The removal of the Red Cross from the predominantly Tamil area shows contempt for a renowned international non-governmental organisation and will seriously inhibit much needed aid and assistance. In light of the comments made by the new cardinal of Colombo—that there is a dangerous trend of ethnic Sinhalese moving into Tamil areas—does the Minister agree with me that the real reason for removing the Red Cross was to allow for Government-supported demographic change to go unchecked by independent monitors?

I am not sure whether I can speak for the Government of Sri Lanka in explaining how they made their decision, but it is certainly true that the international community listens extremely carefully to the voice of the ICRC as an independent monitoring body, and its unavailability will therefore have to be compensated for elsewhere. The Government have consistently pressed Sri Lanka to live up to its offer of post-conflict reconciliation, but moves such as restricting access to detainees and any restriction of the work of significant non-governmental organisations will make that process rather harder.

The Government are aware that the Sri Lankan Government have asked the International Committee of the Red Cross to close two centres in the north of the country. We are also aware that the ICRC has, after a review, already closed down its own operations in Mannar.

In our programme for government, we stated that we would:"““implement the Parliamentary and Health Ombudsman's recommendation to make fair and transparent payments to Equitable Life policy holders, through an independent payment scheme, for their relative loss as a consequence of regulatory failure.””"On 20 October 2010, Official Report, columns 949-65, as part of the spending review we announced that we have made up to £1.5 billion available to fund the scheme and that the first payments to policyholders would be made by the middle of next year.

The hon. Lady makes a fair point. We need to see an independent investigation of what happened. Everyone has read the papers and seen the TV footage, but we need an independent investigation to work out whether what she suggests is right.

I am not aware that any representations have been made to the United Kingdom Government in relation to a position of high commissioner. I am aware of the position in relation to the defence attaché. It would be difficult to conceive of a defence attaché without a military background, and that appointment is understood. I have not heard anything about the other position, but the hon. Lady certainly raises an issue. If reconciliation is to be the watchword of the Sri Lankan Government, every appointment that they make will be looked at in those terms. Accordingly, appointments that are conciliatory and go some way towards remedying the tragedy of the conflict are surely rather better, for them and for the rest of the world, than anything else, but these appointments are a matter for the Sri Lankan Government in the first place.

Yes, of course I discussed that with Ministers throughout the Pakistan Government when I visited that country two weeks ago. We absolutely the deplore the atrocities that took place in Lahore, about which I was able to hear quite a lot during my visit. Our views on the matter are well known. Our efforts to improve stability in Pakistan are linked with the development effort I talked about earlier, and those efforts will continue.

The Government have announced that legislation will be introduced to provide for the creation of fewer and more equal sized constituencies. Further details will be announced in due course, and Parliament will have the opportunity to debate the provisions in full. No representations have been received regarding changes to parliamentary constituency boundaries in Northern Ireland.

Discussions have been taking place in the European Commission's advisory group (the Senior Officials Group on Standardisation's ad hoc Market Surveillance Group) involving BIS officials, the Commission and other Member States with a view to developing a consistent approach towards implementation of the article 18(2b) provision. They have highlighted the need for the Commission to take the lead in developing a Europe-wide consensus on the correct understanding and application of the provision. We understand that the services of the Commission are sympathetic to this approach and would like to take it forward possibly via a multi-annual programme for market surveillance.This Department will play a full part in helping to establish a consensus and in doing so will take account of other developments taking place in the United Kingdom and across the European Union on the collection of injury statistics.

The recommendations were only made recently, but I agree that there is no point looking at one aspect of the subject without looking at the others. I think the whole House agrees that we should do everything possible to protect the victims of rape, to enable proper allegations to be brought and to enable justice to be done, so that those responsible for this serious crime are brought to justice. I only mentioned one aspect of Baroness Stern's report, but the whole report is indeed important.
