My Lords, does the Minister agree that the arts in the widest sense play a terribly important role in tourism, whether it is the West End theatre, the National Gallery or the Royal Opera House? These things are very important and a lot of organisations are quite stretched with declining subsidies. Given what he has just said, does he agree that subsidies should be seen as an investment?

To pick up the noble Lord’s first point, it was very interesting to see in the list of those who went with the Prime Minister to China the number from the creative industries and tourism and heritage sectors. It is a very important part of why lots of people want to come to this country. It is why Britain is fourth in terms of culture and tourism on the Anholt brands index. I very much take that point. On the question of subsidy, it is a balance of the great opportunities our culture has to generate its own funds and government grant in aid.

To ask Her Majesty’s Government why there have been no prosecutions for female genital mutilation.
My Lords, there are many barriers to prosecuting cases of female
genital mutilation. Evidence suggests that the young age of the victims, and pressure from family and the wider community, lead to many cases going unreported. However, I am greatly encouraged by the commitment of the police and the Crown Prosecution Service to overcome these barriers, and by the Director of Public Prosecution’s assessment that it is only a matter of time before a perpetrator is brought to justice.
My Lords, it is welcome news that there is very likely to be a prosecution, but we have to put this in the context that this practice has been illegal for more than a decade, an estimated 60,000 women in this country have suffered this barbaric practice and 30,000 young children may be at risk of it. I fear that we may be dealing with a cultural tradition. I know that this is a very difficult and sensitive subject, but there is no supporting medical or religious evidence for this practice. Therefore, we have to assume that we have perhaps been afraid of offending at the temple of cultural diversity. If at this very moment, for that reason, a woman is descending on some young girl with a razor blade to slice off her external genitalia, we have to ask ourselves: is this a price worth paying for cultural diversity?

Although this is a highly sensitive issue, I do not see that as the source of conflict. This is essentially a hearts and minds issue. The noble Lord identified that correctly. However, there is no lack of determination as far as the Government are concerned. My colleague in the Home Office, Norman Baker, is having a meeting on 5 December with the Crown Prosecution Service. The Health Minister, Jane Ellison, is having a meeting on Monday to see how her department can deal with this. I have to tell the noble Lord that he has grossly underestimated the legislative background to this. FGM has been illegal since 1985.

My Lords, do the Government agree that the recent hike in energy prices is going to increase inequality in our society, and, if so, what do they propose to do about it?
My Lords, the key is to have a sustainable and secure energy policy for the medium to long term. That is why the Government are investing so much in the energy sector and why the news about the agreement to build a new-generation nuclear power station was important. In the short term, all consumers should see whether they can save money—because many can—by switching their source of energy supply.
My Lords, I am sure that the Minister will agree with me that the arts play an incredibly important role in tourism, and the arts are very much under threat at the moment, as he knows. However, given that the BBC, in the form of the promenade concerts, is a boilerplate for tourism in this country, perhaps this is a good moment to welcome the return to Reithian ethics—education, entertainment and information—as stated by the new director-general this morning, with more emphasis on the arts in future. Will he welcome that?

My Lords, I certainly welcome what the noble Lord has said about the importance of the arts, not only to the domestic market but to many visitors from abroad. Museums and galleries are already doing a lot of work, as part of their China Ready programme, preparing for speakers of Mandarin and making sure that guides are in Chinese. So there is a lot going on in the arts sector.
