I welcome the Minister's commitment to children with special educational needs. My constituency has schools with well in excess of 50% of pupils on the special educational needs register. How will the Minister encourage Ofsted to look at the bigger picture when it comes to its assessments, because the problems are often complex?

I am sure the Secretary of State would agree that the crisis in the financial sector was especially detrimental to the economic stability of Scotland. Will he now confirm that the Scotland Office will no longer issue press releases saying that it is taking advice from Sir Fred Goodwin, and will take advice from a more representative group of Scottish financiers?

I welcome the Minister to his post. Will he confirm that, as I set out in our radical planning paper "Open Source Planning", the expectation is that abolishing regional spatial strategies will reinvigorate our planning system and move us away from the historically low level of house building that we have seen, which has so badly failed us?

I am grateful to my hon. Friend for his previous answer, but he will be aware that many of us have had to put in place our own means of keeping constituents who have got caught up in Equitable informed of what is happening, so poor has been the Government communication programme. So will he say a little more about his plans to keep that group of people informed as the payment scheme goes through?

I congratulate the Secretary of State on his plans to revitalise the academies scheme. A great number of schools are looking forward to embracing the academies freedoms that will come with it, including the European school in Culham in my constituency, which is seeking to use its specialist multi-language curriculum for the benefit of the state sector. What plans does he have to make sure that more children have such excellent language education?
