To ask Mr Chancellor of the Exchequer, what assessment he has made of the effect of inflation on public sector workers who have had their pay capped.
A range of factors are taken into consideration when formulating the government’s public sector pay policy including the impact on jobs, recruitment and retention, earnings in both the public and private sector and inflation. Government will continually assess that balance when considering public pay policy. The Government has introduced the National Living Wage and committed to raising the personal allowance further, to £12,500, by the end of this Parliament. By 2017-18, 1.3 million people on the lowest incomes will have been taken out of income tax altogether, and a typical taxpayer will pay over £1,000 less income tax, compared to 2010-11.

The Government is taking action to support incomes. This includes increasing the National Living Wage, raising the personal allowance and freezing fuel duty. According to the Office for National Statistics, total real wage growth was positive between January and March 2017.
The Office for Budget Responsibility (OBR) expect nominal wage growth to increase in each year of their forecast, with growth over 3.5% by 2021. They expect these increases to occur alongside CPI falling back towards 2%. The OBR also forecast real household disposable income per head to reach a new record high in 2020.

To ask the Secretary of State for Health, what account is taken of forecasts for the rate of inflation in determining pay increases for nurses.
The Government makes its determinations informed by recommendations from the independent NHS Pay Review Body. In reaching its recommendations, the Review Body is required to have regard to:
- the need to recruit, retain and motivate suitably able and qualified staff;
- regional/local variations in labour markets and their effects on the recruitment and retention of staff;
- the funds available to the Health Departments, as set out in the Government’s Departmental Expenditure Limits;
- the Government’s inflation target;
- the principle of equal pay for work of equal value in the National Health Service; and
- the overall strategy that the NHS should place patients at the heart of all it does and the mechanisms by which that is to be achieved.
The Review Body is also required to take careful account of the economic and other evidence submitted by the Government, Trades Unions, representatives of NHS employers and others.

Teachers’ pay is based on recommendations from the independent School Teachers’ Review Body (STRB). Before making their recommendations, the STRB considers evidence from all of its statutory consultees, including economic and financial data from the Government.
