The licence was for chassis for manufacture of vehicles for use in counter-insurgency and counter-terrorism operations in Sinai. The licence application was carefully assessed against the Consolidated EU and National Arms Export Licensing Criteria and against the commitment made by EU Member States in August 2013 to suspend licensing for Egypt for equipment which might be used for internal repression.
All export licences are issued in strict accordance with the Consolidated EU and National Arms Export Licensing Criteria.

The Department’s consideration of motor insurance policy concerning vehicles such as these arises from the Vnuk judgement. This case, before the European Court of Justice concerned a man (Mr Vnuk) who was injured when he was knocked off a ladder by a trailer that was attached to a tractor in a barn in Slovenia. The effect of the judgment is that any vehicle that falls within the Motor Insurance Directive’s definition of a vehicle should have a compulsory motor insurance policy. The definition of vehicle in the Directives is very wide. We were disappointed with this judgment.
Officials are in regular dialogue with the European Commission and their EU counterparts about the challenges generated by the Vnuk judgment. This has included dedicated meetings with Commission officials, various exchanges with representatives of other Member States and attending a general meeting of Member States hosted by the Commission in May 2015.

Data on the number of vehicles possessed by police forces is not collected by the Home Office. Decisions about the most effective use of available resources, including in relation to the purchase of vehicles, are a matter for Police and Crime Commissioners and Chief Constables locally, tailored to the needs of the local community.

We are working closely with insurers, and others to identify how the ruling in the Vnuk case should be applied to a range of vehicles, including mobility scooters, golf buggies and ride-on lawn mowers. We will shortly be meeting with relevant stakeholders to discuss the particular issues that apply to those using mobility scooters.
We will, of course, consult before making any changes and we are determined to get a sensible outcome.

The 20 Saxon armoured vehicles exported to Ukraine was a commercial sale between a private company and the Ukraine Ministry of Defence, and subject to the rigorous export licensing process. The vehicles were not gifted to Ukraine by the Government, therefore a gifting minute will not be laid before the House.

To ask Her Majesty’s Government what lessons were learnt from Exercises Crusader in 1980 and Lionheart in 1984 with regard to using civilian ports not normally used for particular types of ships for loading particular types of vehicles.
The post exercise reports into the two exercises held in 1980 and 1984 make little mention of the use of civilian ports. However, both exercises were considered a success and found little difficulty in the loading of the vehicles onto ships at civilian ports.
