Prevent is about safeguarding vulnerable people from becoming terrorists or supporting terrorism. Political interest and protest, including in anti-fracking groups operating within the law, are entirely legitimate activities and are not of interest to Prevent. The Home Office and Police continually work together to improve the utility of Counter Terrorism Local Profiles (CTLPs).

The government has fundamentally reformed regulation of the consumer credit and debt management market. Responsibility for regulation was transferred from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) in April 2014.
The FCA has turned key elements of the OFT’s Irresponsible Lending Guidance into binding rules, actionable with the full range of FCA enforcement powers. These rules strengthen consumer protection and provide greater clarity to firms on what is expected of them and the sanctions if they lend irresponsibly. Firms are also required to comply with the FCA’s high-level principles, including ‘treating customers fairly’. Lenders must also show forbearance if there is evidence of financial difficulty.

The FCA proactively monitors the market, and can use its broad enforcement powers where it finds wrongdoing - there is no limit on the fines it can levy and it can force firms to provide redress to consumers. The FCA can also use its flexible rule-making powers where it deems it necessary it to protect consumers.
The government firmly believes that the new FCA regime is helping to deliver a higher standard of consumer protection in the debt management market.

Public Health England (PHE) is responsible for the structured, transparent monitoring of the sugar reduction programme. Interim reports will be published every six months and a more comprehensive audit of progress will be provided at 18 and 36 months after publication of the targets in March 2017. Information will be made available on the GOV.UK website so that external bodies and members of the public can view and scrutinise the data.

Public Health England monitors the diet and nutritional status of the United Kingdom population through the National Diet and Nutrition Survey to identify new or changing dietary issues and support its public–facing advice on how to achieve a healthy balanced diet, as set out in the Eatwell Guide.
The Scientific Advisory Committee on Nutrition can also assess the effect of a particular dietary regime on the health of those adopting it if this was considered important and if there was sufficient scientific evidence to form the basis of an evidence review.

To ask Her Majesty’s Government, in the light of the recent judgment ClientEarth (No 2) vs SSEFRA ordering the Government to draw up an improved air quality plan, whether they will consider making it compulsory for local authorities to implement air quality monitors outside all schools and children’s playgrounds.
Improving air quality is a priority for this Government and we are determined to cut harmful emissions.
The Government is considering next steps in light of both the High Court judgment and recent updates in data on emissions from diesel vehicles and we will set out further measures next year.
Our plans have always followed the best available evidence and we have always been clear that we are ready to update them if necessary. We can now confirm a timetable for updating our plans next year and further improving the nation’s air quality. We will consult on a revised air quality plan by 24 April 2017 and publish a final plan by 31 July 2017.
Local authorities are responsible for reviewing and assessing local air quality, including decisions on local air quality monitoring. Their local knowledge and interaction with the communities that they serve mean that they know the issues on the ground in detail and the solutions that are best suited to local circumstances.
Defra provides guidance, including helpdesk advice, to local authorities on the appropriate type of monitoring to install. Where local authorities conduct air quality monitoring, they are expected to site monitors in accordance with local and national priorities, which may include schools and other locations where there is high risk of exposure.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps he has taken to institute baseline monitoring sites for air quality in residential areas in close proximity to Cuadrilla Resources' shale gas well site at Preston New Road.
The Department currently grant-funds a research consortium led by the British Geological Survey to deliver a baseline environmental monitoring programme in and around sites in the Fylde (Lancashire) where applications for shale gas wells have been made. As a result of this programme and since January 2015, researchers have been gathering data on a number of environmental parameters including air quality. The monitoring located close to the proposed shale gas exploration site at Little Plumpton (Preston New Road) includes instrumentation to measure atmospheric composition, wind speed and direction, air temperature and relative humidity.
The monitoring characterises the environmental baseline before any hydraulic fracturing takes place and enables future shale gas projects’ data to be checked against these “baseline” data, allowing any significant changes to be flagged for further scrutiny. The investigations are independent of any monitoring carried out by the industry or the regulators. The information collected is freely available to the public on the BGS website:

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps he has taken to undertake baseline monitoring of the health of residents living in close proximity to Cuadrilla Resources' shale gas well site at Preston New Road.
The National Planning Policy Framework (NPPF) highlights that the first point of contact on population health and well-being issues should be the Director of Public Health (DPH), and recommends that Local Authority planners should consider consulting the DPH on any planning applications that are likely to have a significant impact on the health and wellbeing of the local population or particular groups within it. The role of the DPH is to provide expert advice and support, with an aim to protect and improve the health and wellbeing of the population. DPHs are able to seek expert advice and support from Public Health England in responding to such planning applications, where necessary, including support for the investigation of any pre-existing health concerns.
The DPH at Lancashire County Council (LCC) commissioned a rapid health impact assessment of the shale gas exploratory stage, specifically the proposed sites at Roseacre Wood and Preston New Road, which included an assessment of the baseline health profile for residents within the Warton and Westby ward of the Fylde district.

The department and its Agencies (Maritime & Coastguard Agency, Driver & Vehicle Licensing Agency, and Driver & Vehicle Standards Agency) use a mixture of free and paid for tools to monitor online discussion and content publicly available on a variety of social networking sites. The content monitored stems from a variety of sources including professional news organisations, stakeholders and partner channels. Monitoring is carried out to enable the Department and its Agencies to better serve their customers and users of their services.
The Vehicle Certification Agency do not monitor content on social networking sites.
