The Cabinet Office does not retain records on the number of open vacancies on particular dates. However, the Department maintains a deliberately high level of turnover as part of its resourcing model, ensuring that it can bring in the best talent from other Government Departments and more widely to ensure that it has the skills and experience it needs to address changing priorities.

The information requested on the current number of national health service nursing vacancies is not collected centrally. Additionally, no estimate has been made of the expected number of nurse vacancies over the next 12 months.
It is for local employers to ensure that there are sufficient staff available to provide high quality health care for patients.

The Department had 397 vacancies for grades below the senior civil service (SCS) during the period 1 April 2011 to 31 March 2012. These vacancies were advertised to all DFE staff and shared with the Department's arm's length bodies. Vacancies not filled within DFE or its arm's length bodies were then advertised across the civil service.
34 vacancies were advertised externally (outside of the civil service) during the period 1 April 2011 to 31 March 2012 where suitable candidates could not be sourced from within the DFE or civil service.
There were 18 SCS appointments during this period.
For 2012-13, the Department profiled 452 internal vacancies. As at 30 September 422 vacancies have been advertised.

The Department has a reducing headcount profile and a freeze on recruitment has been in place in the Department since May 2010. The replacement of leavers is authorised only in exceptional circumstances and is subject to chief executive officer and permanent secretary approval. All exceptions made to the freeze are reported to Ministers on a monthly basis.
The Department does not record a staff vacancy rate. Staff turnover rate is used as a key measure in work force planning.
The turnover rate is used to monitor the pace at which staff leave as a proportion of the total number of staff in the Department. Turnover is expressed as an annual percentage rate.
In September 2012 the annual departmental turnover rate for permanent staff was 4.1%. This rate excludes all staff on fixed term contracts. Our current planning assumption is that it will fall from its current rate to 3.5% during 2012/13.

Since October 2011 the Department's headcount has fallen by 318 full-time equivalent staff to the end of September 2012. The Department operates a limit on headcount, currently 1,757 full-time equivalent staff, and any recruitment will be constrained by that limit going forward.

During the 2011-12 financial year, there were 41 advertisements for posts within the Department for Culture, Media and Sport. The majority of these posts were filled either by staff already within the Department, or by civil servants loaned from other Departments, to cover the short-term staffing needs of the Government Olympic Executive. Eight fixed term contractors were appointed during the period.
During the 2012-13 financial year, it is anticipated that the Department will see a 3.5% assumed vacancy rate. This is projected by the Department's work force modelling tool, which accounts for planned staff movements in and out of the Department. The model assumes that any leavers will be replaced by someone at the same salary scale and that there will be a lag in appointing the replacement; the model accounts for this by assuming a churn rate of 3.5%.
Due to the recent downsizing project, the Department does not envisage carrying any vacancies beyond this natural staff churn.

The Department does not record a staff vacancy rate and no rate has been assumed for Business Planning purposes for 2012 -13. However, staff turnover in the year to 31 March 2012 was 6.1% and it remains at a similar level in 2012-13.
The Department has strict controls to the process of filling the resulting vacancies. External recruitments are only considered for approval if they are deemed to be frontline, or other business critical e.g. for safety, in line with Cabinet Office guidance.

The vacancy rate in core DEFRA between 1 April 2011 and 31 March 2012 was 276 permanent posts, which represents 12.9% of the permanent headcount of core DEFRA as at 31 March 2012.
