To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Government is taking to address river and flood defence asset maintenance in response to the report published by the National Audit Office, entitled Strategic Flood Risk Management, HC780, last month.
Maintaining flood defence assets depends on a combination of capital and revenue funding. This Government is spending £3.2 billion on flood management and defences in this Parliament, which is a real terms increase and half a billion pounds more than in the previous five years.
We have committed a record level £2.3 billion capital funding right up until 2021. This is a real terms average increase in capital investment compared with the current spending review period and the long-term commitments will allow us to get better value for money. We have also provided an extra £70 million of revenue funding for the Environment Agency to maintain its defences: £35 million this year and £35 million next year, on top of the £5 million we had already committed in 2015/16 before the winter storms.
The National Audit Office report ‘Strategic Flood Risk Management’ was considered by the Public Accounts Committee on 24 November. The Government will respond to the Committee’s recommendations in early 2015.

It is important that the Environment Agency is able to focus its efforts and resources in those areas where the risk of flooding to communities, businesses and property are greatest.
In the areas where the Evironment Agency is withdrawing from land drainage activities, the Agency is committed to working closely with landowners, farmers, householders and businesses to help them consider the options available to them for taking over the maintenance activities.
We feel that, in these areas, responsibility for local watercourse management sits more appropriately with expert local bodies, including local authorities and IDBs as well as riparian owners, since these bodies are best placed to take decisions on local priorities in discussion with their communities.
We are keen to enable these bodies, and individuals, to act effectively in partnerships at a local level to achieve the outcomes that communities want to see. We are engaged in a range of actions to make it easier for farmers and landowners who wish to undertake their own de-silting and channel maintenance activities. We also very much welcome the establishment of IDBs where these are proposed and supported by the local community.
We recognise the challenges associated with raising funds for flood risk locally, including for the establishment of new IDBs, and are continuing to explore options in this area together with the Department for Communities and Local Government

Partnership Funding is on track to bring up to £140 million in external funding over the four years to 2015, compared with £13 million during the previous four years. This is in addition to the £3.2 billion we have invested in Flood and Coastal Erosion Risk Management over this parliament.
According to an independent evaluation, 25% of contributions to schemes came from the private sector; the remainder from local authorities and other public bodies.

The Environment Agency expects to attract contributions from other sources of over £600 million, but the exact timing and amount depends on local choices. We are on course to bring in up to £140 million in external funding over the four years to 2015.
Contributions can come from national, local, private or public sources. They supplement our national budget, meaning more can be done to reduce the risks of flooding and coastal erosion across the country.
Partnership funding encourages contributions from those who benefit from reduced risk. Government has introduced a tax deduction for businesses contributing to schemes, encouraging the private sector to contribute to local schemes.

The Government’s capital funding for flood and coastal erosion risk management projects is based on the economic benefits of schemes in terms of the damages of flooding or coastal erosion avoided and the number of households better protected. The funding formula used can be found on the GOV.UK website.

The Environment Agency manages a rolling programme of flood and coastal erosion risk management improvement projects.
More than 1,400 schemes announced on 2 December are scheduled to enter the development or construction programme between April 2015 and March 2021.

The case for investment in flood defence schemes, including those announced for the Humber in the National Infrastructure Plan, is based on the benefits in terms of the economic damages of flooding avoided by the work. The approach follows HM Treasury’s guidance on the appraisal of central government investment options (The Green Book).
The Environment Agency will conduct a review to consider the ambitious £1.3 billion proposal put forward by the Local Enterprise Partnership and local authorities as part of its update of the Flood Risk Management Study. I was delighted to hold a flood defence forum with my hon. Friend earlier in the year, when we also discussed the undertaking of a dredging pilot by internal drainage boards for the Ouse Washes. I am very keen for DEFRA to work with him and his constituent to ensure that we leverage the maximum possible funds for the important scheme to which he has referred.

My right hon. Friend will be aware of the proposals within the Humber flood risk management strategy for protecting 110,000 dwellings and 20,000 businesses. The £80 million announced in the autumn statement last week was extremely welcome, but when will decisions be taken on how to spend the £80 million, and will there be an early decision on future proposals?

The Environment Agency is considering the proposal in detail, and we will publish a review in July 2015.
