My hon. Friend is absolutely right that we have had to make hard choices. We are rebalancing and strengthening the economy by cutting the mountain of debt that the previous Government left us, in order that we can improve our economic prospects and ensure that more jobs can be created in Wales and across the United Kingdom.

I have regular discussions with ministerial colleagues on the level of employment in Wales. I am pleased that for the past three months in Wales, unemployment figures have fallen while employment has risen—positive signs that our approach is working.

My hon. Friend makes a very pertinent point. On WikiLeaks, the Prime Minister's national security adviser has written to all Departments to ask them to look again at their information security and to provide him with assurance about the level of that information security.
My hon. Friend makes a wider point about cybersecurity. This Government recognise the importance of dealing with cybersecurity and cybercrime, which is why we focused on both in the strategic defence and security review and in the national security strategy, and over the next four years £650 million is being made available to develop a national cybersecurity programme.

As part of the Government's national security strategy, we conducted a national security risk assessment—the first time that a Government have undertaken a comprehensive assessment of all national security risks to the UK. The most important risks were then placed into three tiers to inform the strategic defence and security review.

I welcome the Minister's commitment to children with special educational needs. My constituency has schools with well in excess of 50% of pupils on the special educational needs register. How will the Minister encourage Ofsted to look at the bigger picture when it comes to its assessments, because the problems are often complex?

My hon. Friend is correct to say that the problems are complex. It is absolutely right that school inspections take account of how well pupils with special educational needs and disabilities are provided for, as well as how well they learn and progress. That will be an important consideration for Ofsted as it develops new inspection arrangements focused specifically on the core areas of achievement, teaching, leadership, behaviour and safety.

I will publish a Green Paper later this year to look at a wide range of issues for children with special educational needs and disabilities. I have been meeting a range of people, including parents, teachers, local authorities, charities and other groups and considering the findings of recent reviews, including the most recent report from the Office for Standards in Education. A call for views was published on 10 September and closes on 15 October.

I am glad to hear that my hon. Friend is contributing to that economic renewal and I hope that he will continue to do so in years to come. The Wales Office is currently consulting groups that represent businesses and the rural economy, to gather their views on what we can do to help them grow in these challenging times. I have already held meetings with a number of interest groups, including the farming unions, and I look forward to taking that work forward over the autumn.

Reoffending data by category of prison or by individual establishment is not currently produced. The Ministry of Justice is currently undertaking work to investigate whether meaningful data on the reoffending of former prisoners from individual institutions can be produced. It is our intention to publish some findings from this ongoing work in November 2010.The available data on reoffending following a custodial sentence is included as follows.Table 1 shows the actual rate of reoffending and frequency of reoffending for adults released from custody from the 2008 cohort, which is the latest period for which data is available.
Juvenile reoffending covers offenders aged 17 and under. A release from custody could be from a Secure Training Centre, a Secure Children's Home or a Young Offender Institution. Data is not broken down by type of release establishment or by individual establishment.Table 2 shows the actual rate of reoffending and frequency of reoffending for juveniles released from custody from the 2008 cohort.

The following table shows the number of prisoners released on temporary licence (ROTL) of any kind from Category C prisons in the past two years who were recorded as charged with offences committed whilst so released.
In 2008 the total number of recorded ROTL failures, which includes any breach of the licence and not just offending, was small in relation to the number of licences granted. Data relating to the number of prisoners whose learning has been interrupted or stopped due to inter prison moves is not held centrally and it would not be possible to provide an answer without incurring a disproportionate cost.The National Offender Management Service work with the Department for Business, Innovation and Skills as well as the Skills Funding Agency to minimise the effect of inter-prison moves on educational attainment. Since August 2009 a core curriculum has been introduced in all prisons to minimise the potential affect of such moves. In addition there is a requirement to make use of a new data exchange system to ensure information on prisoners' educational aims and achievements are available to the receiving prison on transfer.

The hon. Gentleman is correct to highlight the important place that financial institutions play in the Scottish and United Kingdom economy. I assure him that I will be taking as broad a range of advice on these subjects as necessary. My hon. Friend is absolutely right. I half expected to find a note on my desk from the previous Housing Minister apologising for the fact that there were no houses, but he did not get round to writing it.
I am glad that my hon. Friend draws attention to his role in what I think will be an important paper. He wrote in that paper that the present system""imposes too many one-size-fits-all rules…Tragically, the very idea that development can benefit a community has…become a casualty.""
That is the reality of the system that we have been labouring under—literally "Labouring" under. The system does not work in practice or in theory; what kind of bankrupt system is that?

We committed in the Queen's Speech to abolishing regional strategies. My right hon. Friend the Secretary of State has written to all council leaders saying that he expects them to have regard to that as a material planning consideration in any decisions they are currently taking.

I suspect that one of the reasons why the previous Government were so poor in communicating progress was that there was very little progress to communicate upon. As I mentioned earlier, we are keen to ensure that there will be progress, that we have the independent commission in July, and that we will have the conclusions of Sir John Chadwick's report; we intend to make progress there. I hope that we will have more information to give my hon. Friend in mid-July. This is a matter that has caused enormous anxiety for many people, and it is right that we keep people up to date with exactly what progress that we are making.

The coalition Government have pledged to make fair and transparent payment to Equitable Life policyholders, through an independently designed payment scheme, for their relative loss as a result of regulatory failure. The Queen's Speech announced the Government's intention to introduce a Bill in the first Session of Parliament to enable payments to be made to Equitable Life policyholders. On the same day, the Government also announced that an independent commission would be established to design the payment scheme. These steps are a strong sign of the Government's commitment to deliver on their pledge.

I congratulate the Secretary of State on his plans to revitalise the academies scheme. A great number of schools are looking forward to embracing the academies freedoms that will come with it, including the European school in Culham in my constituency, which is seeking to use its specialist multi-language curriculum for the benefit of the state sector. What plans does he have to make sure that more children have such excellent language education?

I am very grateful to my hon. Friend for those words. I am also much in accord with him in believing that this Government should have a place at the heart of Europe. That is why I was so disappointed to read in The Observer yesterday that the right hon. Member for Morley and Outwood (Ed Balls) wanted to rewrite the treaty of Lisbon and the treaty of Rome.
I will do everything possible to ensure that other schools, like the European school, that are committed to increasing our understanding of the rest of the world, prosper.
