Motorists on the Scottish islands and the Isles of Scilly are benefitting from the 5p per litre discount on pump prices since the Government introduced the rural fuel rebate pilot scheme earlier this year.
The Government will consider whether to seek EU approval for an extension of the scheme to other remote parts of the UK that are likely to display similar characteristics to the islands.

In January 2012, the European Commission published a proposal that would set environmental quality standards for a number of substances, including estradiol (naturally excreted by humans and animals as well as being used as a medicine), ethinylestradiol (used in the birth control pill) and diclofenac (an anti-inflammatory commonly used to treat conditions such as arthritis).
The Commission estimated costs for meeting the standard for estradiol to be €18/head/year (about £15/head/year) for wastewater treatment in the UK, totalling €20billion (about £16 billion) over 20 years. The Environment Agency undertook more detailed modelling and estimates it will cost about £27 billion to £31 billion over 20 years to treat wastewaters so that surface waters in England and Wales meet the required standard for ethinylestradiol and estradiol.
The breakdown of costs by water bill payer has yet to be established by the Government. The Commission's proposal is still under negotiation and so standards are yet to be agreed. Meanwhile, detailed consideration of local conditions will be needed to assess where and when advanced wastewater treatment should be implemented. These considerations can be incorporated into existing investment planning cycles.

On 5 December DEFRA published the “Red Tape Challenge—Water and Marine Theme. Water Proposals”. This outlines the current plans for each area of legislation reviewed under the water part of the theme.

Our current or planned programmes include:
1. Programmes managed by our offices in countries in Africa and Asia. We currently have water, sanitation and hygiene (WASH) programmes in 15 countries and these are the principal routes through which we will deliver our results;
2, Existing partnerships with a range of organisations such as the Water and Sanitation Program, Water and Sanitation for the Urban Poor and WaterAid.
In addition, the Department is exploring further options including new partnerships with the UN, civil society and the private sector. Once specific programmes are approved, they will be made publically available via the DFID website, alongside annual reviews of progress.

My Department has carefully considered the requirements of the EU Water Framework Directive and the Water Environment Regulations 2003 in connection with HS2.
My Officials have regular discussions with colleagues from the Department for Environment, Food and Rural Affairs and Environment Agency on these matters and we will take all necessary steps to ensure compliance with these requirements.
