We need more support for front-line services that help those faced with unemployment. Investing in the unemployed is the price worth paying, not what the Opposition offered in the 1980s.

Yes, of course. I very much welcome what my right hon. Friend the Secretary of State for Work and Pensions announced yesterday. The whole point of his announcement was that this Government act on behalf of Welsh people and businesses, as opposed to the Opposition, who have absolutely nothing to do or say on the issue of the recession.

Member with the information requested.Letter from Mel Groves:"The Secretary of State has asked me to reply to your question asking by what date the review of the closure plan for Jobcentre Plus offices will be completed. This is something that falls within the responsibilities delegated to me as Acting Chief Executive of Jobcentre Plus.""In the light of the current economic conditions and the welfare reform changes planned for the next two to three years, I have asked the Customer Service Directors in each of our Regions and Countries to review their service delivery plans for every Jobcentre Plus District. This exercise will be completed by early 2009.""As an immediate measure, I have decided to suspend the 25 proposed Jobcentre closures while the current economic uncertainties exist, which will allow us to increase our capacity to deliver services to those in need of help finding a job."

The administration of Jobcentre Plus is a matter for the acting chief executive of Jobcentre Plus, Mel Groves. I have asked him to provide the hon. Member with the information requested.Letter from Mel Groves:"The Secretary of State has asked me to reply to your question asking how many (a) Jobcentre and (b) Jobcentre Plus offices there are in each (i) region and (ii) parliamentary constituency; and how many of each in each area there were in each year since 1997. This is something that falls within the responsibilities delegated to me as Acting Chief Executive of Jobcentre Plus.""I am only able to provide information on Jobcentre Plus offices since April 2002, when Jobcentre Plus was created by the merger of the former Employment Service and Benefits Agency, as information on the separate networks operated prior to 2002 is not available. Historical information on which constituencies were serviced by individual Jobcentres is not held. The available information on the Jobcentre Plus customer-facing service delivery network is attached at Annex 1.""Jobcentre Plus inherited around 1,500 offices from the Benefits Agency and the Employment Service. Customers had to attend one office to look for work and then walk to another to deal with changes in their benefit claim. We have modernised our Jobcentre network to improve customer service, rationalising our estate to provide excellent High Street coverage and a single, integrated customer facing office, at the same time reducing cost to the tax payer. We remain the largest office network in Government with 747 modern Jobcentres which are supported by 31 contact centres and 79 main benefit processing centres. This has brought our customer facing services together in a more coherent and integrated network.""Our network is further supplemented by flexible service delivery or outreach options, to provide customer services currently in 146 locations where maintaining a full Jobcentre service is not viable. I thank my right hon. Friend for his wise decision not to proceed with the proposed closure of the Jobcentre Plus office in Penarth. However, once proposals of that sort are somewhere within the administrative machinery, they have a tendency to re-emerge in the fullness of time. Will he take the opportunity in the meantime to ensure that all options are considered, so that there is a long-term and viable service, albeit not necessarily at the present level, for the town of Penarth?

It is a perfectly valid exercise to constantly look at a rationalisation of the estates base of Jobcentre Plus. As I said earlier, we are reviewing the options for the current 25 offices and will make an announcement shortly, but I agree with my right hon. Friend that we should keep the matter—and both its positive and negative aspects, in relation to the individuals concerned—constantly under review.

We are very confident about that; we have been preparing for the past nine months. For example, the processing time for jobseeker's allowance is 10 days, which is down from our target of 11.5 days. I want to pay tribute to the people in Jobcentre Plus, who have been working overtime and opening on Saturday mornings to make sure we maintain the excellent service that Jobcentre Plus provides.

Member with the information requested.Letter from Mel Groves:"The Secretary of State has asked me to reply to your question asking which Jobcentre Plus offices, in which regions are planned to be closed in each of the next five years. This is something that falls within the responsibilities delegated to me as Acting Chief Executive of Jobcentre Plus.""There are three Jobcentres which are currently open to the public and are planned to be closed in the next year. These are all within our London Region. The Jobcentres are: Brixton Hill, ""Feltham and Orpington and all three have been subject to a rigorous consultation process. Other than these, no decisions have yet been taken on further closures."

Friend with the information requested.Letter from Mel Groves:"The Secretary of State has asked me to reply to your question asking how many and what percentage of jobs advertised in Jobcentres were at the National Minimum Wage on the last date for which figures are available. This is something that falls within my responsibilities as Acting Chief Executive of Jobcentre Plus.""All vacancies handled by Jobcentre Plus are checked to ensure they meet National Minimum Wage requirements. Therefore, all vacancies advertised by Jobcentre Plus meet the requirements of the National Minimum Wage. We do not however, record information on the number or percentage of vacancies that are advertised specifically at the National Minimum Wage."

Member for West Lancashire Ms Hilary Thompson to the jobcentre plus office in Preston; what steps he is taking to make system changes to protect clients' data; and what assessment has been made of how Ms Thompson's items were initially lost.""This is something which falls within the responsibilities delegated to me as acting Chief Executive.""Information regarding the amount of missing post reported and located is not available and could only be provided at disproportionate cost.""Jobcentre Plus treats customer data seriously and introduced new procedures last year in order to ensure tighter security across the business. The new procedures ensure the utmost safety of our data and enable staff to understand their position and take the most appropriate and correct action.""The postal contracts Jobcentre Plus has in place are designed to provide for mail to be securely delivered to Jobcentre Plus sites. These services are reviewed and tested in order to ensure the service is both secure and effective. Our day to day security measures relating to our post opening procedures include the following:""mail is processed in a separate and secure location designated for DWP mail;""post opening is monitored by CCTV;""there must be two or more employees processing mail; and""there is a signing in/out register for processing staff and recording of valuable items and life documents.""The postal contract enables us to query any missing post and for a thorough search to be performed if necessary.""Given the personal nature of issues about your constituent, Hilary Thompson, my predecessor, Lesley Strathie has written to you separately regarding the issues you have raised. She explained that we have located two of the three items that your constituent reported as missing. However, despite a full investigation by ourselves and Haden, our post opening contractors, including a full office search, we have not been able to locate the third item of post."
