a new and strategic approach to the habitat management of the great crested newt. This will not only protect a rare species and its habitat, but will safeguard development from delays, costs and uncertainty. We also announced our proposal to clarify national planning policy on ancient woodland and aged or veteran trees. This reflects the need to protect these irreplaceable habitats from harmful development.
